WASHINGTON — More than five months after Rep. Gabrielle Giffords was shot in the head, the White House has yet to take any new steps on gun violence, even though that's what President Barack Obama called for in the wake of the shooting.

The silence from the administration is drawing criticism from gun control activists and even some of Obama's Democratic allies. Sen. Frank Lautenberg, D-N.J., told the president in a letter last week that the administration "has not shown the leadership to combat gun violence."

It's in keeping with Obama's general stance on gun issues since taking office: Outspoken earlier in his political career in favor of tougher gun measures, he's treaded carefully since becoming president, almost never raising the topic except when asked and offering, at most, tepid support for legislation he once embraced, such as re-enacting a ban on assault weapons.

White House spokesman Eric Schultz said in a statement that the Justice Department is "consulting with the key stakeholders to identify common-sense measures that would improve American safety and security while fully respecting Second Amendment rights."

Schultz declined to comment beyond that, but whatever the administration produces is likely to fall well short of the steps activists would like to see, such as legislation banning the kind of high-capacity ammunition clips used in the Giffords shooting. Any significant change of that kind would require legislation, but with Congress hostile toward any gun-control bills, the administration sees that avenue as closed.

A government official involved in the talks said that suggestions under consideration include ways to improve the background check system dealers use to avoid selling guns to criminals, which activists say is ineffective and riddled with loopholes. The official spoke on condition of anonymity to discuss the private deliberations.

Some improvements could be made administratively, such as by providing states clearer guidelines on how to get criminal information to the federal government for the background check database. Although such steps are not nearly as bold as activist groups, including the Brady Campaign to Prevent Gun Violence, would like to see, they still hope to see something – and soon.

"We're coming on the six-month mark since the shooting and still nothing from the administration," said Paul Helmke, president of the Brady Campaign. "It's time for some action."

The Justice Department deliberations began in March, after the president broke his usual silence on guns in an opinion piece in Giffords' hometown newspaper, the Arizona Daily Star. In it, he called for "a new discussion on how we can keep America safe for all our people."

Even then Obama steered clear of ambitious declarations, timelines or goals, but he did call for "sound and effective steps" to keep guns out of the hands of criminals, including strengthening background checks. Obama said that "if we're serious about keeping guns away from someone who's made up his mind to kill, then we can't allow a situation where a responsible seller denies him a weapon at one store, but he effortlessly buys the same gun someplace else."

Helmke and others interpreted that as support for closing what's called the "gun-show loophole," which allows private sellers to sell firearms at gun shows and elsewhere without conducting background checks. Activist groups say that some 40 percent of gun sales are conducted without background checks.

But doing that would require legislation, and the National Rifle Association and other pro-gun groups are adamantly opposed. The NRA has not been involved in the Justice Department talks, but the National Shooting Sports Foundation has, and a spokesman said that when they met at the Justice Department, gun-control measures didn't even come up.

"The topics discussed at the meeting were limited strictly to improving and enhancing the current background check system," said spokesman Ted Novin, explaining that closing the gun-show loophole would amount to expanding the system, not improving it, and his group doesn't support an expansion. "No gun-control measures of any kind were discussed during the meeting, nor would this organization support any such proposals that would curtail the lawful commerce of firearms or the Second Amendment rights of law-abiding citizens," Novin said.

With that kind of opposition from gun-rights groups, an election year approaching and attention focused on the economy, prospects for congressional action are dim. And the Obama administration, in turn, appears unlikely even to try to do anything more than make modest changes that don't fundamentally alter the nation's gun policies.

Brief true story. Working PTime as a store gun dept salesman. In college. Man comes in and looks agitated wants to buy 12 guage shells. Asks if he can buy been away for a few years, has ID. Suspicious,Excused myself call local PD they are too busy to talk. Made the sale and put it in the weapon sales registry (as a note with ID info) not required. Had him sign it. Closed up to go to campus for dinner. (This is before cell phones) Five min later local FBI resident agent comes in, not finding me he looked in the gun book. Based on my note he proceeded to the residence of the man's former wife. Broke down the door and found the suspect in the LR behind a chair - ready to murder the Ex as she came home. Got a vist from ATF they noted I had ##$#$ up my gun book but well done. One murder prevented - made a nice entry in my security clearance file too. This is what works, INITIATIVE.

This is a good time to point out that the need of additional legislation is in fact NOT needed. Additional expense in time and issuance of yet more "text" is not required. If the current system were diligently applied the Gifford's shooting need not have occurred. That Loughner was not well was widely known, by his doctors, his family, his school. No one did what they are taught to do. No one made a report to the State Police which could have initiated a block in the pre-purchase data base, or the ATF either one. No assault weapon was used - he had a pair of semi automatic pistols. Assault weapons - real ones - require a separate $300.00 tax stamp and an ATF visit to discuss storage. He looked so odd I am surprised he was able to buy ammo in person. There was no gun show loophole at work these were over the counter - full on legal gun buys. Those who knew he was crazy as a loon did not do their duty. No law will fix that.

It's not like gun control would actually work.

If you wanted to reduce the chances of gun violence, especially the type exemplified by Jared Loghner, then you need to reform the way American culture views issues like conflict resolution, health care, and treatment of the mentally ill.

Today, we glorify the idea that a conflict can be resolved through physical altercations whether by gun violence or fist-fights. Today, it's still acceptable to say that health care is not a right in our society, but a privilege granted to us by market forces. Today, we criminalize many aspects of being mentally ill.

Jared Loughner is clearly mentally ill. We'd have to condition our society to be on the look out for anti-social behavior & we'd have to invest in more of a nationalized health care infrastructure if we really want to prevent such a tragedy from happening again.

There were countless deaths as result, not mentioning the innocent mexican citizens slaughtered with them. The media would have continued with their rant that this was a result of US citizens owning firearms, that is until the failed operation was exposed.

What the hell does a criminal using a gun to commit crime, have to do with the basic constitutional right of a citizen to defend himself with a firearm? Two different subjects.....Why would this spur talks to ban or limit firearm use by the citizenry.

He was arrested several time before in AZ, and after the shooting he had illegal (banned) 30 rd mags.

I'm confused...so now the President is being slammed over gun control? As if there hasn't been massive efforts already...as if the NRA no longer exists or Texans or Alaskans for that matter. Now it is all President Obama's fault that he isn't trying to do even more when the world knows most conservatives love their guns second only to their bibles and their favorite hunting dogs...but it is all President Obama's fault...I can't read anymore.

One person replied that gun control is out to get the law abiding citizen we all are abiding citizens' there's no different up to that point, until one snaps or a raging mad pyscho decides to commit crimes on innocent and productive citizen's of our society.
For some effectual reason guns needs to stay away from some who "thinks they are reasonable" but is questionable. Put a BIG tax on the holster and the bullets and make them carry liability insurance.
Lets us all do our best to keep the crazies, psychotics, and the psychopaths.... away from guns.

Do really think these measures will stop someone from the plan that they wish to carry out? Not at all.

How about we educate law-abiding citizens how to use a gun and practice practice practice so that when "crazies, psychotics, and psychopaths" come about we can protect ourselves and others. Instead of stripping Americans of more of their rights.

Your definition of law-abiding citizens being "everyone" is not correct. Using such a widespread blanket of a term makes you a little shallow and/or maybe a little inept to be talking about "our society".

America has 753 per 100,000 in jail. That is more people than spme countries and the highest percentage in the world. If we need to change anything it should be the prison system. Check out Norway's prison system, it is something we should model. Not stripping people's rights away.

I think it would be ridiculous to implement any new gun control measures without first finding out what in the world the BATF is up to. If the BATF is 'broken,' as evident with the recent disaster 'fast and furious' operation, then dumping more money in would be stupid.

I understand that we may need to implement new measures, but we are talking about the 2nd Amendment here. We must tread carefully just as we would when controlling free speech or free press. Secondly, just as we may need new measures, we should be open to removing those limits that effectively do nothing. You may not like the 2nd Amendment, but it is there and must be respected.

Jim Brady wasn't shot by a law abiding citizen with a gun carry license. Any idiot that thinks that taking guns away from law abiding citizens is going to cut down on this type of crime is nuts. Law abiding citizens do not commit murder. If you take the guns away from law abiding citizens that will just leave the bad guys with them . Can't you gun phobe idiots get this thru your heads? If I spent 24 years in the military, 5 years in lawenforcement, and many years as a competition shooter, I probably have the skill and common sense to know how to protect myself and my family legally. If a Republican Rally was in front of that grocery store, someone in the croud probably would have ended the shooting spree before the innocent little girl was shot and killed. There is bound to be some hokey business come to light over this deal someday anyway. This wouldn't seem a random shooting if the whackjob had communicated with the politician on numerous occasions in the past as some sources had reported. Why would a millionaire spend $5 million to get a job that pays $164,000.00 annually, civic duty? Power, greed, and kick backs, probably. IF OUR POLITICIANS DON'T DO THEIR JOBS AND SUPPORT THE WILL OF THE PEOPLE, THEY NEED TO BE KICKED OUT OF OFFICE WITH NO FRIGGIN RETIREMENT. 200 Secret Service Agents to protect "His arrogance"? The vast majority of weapons recovered by Mexican police aren't sent to ATF for tracing because they can immediately be identified as things that you can't get in the United States, such as assault rifles (and I don't mean semi-automatic rifles, I mean REAL assault rifles). They usually come from the area that once was the Warsaw Pact. The AK-47 (not counting semi-automatic versions such as the WASR or Saiga) is the most widely-produced firearm in the world, the most popular among cartels, and is nearly impossible to get in the United States without a HUGE wallet because imports were banned only a few years after they began. The majority of the 70% of firearms that ATF traced that originate in the United States were sold to the Mexican government to equip their police and military.

And if there was, no reasonable statute could prevent Loughner from getting the materials to make a bomb (gasoline is essential in modern society and I don't see how you can make fertilizer illegal).

Your statistics don't actually tell the story. As has been said many times, you can skew statistics do mean almost anything.

Truth is, some people feel that the NRA is becoming too liberal, and have been voicing their opinions. That is where your "don't like" "statistics" come from.
