Small Businesses Plan To Cut Payroll As Confidence Wanes: Survey

Confidence might be essential for an economic recovery, but for the 77 percent of small businesses reporting that they were negatively effected by the recession, optimism is in short supply.

In its monthly report, entitled "Small Business Economic Trends," the National Federation of Independent Businesses (NFIB) found that small business optimism declined for the third straight month during the month of May.

The reason for that continued pessimism seems related to reports of low sales. Indeed, when asked what single problem most concerned the surveyed small business owners, "poor sales" was the most frequent reply.

That isn't new. Poor sales have been the number one concern of small businesses since late 2008, actually beating out taxes and insurance costs. Though consumer spending has been on the up since mid-2009, it's been decelerating of late, according to analysis by the Bureau of Economic Analysis .

The below graph illustrates volatile personal consumption and consumer spending's recent decline:

Though the percentage reporting poor sales has now declined from its mid-2009 high of 34 percent, that one in four small business owners is still reporting problems with sales raises troubling concerns. For one, the lack of demand could be holding back a broader jobs recovery, and it may have been for some time.

"What’s limiting employment now is lack of demand for the things workers produce," Nobel Prize-winner Paul Krugman wrote in a blog post over a year ago. "Their incentives to seek work are, for now, irrelevant." Simultaneous with the slowdown in consumer spending, unemployment has increased to 9.1 percent in May from 8.7 percent in April, according to the Bureau of Labor Statistics.

According to the the same NFIB survey, a slim majority of the small businesses sampled planned on decreasing their payrolls in the next three months. This is the first time the survey has found a planned net decrease of employment since September of last year.

That's not to say they aren't investing in anything. Some companies have opting to buy equipment rather than hire new employees, The New York Times reported earlier this month, noting that businesses have increased spending on equipment by 26 percent during the recovery, compares to 2 percent on employees.

Then there is the effect of mass economic uncertainty. Companies, fearing the future, have tended to hoard, not spend their resources during the recession and in its aftermath, the Wall Street Journal reported in May. In a March survey, cited by the WSJ, 67 percent said they planned to cut off at least some spending related to business development.

Until more money flows into the hands of consumers, the economy will remain in a slow death spiral. If republicans get their way, a rapid death spiral.

Without a demand-side, there can be no supply-side.

Is that so hard to understand?

I hire for small to mid sized owner operated businesses and MBAs are taking low salaries but with a bonus piece and even the opportunity to buy shares in the business.
There is no longer a war for talent - high level jobs can be there again but there is too much uncertainty from the politicians who have never had to meet a payroll. We are seeing our bank manager today so wish me well!

Seems to reinforce the idea that the Obamians' threats of tax increases and regulations are playing a part in suppressing economic recovery.

Part of that is the threat of Obamacare mandates and expenses.  Now even the AMA, which has been for many years taken hostage by left-wingers, is now reconsidering its endorsement of the Obamacare mandates.  Now that it's becoming increasingly obvious that the mandate is UNCONSTITUTIONAL!  Too late, AMA!  You aren't getting my dues money.  Years ago, soon after residency and upon entering private practice, I was thrilled and honored to be able to join the AMA.  But it was not many years after that that they drifted ever more leftward and became far too "progressive" for a reality-based physician.  I resigned way back in the later 1970s.

obamacare imo stopped any recovery in its tracks from day 1, it was the threat of it first, and then the reality of it.

So in 2009, 1 in 3 businesses were complaining about poor sales. In 2011, it's 1 in 4.

Is this indicative of a better business climate, or did so many of those 1 in 3 businesses go out of business, thus skewing the numbers?

I am working with a fimr that deals with emissions and helps small and mid sized manufacturers make sure their equipment will pass the EPA standards. Did you know these standards were way beyond Germany - the strictest green country. That is just dumb strategy to leap up the scale of compliance required so quickly. Thinking that this technology can then transfer to China or India does actually not apply because their standards are so low. Look to Germany, see what works and then bring in legislation. Also, these small companies have to now file compliance papers every 6 months. This is insane for these manufacturing types who are already running so lean. $100M revenues seems like a lot of money but it is not. And is the global warming rushing along? Hey, we all want to be green but be realistic too.

They may want to try incorporating or filing in a foreign country so that the banks and gov't think they are a foreign company.
Then they may get some loans or something to help them through the rough times.

What liberals and progressiv­es are failing to understand is that there are dwindling employment opportunit­ies because of our Marxist president'­s policies. We have a multitude of Rube Goldberg regulation­s that hurt employers and discourage entreprene­urship, a tax code no one can understand and a country reeling from the inflation and high gasoline prices his record spending is bringing. We now have become the end result of liberalism­- a debt ridden welfare state on the brink of insolvency­.

As a result of the false promises of liberalism and the entitlemen­t mentality pervasive upon its supporters­, we now have legions of drones that believe their every problem will be solved, their every need provided for, if we just tax someone else a little bit more. If the individual surrenders more of his income, more of his freedom and more of his personal property rights, we will have the utopia socialists have promised us. A false promise indeed. Liberals see conservati­sm and the inherent liberty and freedom that comes with limited government and all the blessings of the civil society, as impeding on utopia. Therefore, the individual pursuing his own legitimate interests, living an independen­­t and self-suffi­­cient life unhindered by government is an intolerabl­­e condition.

There is no coincidenc­e that as more power is being given to the federal government to regulate and micromanag­e the economy, more and more Americans are living in poverty and suffering from a declining standard of living. The two go hand in hand in authoritar­ian government­.

demand creates jobs... when the rich control most of the wealth of the nation, the middle class and poor have little to spend to create demand... the middle class was created during a time of a 90% top marginal tax rate... the rich still made way more than anyone else, and everyone else got more money to spend, creating demand, which created jobs, which created more demand... when the rich started taking more of the wealth, normal people had less to spend, demand plummets, jobs are cut, which lowers demand, which causes job losses...

every dollar the govt takes is a dollar that consumers dont have. wealth is not finite therefore the rich cant control it all, every year plants grow from the ground that create wealth, oil flows that creates wealth, gold is mined that creates wealth....the money supply grows, imagine if we had the money supply of 1900? a house that someone paid 100k for sells it for 500k and they have 400k more in money....another guy owes the 500k, but where does a billionaire affect these transactions? the govt takes in 2t in taxes from its citizens approximately....isnt that enough?

This is BS - look at TaxMasters, TaxResolution, TaxHelpers - a HYPER growth industry! Hiring many for a good reason! We need that money from small business to feed our programs.

Is the author of this article receiving funds from Halaburton or the Koch Brothers? THERE IS NO MENTION OF THE 20,000 IRS agents that we hired in the last year!

You know, I know that really only government knows best for you and me.

This is real progress, capitalism is falling! Let us have a moment of gratitude to all of the people that made this happen: Nancy, Barak, John F. Kerry and Harry are great saviors of our nation.

While the enemy continues to bring us back to the "way of winners", "capitalistic greed" - we've only had one loss, Anthony Wiener.

Small business isn't 500 or less employees , by the time you have 500 people in your company you are a mid level business with more access to loans and price breaks . Small business is really small ( 25 people is a lot when your new ) and it's everything America says it is , it's hope , possibility , opportunity and when we use it as a cheap ploy to get votes it's going to continue to cripple the economy . Hope helps but actual help is much more important .

Really....cause the small firm I work at just expanded by 80%. There are three NEW firms (different fields of law) on the floor of the building that I work in. There are 15 NEW companies total in the building that I work in.....

We need more lawyers, more regulations, more state laws, more stickers on cars, more excise taxes, more gains taxes....
