U.S. Nuclear Plants Not Properly Trained For Emergencies: NRC

WASHINGTON -- Some nuclear power plants have not properly trained their workers about emergency guidelines intended to protect the public in the event of a severe accident or disaster, federal regulators said Monday.

The U.S. Nuclear Regulatory Commission said inspections conducted after the Japan nuclear crisis found reason for concern, although it continues to believe that the nation's 104 nuclear reactors are safe.

Inspectors found that many plant operators have not done enough to train their staff on the voluntary emergency guidelines or update their procedures, said Eric Leeds, director of the NRC's Office of Nuclear Reactor Regulation. The guidelines were put in place in the 1990s and are meant to contain or reduce the impact of accidents that damage a reactor core.

"While overall we believe plants are safe ... we are concerned that our inspectors found many of the plants have work to do in either training their staff on these procedures or ensuring the guidelines are appropriately updated," Leeds said.

The inspections were conducted at the request of a task force created by the NRC to review nuclear operations in light of the Japan crisis. Task force members said they wanted to learn more about emergency guidelines and how they are being implemented.

The inspectors found that all 65 nuclear power plants have implemented the guidelines, with 97 percent of the plants keeping related documents on site.

Still, only 42 percent of the plants include the emergency guidelines in periodic reviews and revisions to plant procedures. And while staff at 92 percent of the plants received initial training on the guidelines, only 61 percent periodically include the guidelines in their emergency drills, the review found.

The NRC task force will incorporate the inspection results in a 90-day report expected in mid-July. The task force is expected to recommend changes to NRC requirements and policies in light of the March 11 earthquake and tsunami that crippled the Fukushima Dai-ichi nuclear plant in Japan.

In addition to comments below, I learned fm the book, The Mendacity of Hope by Roger Hodge on the President's supporters, that Bill Ayres' father was the owner, I think, of Exelon based in Chicago, which stunned me. I'm a lefty, 68, so though setting a device to flow up a ROTC bldg on campus as protest against Vietnam War was wrong, at least it was done at 4:30 in the morning to make sure noone would hurt. Bill Ayres was involved in that. He was at fund raisers 1 or 2 times for Obama.

The problem is that when Obama denied any close friendship with him, the above info was being hidden. There has to be a connection with fact that Exelon is a major contributor to '08 campaign and surely now. It's the largest nuclear energy co. in U.S., Axelrod a PR man for it??? Come'on.

This and the incompetent handling of the Gulf, letting BP do what it didn't know how to do and ruin those waters even further with millions of pounds of Corexit, the very toxic dispersant, regardless of claims of weaker dosages. These are the 2 reasons why i may not even vote 2012 for first time in my 68 years.

I also caught on that the Presieent is a nuclear supporter. Maybe it's bec according to the book The Mendacity of Hope by Roger Hodge published in Oct 2010, Exelon Corp[, in CHICAGO, biggest nuclear co in U.S. was a major contributor to '08 campaign. ALSO, Axelrod was a PR man for this company. I'm stunned by all this. In addition Duke Energy (big coal "clean coal") is the top contributor to 2012 Democratic convention. HP put up a piece weeks ago, but was taken down almost immediately when comments like this one. Clearly they want it kept quiet.

I am so demoralized I feel totally helpless. Axelrod was on O'Donnell tonight and I had to change channel, his usual bland take us for granted blather.

Obama has been a nuclear fanatic from the beginning. I have been following him since 2005. Trust me, he's not going to change his mind on nuclear power. He believes we should walk in the footsteps of France: 60% nuclear and the rest would be renewable.

Right now the plant at Fort Calhoun has been delcared a level 4 emergancy and the FAA has made the area around plant a no fly zone.

How bad does it have to get down there before you guys start reporting it?

When I said 'you guys' I was really referring to the people at the Huffington Post. Why are they sitting on the sidelines and letting the story grow without reporting it. If there is nothing wrong with this plant, why has the FAA made it a no fly zone? Why has the media in general pretty much not reported this? The Japanese government tried to lie and hide how bad their meltdown was, but the media wouldn't let it go... but for some reason they're not fighting the coverup over here with as much zeal. Why is that?

Did you know that the light water reactor (which is the nuclear norm) can not shut down in the event of a grid knockout (solar flare, social chaos, etc)? They are NOT what we want...
However, there is a much safer (and more efficient) version called the molten salt reactor (MSR).
The LFTR (liquid fluoride THORIUM reactor) version has been demonstrat­ed and proven for about 6 months in the 1960's at ORNL.
It might be wise to all demand it because, not only does it solve the problem of GW, it solves the problems of eventual fossil fueled depletion and economic chaos.
It is meltdown proof and spits out just 1% of the wastes which itself is only about 1/1,000th as long lived.

Pressure in the way of large demonstrations is probably the only thing that will get Obama's attention and, possibly, influence him to reconsider.

There was a vibrant anti-nuclear grassroots movement at one time and they were very effective.
It's time to re-vitalize it, IMO.

Planetary civilizations collapse when there is a void in power production. That is common sense. Until we have LiFePO4 batteries that are at least TEN times less expensive, until we have solar and wind that is at least tree times less expensive...
Well, you know, RE is too diffuse to power "modern" planetary populations while still being too expensive because we need to make about four times the RE capacity, just to make up for their intermittancy. Therefore, they need to be even much cheaper yet!
That is why we NEED to go FULL BORE for (only the best type of) nuclear...
Only the LFTR is good enough!

Take the fire at Fort Calhoun, it's been played down to where is sounds like no more than an electrical socket that shorted out. Well these guys were lucky this time. The switchgear room contains most of the breakers that are required to keep vital pumps and machinery running . They tell you the plant is shut down but they don't tell you the reactor is loaded with new fuel and the head of the reactor is off! This is the worst place it could be in the case of multiple system failures that lead to the pools warming up because if it began to boil..there would be no way to contain it.
Circulating water is required at all times to keep the new fuel and more importantly the spent fuel cool. The plant has around 600,000 - 800,000 pounds of spent fuel that has to be constantly cooled to prevent it from starting to boil. This is the worst part, this is what I worry about the most, cooling of the spent fuel pool. Do you have any idea of the mass of something that weighs 800,000 pounds is..and it's radioactive!
So fires in the switch gear rooms are a lot more important than they led everyone to believe and now the plant is surrounded by water! All I have to say is I hope the rubber, yes rubber about as thick as 4 trash bags, doesn't fail...because this could really get very bad very quickly.

It's all about money these days, people that run these plants are more worried about thier bonuses than repairing and maintaining them. I've worked at 25 different nuclear plants in the US and it really is a widespread problem. Deregulation and bonuses will be what kills nuclear power....

Flooding Nuclear Power Station Property

Fort Calhoun, NE - OPPD declares notification of unusual event at the Fort Calhoun Nuclear Power Station.

In a news release, OPPD says quote, "notification of unusual event indicates events are in process or have occurred which indicate potential impacts to the plant."

It's important to note the reactor remains shut down for re-fueling and is not a threat to neighbors.

We're also told in the news release, "no release of radioactive material" has happened or is expected.

Currently OPPD is using sandbags, temporary dams and water pumps to hold the Missouri River back. As we saw first hand today, the flood already on plant property, is just getting higher.

Fukushima escalates to worse-case possibility

TONY JONES, PRESENTER: For the first time Japan has suggested the situation at the Fukushima nuclear plant has gone beyond a meltdown.

Japan says that nuclear fuel in three reactors has possibly melted through the pressure vessels and accumulated in the outer containment vessels.

Japanese media report this melt-through is far worse than a core meltdown and the worst possibility in a nuclear accident.

In a report to be submitted to the United Nations nuclear watchdog, Japan has also admitted it wasn't prepared for the scale of the Fukushima disaster.

How do we train our operators for this?
