UNITED NATIONS – The chief prosecutor for the International Criminal Court said Wednesday he is investigating whether Libyan leader Muammar Gaddafi provided Viagra-type drugs to Libyan soldiers to promote the rape of women during the current conflict.

Luis Moreno Ocampo said his office is collecting evidence on rapes and has become "more convinced" that Gadhafi decided to punish women by using rape as a weapon, which would be a new method in the Libya civil war of instilling fear and trying to control the population.

He told a news conference after briefing the U.N. Security Council on Darfur that some witnesses confirmed the Libyan government was buying containers of Viagra-type drugs to carry out the policy, and "to enhance the possibility to rape."

"We are trying to see who was involved," Moreno Ocampo said.

He said it was difficult to know how widespread the use of rape is in Libya.

"We're getting important information," Moreno Ocampo said. "In some areas we had a number of a hundred people raped. The issue for us was, can we attribute these rapes to Gadhafi himself, or is it something that happened in the barracks."

The U.N. Security Council voted unanimously on Feb. 26 to refer the Libyan crisis to the International Criminal Court, the world's permanent war crimes tribunal.

On May 16, Moreno Ocampo asked judges to issue arrest warrants for Gadhafi, his son Seif al-Islam Gadhafi and intelligence chief Abdullah al-Sanoussi, accusing them of committing crimes against humanity by targeting civilians in a crackdown against rebels who are trying to end his more than 40 year rule.

Judges are now evaluating the evidence and must decide whether to confirm the charges and issue international arrest warrants. If the arrest warrants are issued, Moreno Ocampo said he may add the charge of rape to the case.

Moreno Ocampo said the two cases against the three top Libyans involve the shooting of civilians in demonstrations in different cities at the beginning of the conflict and the arrest, torture and forced disappearance of people, particularly in areas under Gadhafi's control.

But he told reporters that witnesses interviewed by investigators asked why the court was focusing on arrests, tortures and disappearances over the last three months because "it happened for 20 years — so we'd like you also to review all of them."

Nice people on all sides. Who is honest ? None of them.
Seems they are building a case to justify violations of international law.
He is doomed it is a matter of time, even if they have to kill everyone in Tripoli to get him and obliterate the country, they will. Look at Iraq.
Lybia will belong to the global oil companies, lock, stock, and barrel soon, they have no allies to feed them weapons of any kind.
They have no drugs to trade like the Afghans, they only had their oil.
Nobody can tell me the oil execuitives take those guys, yelling at the cameras while posing with their toyota pick ups, as people they intend to take seriously once the dust settles.

I hope the US did not have the UN set aside any of our money for this investigation. Did the world need an investigation to verify once more that this man is horrible and needs to go. Wasn't the payment for the Pam Am bombing, along with the welcome gadhafi gave the bomber upon his return, nails in his coffin. Another example of world waste of time, money,and psuedo-intellect. "Wish I were the King of the world, tell you what I'd do". What a grand time!!

Bassiouni, professor of law emeritus at DePaul University College of Law in Chicago, part of a 47-man UN investigation team.

Bassiouni said that both sides had accused the other of deploying fighters armed with drugs to combat impotency to carry out rapes, creating a "massive hysteria".

His team uncovered only four alleged cases of rape -- Eman Al-Obaidi who claimed she was gang-raped by pro-government militiamen and three women in Misrata who said they had been sexually abused.

"Can we draw a conclusion that there is a systematic policy of rape? In my opinion we can't," Bassiouni said. "For the time being, the numbers are very limited. They've had a tremendous socio-psychological impact on society."

Arrests are beside the point in this situation. America wants other countries to respect the rights of its citizens, the rule of law, and have democracy. Yet while it claims to do all that at home (completely untrue) it violates the rights of others abroad. It violates the laws of war and other international laws. It is well known that Hillary Clinton bought her place at the State Department. Just like Condi, she is a big joke. Those two shrews have done untold harm to America's imagine abroad.

I think Obama just wants to protect his interests (The White House). After all, he needs to do something to substantiate his promise of below $4 per gallon gasoline. If he can't keep his promise, and this one is very dear to the people of America driving their SUVs, then he very well may be kicked out of that house. He is just looking out for #1.

And he lived in NoVa for 20 years? So? Good place to live if you are somebody Qaddafi desperately wants to ki ll. Even better if you are an ex Libyan army officer who knows everybody in the regime and how they think.

Bet CIA paid him whatever we pay one star generals here, which is OK money but won't make you rich in that part of town. I'm glad CIA had somebody who knew his way around Qaddafi's twisted mind. That is what I expect of CIA. Good for them.

But thanks for bringing us what was news three months ago. I bet everybody is just shocked! Shocked I say! to learn that CIA knows where to find generals who are no longer pals with their old bosses, like Qaddafi.
