Coming in at $2,952 dollars a year in tuition and fees, New Mexico Highlands University wins top spot in US News and World Report's list of the cheapest public colleges for in-state students.
To put that in perspective, the average in-state tuition at public colleges is $7,042 for the 2010-11 school year.
