(AP) ATHENS, Greece — Protesters took over the Finance Ministry building in Athens Friday morning, hanging a giant banner from the roof calling for a general strike, just as Greece wraps up tough negotiations with international officials on new austerity measures.

About 200 protesters from the communist party-backed PAME union blockaded the entrance to the ministry from dawn, preventing employees from entering. They hung a banner over five stories of the front of the building and took down the European flag from the top of the ministry, replacing it with their own union flag.

They said they would continue the blockade for the entire day. Ministry staff were working from a separate building, an official said.

The protest came as experts from the European Union, European Central Bank and International Monetary Fund were wrapping up a review of Greece's implementation of economic reforms in return for euro110 billion ($159.06 billion) in rescue loans from the EU and IMF.

The three bodies, known collectively as the troika, were to issue a statement on their review later Friday, officials said. The review is crucial towards determining whether Greece will receive a fifth tranche, worth euro12 billion, of bailout loans agreed last year.

Greece has so far received euro53 billion from its rescue deal since it first started tapping into the bailout package in May 2010.

Prime Minister George Papandreou was heading to Luxembourg later Friday for emergency talks with Jean-Claude Juncker, who is head of the group of 17 eurozone finance ministers as well as Luxembourg's prime minister. Juncker recently criticized Greece for being slow in cutting debt and reforming the public sector.

Greek officials were also completing tough negotiations on the details of more austerity measures needed to ensure the country can avoid defaulting on its debts. The original bailout plan envisaged the country being able to tap bond investors next year, but with the interest rates on Greek bonds remaining exceptionally high, that appears increasingly unlikely.

Last month, Finance Minister George Papaconstantinou announced remedial austerity measures worth about euro6.4 billion for this year, in order to meet the target of reducing the deficit to 7.5 percent of gross domestic product, from 10.5 percent in 2010.

While euro4.8 billion of that amount has already been announced, the government was expected to outline details of the remaining euro1.6 billion in the coming days. It is also expected to give details of a 2012-15 midterm austerity program, with the details to be announced after a Cabinet meeting in the coming days, officials said.

The new cutbacks will also have to be ratified in parliament, where the governing Socialists have a six-seat majority. But several Socialist backbenchers have voiced strong criticism, and the government this week canceled two planned briefings of its deputies to avoid a showdown.

Sixteen Socialist lawmakers have signed a letter calling for an extensive debate on the proposed new cutbacks before their ratification, with one of the signatories threatening on Friday not to vote for the reforms.

"If the draft legislation is brought to Parliament without prior discussion, I will not vote for it," Thomas Robopoulos told state NET television.

Greece's woes have been compounded by repeated downgrades of its credit ratings – Moody's warned Wednesday that the country had a 50-50 chance of defaulting on its debts.

On Friday, Moody's also cut the ratings of eight Greek banks – National Bank of Greece, Eurobank, Alpha, Piraeus, Agricultural Bank of Greece, Attica, Emporiki and General Bank of Greece.

The agency said "the rising likelihood of a sovereign debt restructuring" could directly affect Greek banks by reducing the value of the government bonds they hold as well as eroding their funding sources.

I agree. The EU is fracturing and Europe has a 2,000 year history of wars in every century; they are a contentious lot over there. The EU is NOT the United States - the cultural differences are problematic; The IMF is largely underwriting the loans and tranche terms. The IMF wants to displace the U.S. dollar with SDRs -- Special Drawing Rights. This would strip the U.S. of its monetary authority and severely weaken us.

Greece needs to get out of the Euro so it can devalue its currency. The EU is not doing Greece or itself any favors by pushing loans that Greece is almost sure to default on.

They are not only beholding to the EU ( which Germany is the most powerful member), but the IMF, who is really putting the screws to them; Part of the new restructuring is Greece had to accept privatizing their public airport in Athens. this is also the trend in the United States - to privatize public services.

The terrible irony is Germany economically, rules the EU. France wants the IMF to rule the world. We are witnessing tremendous economic paradigm shifting and most people simply cannot grasp what is happening because our mainstream media is not doing its job to inform and report what is actually happening.

Your tidbit shows the exact opposite of what your ideology would want. The top 1 % control around 35 of wealth in this country. One in a hundred have over a third of the goodies. Why are you surprised that this crew would then pay more? All you're saying is that this country suffers from gross economic stratification.

What's hilarious about this comment is the underlying assumption that the wealthy "earned" their money. You know, the way Angelo Mozilo "earned" $500 million by securitizing sub-prime mortgages for Countrywide that were 80% fraudulent. (And yes, he paid a mere $65 million in fines and walked away, scott free.)

Life sucks when all the free stuff stops coming, and you have to keep working all the way to age 60.

I wonder if any of these people stopped to think about what they hope to achieve with their protests and strikes? Continued descent into fiscal disaster- but that's ok as long as they get more free stuff?

America, Get ready!! What is happening there is just now starting here with the Republicans issuing the same measures against Americans and the Rich are holding on to their money, and getting more of our tax dollars for their adventures. This debt ceiling issue in congress is the same and the republicans are targeting the same programs that the Greek government is targeting. Where did our tax dollars go that the average American paid out and worked so hard and played by the rules of getting higher education to get a good job only to be slapped in the face by big business and the politicians?

"Average Americans" pay little to no Federal Income tax, but probably pay property taxes and sale taxes. Since those are all local taxes, go find out where your state spent its money, and your town spent its money. That is where your tax dollars went.


Bottom 50% of folks don't pay Federal Income taxes, and the top 5% pay over half of the Federal income taxes that are paid. As far as payroll taxes, last time I looked Medicare and SS are still paying. So, again, the average person should ask their state and town where the money they paid went to.

... 18 USC 371. Conspiracy is a crime that necessarily involves multiple individuals. Imputing individual acts onto a corporation or organization is intrinsic in the common law tort concept of respondeat superior, and criminal liability for entities is one of the areas where American law differs from most countries.

I'm sure there are a variety of SEC violations and possibly other title 18 violations, but the way you get to "the bankers" is by hitting them with a conspiracy charge.
