DAR ES SALAAM, Tanzania — U.S. Secretary of State Hillary Rodham Clinton on Saturday warned of a creeping "new colonialism" in Africa from foreign investors and governments interested only in extracting natural resources to enrich themselves.

African leaders must ensure that foreign projects are sustainable and benefit all their citizens, not only elites, she said.

Clinton did not identify any perceived culprits, but a day earlier she had urged scrutiny of China's large investments and business interests in Africa so that the African people are not taken advantage of. She said U.S. diplomats in Africa had been asked to provide Washington with assessments of Chinese projects in the countries to which they are assigned.

"We saw that during colonial times, it is easy to come in, take out natural resources, pay off leaders and leave," Clinton said Saturday in the Zambian capital of Lusaka before flying to Tanzania. "And when you leave, you don't leave much behind for the people who are there. We don't want to see a new colonialism in Africa."

Although she didn't mention China by name, officials traveling with Clinton said she wanted to stress that African countries should hold Chinese investors to the same standards that they apply to Americans and Europeans.

Clinton said the United States didn't want any foreign governments or investors to fail in Africa, but wanted to make sure that they give back to local communities.

"We want them to do well, but also we want them to do good," she said.

"We don't want them to undermine good governance, we don't want them to basically deal with just the top elites, and frankly too often pay for their concessions or their opportunities to invest."

Clinton said that American development aid and public works projects come with good governance conditions and that the Obama administration is interested in Africa and its people. Their success, she said, is in everyone's long-term interest.

Her comments, in a pan-African television interview in Lusaka, came immediately after she presided over the handover of a U.S. built pediatric hospital in Lusaka to the Zambian government. The hospital will specialize in preventing the transmission of HIV from mothers to children and Clinton announced a boost of $15 million in U.S. funding to Zambia to help fight HIV/AIDS.

Earlier, at the inaugural meeting of the U.S.-Zambia Chamber of Commerce, Clinton laid out the U.S. strategy for helping Africa.

"We want a relationship of partnership not patronage, of sustainability, not quick fixes," she said. "We want to establish a strong foundation to attract new investment, open new businesses ... create more paychecks, and do so within the context of a positive ethic of corporate responsibility."

"We think it's essential that we have an idea going in that doing well is not in any way a contradiction of doing good," she said.

Clinton was the first secretary of state to visit Zambia since Henry Kissinger came in 1976 to lay out the Ford administration's policy for southern Africa as revolts against white minority rule in South Africa and what was then Rhodesia were intensifying.

After leaving Zambia, Clinton flew to Tanzania, the second stop on a three-nation tour of Africa focused on trade, development, health and women's empowerment. Clinton arrived in Zambia from the United Arab Emirates, where she attended an international conference on Libya. After Tanzania, she will head to Ethiopia before returning to Washington next week.

Didn't the white man do enough to Africa. China helped African break from the yoke of Western colonialism, since they too are victim of the white man atrocities on humanity. Where are the condemnation of white's human right abuses in the world.

Hillary Clinton warning about Africa embracing china colonization not only means that she is pretending as if western economic policies from IMF to World Bank are not currently colonizing Africa economically but also she seem to think that people and in particular africans, don't know their history.

May i say their current history against imperialism and we even witnessed its ugly head when Sarkozy flied over apache helicopters to Ivory Coast, to overthrow the then current president, Bgabo, and replace him with an IMF Banker Alassane Ouattara who will then plays the role of “Front Man” for the International Monetary Fund, which is of course controlled by the hidden hand of the Central Bankers , who were determined to place their man in charge of the Ivory Coast’s 40% of the world’s cocoa production, with the aim of either “Privatising” it into their hands or by the use of an IMF loan, stealing it. Go figure!

oh thats rich coming from America. How many chinese bombs are dropping in Africa right now? how many Chinese troops are based in Africa right now? How many chinese bases are based in Africa at the moment? America continues to prance around the world like an obese, alchoholic smoker advising other mere mortals not to eat too much, or drink or smoke. How dare Hillary clinton speak with such hypocricy! China attained its economic super power by NOT invading and plundering countries and through a corrupt biased intervening foreign plicy agendas, unlike the USA and the EU.

The "warnings" about china's influence in Africa mainly always come from the US and the EU. How rich, the two main powers who have plundered Africa for the last 500 years are now showing 'concern'! The only people who will EVER care about Africa, are the Africans, they need to be aware of that for sure. China is mainly out to help China, but at the same time, Africa has alot to learn from china, moreso from the chinese than from the europeans or Americans.

China became an economic superpower that is uniquely chinese, not a clone of europe or america, and they didnt have to bomb, twotime, orchestrate wars and coups, prop up dictators, and colonise half the world to get there, which cant be said of Africa's "concerned" american visitor

un believable, what!! and who Mrs Clinton is talking to ? Surely no one in the third World, From Africa to Asia ,Latin America, Caribbean , and all the dispossessed natives of the colonized world.
These people already went from Physical colonialism by means of brute force to financial colonialism by means of the World Bank, IMF, trade restrictions, and the setting up and the control of puppet dictators

Well, at least she brought the problem out in the open. Funny how she didn't mention her and her husband's old patrons, the Chinese, by name. It's true America did some exploitation of African resources, but it really hasn't happened that way for years, with a few exceptions. We have also sent billions in aid to African nations, most of which was siphoned off by the rulers of the various nations. What we did in Africa is dwarfed by what China is doing. The numbers of Chinese on the continent and the scale of the projects far exceeds anything done by the US or colonial powers. China is developing the infrastructure to exploit resources in areas previously untouched. Many US diplomats assigned to places like the Congo speak Mandarin - not African dialects. Should democratic African movements occur and resist the exploitation, the Chinese will not give up their investments lightly. China has tied her future economic strength to the African continent, and is building a modern military despite not fighting a war in 30 years. The two events are related, in my opinion.

for your inormation, for every $1 given in "aid" $10 or more is taken back by other means. This is what the chinese are not doing. They are not bringing a rose in one hand while holding a gun in the other unlike America and the EU have done in Africa for centuries. wether you accept it or not, euroean foriegn policy on africa is intertwined with the american foriegn policy. china doesnt have an Africom that nobody on te african continent wants. Many of The elitist rulers in africa were set up by western influence, because as far as the west is concerned when it comes to africa, there is 'Order out of chaos'.

Therefore America and Europe have genuinely done very little to support african countries with anything that will really benefit them in the long term. a box of rice donated "by the people of the USA" is little assistance when the starving people's lands were ravaged by war using "made in USA" weapons! so americans need to find out what their government has really been doing in Africa for the last 50 years and stop patronising us or exposing their complete ignorance about US/AFro affairs, because they saw the black eyed peas perform at Live 8.

There is truth in what you say about the historical actions of the west in Africa. However the rulers put in place by the west are long gone and they've produced their own breed of dictators. There are far more Chinese produced AK-47s on the continent then there are M-16s. My prediction is that Chinese or surrogate will be killing Africans within 10 years. I excuse non of the many sins of the west in Africa. I guess we'll see what happens.

Gosh, if this doesn't warrant a good laugh, I don't know what does. I guess Mubarak's elite getting rich while almost 80 million Egyptians lived on boiled fava beans, did not constitute a great concern for Mrs.Clinton while her hubby was was getting desk jobs.

They look sick/ill because they are front and center in the middle of something that they cannot get out of especially if they want to live. Obama would have been DOA, (trying to get past the censors) if he had done what the voters put him in office to do.

No matter what anyone says every politician is now bought and paid for. Go against the grain you either d.i.e or you get tangled in a scandal. Meaning they make it their business to find your weakness and when time comes if they need it they will use it. They found Anthony Weiner's weakness.

He's been doing what he did for six years by his own admittance - but he had never caused them any great problems until he announced that he was going up against 'wall street.'

Hillary's lack of self awareness and tentative grasp of geopolitics and the world economy is eclipsed only by that of Newt Gingrich. By the use of its powerful military alone, the United States is the most obvious neo-colonial power on this planet. In Iraq and Libya, for example, it is all about the oil. I am afraid that, if Ms. Clinton fails to recognize how the U.S. has behaved just since WWII, then she has, IMHO, disqualified herself as a potential 2016 candidate for POTUS and perhaps even to be Secretary of State....

RED, If that was true,"it is all about the oil" Why are we (America) not taking any of it. I am not thoroughly agreeing with our Irag policy, but I can safely say it was not about the oil. If that was the case we would be .50 a gallon of gas. It is about, I assume, stability in the region. True they have probably 65% of the worlds oil there, having idiots run rampid in the region would be devastating.
