SIERRA VISTA, Ariz. — It always comes back to illegal immigration in Arizona -– even when the state is on fire.

Sen. John McCain on Monday defended a statement he made over the weekend that there was "substantial evidence" border crossers were partly responsible for wildfires in the state. Two other Arizona Republicans stood with him. But activists swiftly jumped on McCain's statement as "scapegoating."

Rep. Raul Grijalva (D-Ariz.) issued a stern response to the suggestion made by his home state senator.

"Senator McCain’s comments continue to provoke an extreme anti-immigrant and anti-Latino atmosphere in Arizona," said the Arizona congressman, according to Politico. “This level of intolerance has reached a new low.”

CBS News reports:

Angelo Falcon, president of the National Institute for Latino Policy, said McCain's statements were "irresponsible" and that "he's getting as much traction as he can politically" by taking a hard-line approach on immigration.

"Right away he jumped in and started talking about persons coming across the border," Falcon told Hotsheet on Monday, arguing that it was "irresponsible to jump to those conclusions and make those statements before there was any evidence."

Authorities say the three major blazes in Arizona were started by humans, but they don't know any more details.

The debate raged as authorities went through neighborhoods Monday to examine damage from a wildfire that burned into a heavily-populated area near the U.S.-Mexico border.

About 10,000 people remained evacuated on the outskirts of Sierra Vista about 15 miles north of the border where the so-called Monument fire swept off a mountain and destroyed 14 homes and four businesses Sunday.

The blaze was about 27 percent contained as of Monday. The fire has now destroyed 58 homes and burned more than 40 square miles since it started about a week ago.

Along the border with New Mexico, the biggest blaze in state history has charred an area five times that size, but hasn't done as much damage.

Despite burning more than 800 square miles since late May, the Wallow fire has destroyed just 32 homes and four rental cabins. Containment rose to 51 percent Monday.

As for the third major fire in Arizona, the blaze in the far southeastern part of was 80 percent contained after charring more than 330 square miles since it started May 8. The Horseshoe Two fire has destroyed 23 structures.

Officials say all three blazes are the result of human activity. Whether illegal immigrants were involved – as has sometimes been the case – is unknown.

The issue heated up over the weekend when McCain told media: "There is substantial evidence that some of these fires have been caused by people who have crossed our border illegally. The answer to that part of the problem is to get a secure border."

The statement brought a quick reaction from activists.

"It's his constant refrain for everything that ails mankind," said Roberto Reveles, the founding president and a current member of Somos America, an Arizona-based immigration rights group.

"It just seems like we have an epidemic of `blame it all on the illegal aliens, blame it all on the Mexicans.' It's amazing that the public doesn't rebel against this type of scapegoating."

McCain and fellow Arizona Republicans Sen. Jon Kyl and Rep. Paul Gosar released a joint statement Monday defending McCain, saying that they had been told that some fires in the southern part of the state are started by illegal immigrants.

They did not specify to which fires they were referring but framed the debate as a distraction.

"While Arizonans continue to face the enormous challenges related to these wildfires, it's unfortunate that some are inserting their political agenda into this tragedy," their statement said.

Grijalva disagreed with that depiction.

"They served this, they pandered it, and now (they) say that anybody who criticizes that inappropriate, unsubstantiated claim somehow has a political agenda. This is a tragedy of huge proportions for Arizona. Those of us who criticize it are only reacting to what they started."

On the fire lines in Sierra Vista, neighborhoods that had been shrouded in a massive plume of black smoke a day earlier were free of it Monday, and the towering mountain that fed the flames was smoldering.

Those forced from their homes waited to be escorted back in.

James Hernandez, a retired graphic artist who lives in Hereford, rushed back from vacation in California on Saturday when he heard that the fire had worsened and had jumped the four-lane Highway 92.

"The flames went over that," Hernandez said, noting that wildfires are a part of summer life in southern Arizona and normally aren't cause for concern. "They have never done that before."

At least one business was destroyed. And officials expected to get a confirmed count of the losses by later Monday, said Carol Capas, a spokeswoman for the Cochise County Sheriff's Office.

As for the Monument blaze, authorities kept about 200 residents of Luna, N.M., under an evacuation order for a third day on Monday. And one of the last areas still evacuated near that fire in Arizona reopened Monday as residents of the resort town of Greer began to return home.

And authorities reported a new wildfire in north-central Arizona that officials said could threaten power lines running to Phoenix as well as some scattered ranches in coming days.

Eric Neitzel, spokesman for the Show Low fire department, said late Sunday night that the blaze, about 40 miles northeast of Payson, Ariz., had burned about 400 acres, which is less than 1 square mile.

There are several wildfires burning in spots across the southwestern U.S. In other blazes:

_ Texas: Firefighters working to contain a massive wildfire in East Texas expected unusually hot and windy weather Monday, a day after several blazes broke out across the state and destroyed more than three dozen homes. About 1,800 homes and businesses were evacuated.

_ California: Firefighters in the central part of the state are battling a blaze that has burned nearly 8 square miles of grassland on a westward run from a Kern County oil field to a remote area of eastern San Luis Obispo County. One structure has been destroyed. The blaze was 20 percent contained early Monday and had burned 5,068 acres since it started Sunday evening.

_ New Mexico: A fire burning nine miles north of Santa Fe, N.M., had burned about 3,000 acres by Monday and was being driven northeast into the Pecos Wilderness, the U.S. Forest Service said. The fire broke out Saturday and was not threatening any structures.

_ New Mexico: A fire burning on both sides of the New Mexico-Colorado border outside of Raton, N.M., was 90 percent contained and evacuations had all been lifted.

_ New Mexico: Authorities in the southern part of the state were looking for "persons of interest" as they searched for the cause of a fire that burned several homes in the wooded community of Ruidoso, N.M.

We wouldn't have as much damage if the Liberals and Progressives had allowed Bush to do in the rest of the country as Tom Daschel did in his state.

Ignorant people everywhere were screaming... "he's only wanting this so that big lumber companies can profit" DID YOU FORGET THAT TOO?

A lot of this damage could have been avoided.

It's obvious that you have never been to Arizona. Scrub pine and mesquite brush are not saleable timber.

Nature wasn't created by God for man to rape and destroy. The obvious proof is the law of cause and effect: we destroy our environment and it destroys us. It happens over and over, so exactly how is destroying all the forests in the country going to benefit us?

It's always possible to "avoid" damage if you create it yourself first.

Mr. McCain, why don't you let the Fire Investigator's determine the cause of this fire?

If it was a human caused fire, are you sure it was illegal aliens and not some one who was hiking in the area, made a camp at night and then left the area thinking they had put it out?

Lets not make a hasty determination, without a full review of the evidence. Other wise you start to sound like the GOP Crab Governor of Texas (A Profit) who sends Innocent and Handicapped people to "Meet the Lord", based on False Evidence and Junk Science.

Mccain just needs to be quiet on this. he has no proof other than someone saying it could be. Well it could be a white man, a black man, a russian. could be anyone. with no solid proof, he is only hanging on a word. but since he thinks illegas are setting the fires. What he is going to get going tho are illegals intentionally starting these fires. I would find it fitting if they set one near his house...

Well sir I believe the comments of McCain were based on the reports from the park rangers who investigated. Also the park had been closed to the public for almost a week and was empty. The area was a known area for illegals (oh my god I said the word), to cross over. No definitive proof but??!!

Blame it on the gays, blame it on the Muslims, blame it on Obama, blame it on Mexicans... In the Middle Ages, every time there was an outbreak of the Plague, everyone blamed the Jews. (No one could figure out that rats and over-crowded housing were the culprits.) In the 19th century, people blamed cholera epidemics on Catholics and Irishmen - never mind that cholera was really caused by contaminated drinking water.)

So McCain's behavior is not new.

That's the way Republicans operate.

Wildfires are one of the by-products of global warming. The wildfires throughout much of the Southwest, like the wildfires in California, like the wildfires in Russia last year, like the wildfires in Greece in 2007, spread so rapidly because of dry weather conditions. The warmer the planet gets, the more dry weather certain areas will get and the greater likelihood for wildfires.

McCain's latest tirade is one more reason that I'm glad I voted for Obama. It's also one more reason that the GOP is unfit to govern
