BONN, Germany, June 6 (Reuters/Gerard Wynn) - U.N. talks have run out of time to meet a December 2012 deadline to put in place a binding successor to the Kyoto Protocol on curbing greenhouse gases, the U.N.'s top climate official said on Monday.

The main aim of the U.N. talks process was to agree a legally binding deal by 2012 but it has gradually turned to mobilising voluntary action and funds to fight global warming.

The Kyoto Protocol binds almost 40 industrialised countries to emissions cuts from 2008-2012. Poor and emerging economies want to extend the pact, while industrialised nations prefer to replace it.

After years of wrangling over the future of the pact, countries may now try makeshift measures to plug the gap after 2012, such as rolling over existing targets.

To agree new targets with equal legal force to Kyoto countries would have to ratify those in their parliaments, but have run out of time given their next chance to do a deal is in December this year at a conference in Durban.

"Even if they were able to agree on a legal text ... that requires an amendment to the Kyoto Protocol, it requires legislative ratifications on the part of three-quarters of the parties, so we would assume that there's no time to do that between Durban and the end of 2012," said Christiana Figueres, head of the U.N.'s climate secretariat.

"Countries have realised this, that they actually stand before the potential of a regulatory gap, and are involved in constructive negotiations as to how they're going to deal with that," she told reporters on the first day of June 6-17 climate talks in Bonn, Germany.

A deal in Durban is widely viewed as unlikely.

The European Union's chief climate negotiator told reporters 2014 or 2015 was a more realistic target for a full legal framework.

"Let's say 2014, 2015 is a broadly realistic time, but if parties could agree to do that earlier the EU would be happy to do so," said Artur Runge-Metzger.

US SAYS NOT TO BLAME

One of the biggest casualties of failure to agree new, binding targets will be international carbon markets, under which developed countries pay for emissions cuts in developing nations to offset against their own targets.

That market in carbon offsets slumped last year to $1.5 billion compared with $7.4 billion in 2007, says the World Bank.

The U.N. talks have stalled over sharing the burden of emissions cuts between industrialised and emerging economies.

The world's second biggest carbon emitter, the United States, demands that top emitter China makes commitments with equal force to its own. China says its priority must be to grow its economy to end poverty.

That has resulted in a stalemate, with a set of voluntary actions agreed in Cancun, Mexico, last December.

Many analysts ultimately lay the blame for the delay at the door of the United States, which has struggled to find support for climate action in its Senate.

The United States blames the slow progress on countries which it says are reluctant even to stand by voluntary action agreed in Cancun.

"The fact that it's such a difficult battle, so much of an uphill discussion, suggests to me the problem is not the United States but others who are not yet ready to move forward on commitments they've made," said the U.S. head of delegation in Bonn, Jonathan Pershing.

These changes in turn pose significant risks to both human and ecological systems. Although the details of how the future impacts of climate change will unfold are not as well understood as the basic causes and mechanisms of climate change, we can reasonably expect that the consequences of climate change will be more severe if actions are not taken to limit its magnitude and adapt to its impacts.

Perhaps the "climate talks" should be cancelled. The developed world countries have decided they want any restrictions applied equally to all countries. The developing nations disagree. Why should any nation waste its scarce resources funding and sending delegates to a meeting where the range of positions is beyond compromise.

After the ice caps have melted, and Greenland, and the glaciers... then much of the evidence that scientists use to prove Climate Change will have vanished. And only then, after the data is melted away, the Deniers will rise up and shout "Now lets see you prove it!"

More Lies. Al Gore never claimed to invent the internet. But he was part of the original group of politician­s that funded it. So I guess in a way he did actually invent it. But he never claimed to. He is a humble man.

About web searches - I think a lot of people are getting an IQ boost that will turn out to be a very good investment (Well worth the small amount of CO2 produced). The problem with you guys is that you can't put things in perspectiv­e.

As this cool video shows, the carbon footprint of an electric car is 1/10th that of a gas-powered car. And that is IF the electric car is using electricity made from burning coal. The creepy thing is that there are only so many ways to prove that 1 plus 1 equals 2. Scientists have been confirming Climate Change over and over again for 50 years. Eventually there won't be any more glaciers to study. They'll all be melted. This won't stop the Deniers, so what do we do then?

That's dishonest. It is obvious that lots of people are Deniers of Climate Change. If people accepted that Climate was Changing, the Human Component would be very easy to prove. Go back to John Tindale who showed that CO2 traps heat in 1859. Or go back the Presidential Science Committee that established that the atmosphere was changing in 1965.

The problem with CO2 is not the recycling of CO2 that occurs with biofuels, it is the introduction of CO2 sequestered deep underground as fossil fuels. There is a different problem with biofuels. You can't produce enough of them to matter large scale without seriously depleting already depleted farmland and causing world wide hunger by growing fuel instead of food.

Over the next 11,500 years or so, the glacier, which forms the headwaters of the Rhone River, has been shrinking and growing again in response to shifts in climate.
Until now, scientists have had no accurate way of knowing the long-term history of the glacier. Local records of the ice date back to 1602, and it is clear that the Rhone, like other glaciers in the Alps, has retreated dramatically in the past 150 years. The projected increase in temperature is now expected to be the worst case scenario of 4C to 5C and double that over the long term... Such a change over 90 years is an extinction class event."

It's great to know the history of a glacier of the last 400 years. Do you think it will care as much about OUR history over the next 90?

What I wouldn't give to have liberals just leave everything alone for 10 years. In the news today, 440,000 birds kil led this year from wind turbines. I knew this was going to happen. Now the Golden Eagles are going to go extinct because the nesting pairs cannot keep up with the windmill fatalities. Why do we keep making these blunders. We didn't need these windmills!

The huge caliche roads built to install these windmills could be removed. Leaving them there will cause destruction of widespread areas of plants and animals (up to 13,000 square miles in Texas alone). There are companies that supply large temporary roads that can hold up to the largest of our trucks for installation and repair. When done the roads are removed. There is temporary damage to the environment instead of long lasting damage to the environment.

1. That's opinion, not science.
2. It's the opposite opinion from what you alleged.

You don't have to be a tinfoil-hat-wearing paranoiac to be worried that the electromagnetic radiation from modern wireless devices may be harmful to your health. But are the "smart meters" being installed by utilities throughout the state frying homeowners' brains, as many consumers and even municipal governments fear? The risks are vanishingly small, while the economic and environmental benefits of smart meters are wide and obvious. In fact, we wish L.A.'s municipal utility would get busy installing the devices, though that isn't likely to happen any time soon.

Smart meters have the potential to change the delivery of electricity as profoundly as the Internet changed the delivery of information.They contain radio transmitters that send real-time information about power usage directly to utilities and consumers — and, in the future, to smart appliances. This boosts efficiency in myriad ways.

The primary goal of climate talks is to drain the US of money for the poor nations of the world. Remember the non stop arguing over how many trillions the US owes to everyone else? A secondary effort is to force the US to use far more expensive forms of energy and thus export it's jobs to third world nations.

The reason talks will fail is because with Republicans in control the US will not be borrowing hundreds of billions of dollars to pass out and they will not allow Obama to destroy the US with a carbon tax.
