Obama Announces No Manufacturing Effort

PITTSBURGH — President Barack Obama called on Friday for a "renaissance in American manufacturing" that would replace shuttered steel mills with plants producing robotics, nanotechnology and other high-tech advances.

The president said this resurgence is how the country will create new jobs and stay competitive in a global marketplace where other countries are making great strides.

Speaking at Carnegie Mellon University in Pittsburgh, a city that's taken hits from the decline of traditional manufacturing sectors like steel, Obama called for a joint effort by industry, universities and the federal government to help reposition the United States as a leader in cutting-edge manufacturing.

"We have not run out of stuff to make, we've just got to reinvigorate our manufacturing sector so that it leads the world the way it always has, from paper and steel and cars to new products we haven't even dreamed up yet," Obama said at Carnegie Mellon's National Robotics Engineering Center.

"That's how we're going to strengthen existing industries, that's how we're going spark new ones," he said. "That's how we're going to create jobs, grow the middle class and secure our economic leadership."

The president spoke after viewing projects at the center, including small robots that can enter sewer systems, and learning about technologies to create, among other things, next-generation diapers.

The $500 million initiative he announced represents yet another effort by Obama to promote job-creation in the midst of an economic slowdown that has reduced hiring and weakened his job approval standing with the public. The president has tried to elevate his profile on the economy with weekly job-related trips to states that are central to his re-election, such as Pennsylvania, a traditional campaign battleground.

On Friday, the White House announced the president's next visit will be on Tuesday to a factory in Bettendorf, Iowa.

Carnegie Mellon University is one of six universities in what the administration is calling the Advanced Manufacturing Partnership. The partnership also includes 11 manufacturing companies, including Ford Motor Co., Caterpillar Inc., Procter & Gamble Co., and Northrop Grumman Corp. Leading the effort will be Andrew Liveris, president and CEO of the Dow Chemical Co., and Susan Hockfield, president of the Massachusetts Institute of Technology.

"This partnership is about new cutting edge ideas to create new jobs, spark new breakthroughs, reinvigorate American manufacturing today, right now," Obama said.

"It's about making sure our workers and businesses have the skills and the tools they need to compete better, faster and smarter than anybody else," the president said. "That's what we're about. We're America and we don't just keep up with changing times, we set the pace for changing times."

The administration's plan includes $70 million for a robotics initiative. It also is steering $300 million toward national security industries and $100 million for research and training to more quickly develop advanced materials at lower costs. Some of the $500 million would come from existing allocations to government agencies, but other money would require approval by Congress, where Republicans are more focused on cutting spending than approving new government initiatives.

The initiative Obama announced Friday is the brainchild of the President's Council of Advisors on Science and Technology. In a report issued Friday, the council warned that U.S. leadership in manufacturing is at risk. It said the United States has been losing research and development associated with manufacturing to other countries. Most importantly, the council noted, the United States is losing the manufacturing competition for products that were invented in the U.S., including laptop computers, flat panel displays and lithium ion batteries.

The problem with this president he only sees above the middle class and from all the upper class investments it will trickle down. This country was not built UP that way. It happened from those like Tom and Ben who worked a day job but on nights and weekends they spent time moving forward their dreams.

An important topic for sure. All you have to do is look at the budget to see where the priorities lie. With extraordinary dollars moving to fund foreign wars, the Obama $30B Small Business Lending Program has yet to spend one dime in 9 months since its enactment. Even $1B has been spent in Libya in 3 months. There you have it.

Obama put this country in a position where capital for innovation was gobbled up by failed industries and wasted on people who had no business being rewarded.

Now, 3 years later, Rip Van Barackle wakes up, looks around and says "My God, what I have done?!"

And years and years of outsourcing jobs to China and India were no big deal?

My God, what have WE done for years gutting out and selling out America? Has never occurred to you to think about that for the past twenty years when Big Business assured us about the wonders of "the global marketplace." The jobs when to other countries and the profit went to Big Business.

THESE ARE SOME OF THE REASONS FOR THE LACK OF JOB CREATION ACTIVITY IN THE USA?

US labor costs many times as much as Asian Labor according to the DOL website:

The cost of Extended Unemployment Benefits is going to make business in the USA less competetive in the Market place as that cost is added to US company payroll costs.

The National Healthcare Reform cost is going to make the USA even less competetive in the Market place as that costs is added to US company payroll costs .

The increasing cost of compliance with existing and proposed new environmental laws is making the USA even less competetive in the Market place.

The cost of electrical energy that is generated in the USA in compliance with US EPA regulations is about ten times the cost for the same amounty (kilowatt hours) of electrical energy in most Asian countries, and this makes the USA even less competetive in the Market place that is competing for locating new manufacturing jobs that need econmical electricity into the USA, and/or keeping existing US jobs in the USA. The EPA is the main cause of the high electrical costs in the USA.

Existing environmental laws, and the anticipated costs of future environmental legislation that will be "piled onto" our remaining US located industries (that might elect to stay in the USA) are another factor causing the remainder of our US industries and US jobs to relocate to overseas locations. Foreign environmental manufacturing costs are generally known.

I live in Houston and we are afraid that the proposed "Cap and Trade" will be passed by the US congress, and then our remaining petrochemical industries will relocate to foreign countries and then they will fire most all of their thousands of Houston employees as they close down their refinery businesses.

Did you read the article at all, without innovation our country is doomed. You say that the cost of labor is high in American but when talking about a global market you fail to mention the difference in the value of currency and the cost of living compared to Asia. Any company dealing in USD will find cheaper labor abroad mainly because of the currency exchange rate and the lower cost of living. If you want the US dollar to fall and the standard of living to come down then you’re crazy. The businesses that are struggling in America need to change; innovation will only allow this to happen. We need new industry’s that create new technologies because the old technologies are no longer sustainable. In a true capitalistic market the week business die off and the businesses that are the most efficient survive, why would you want to offset this? The only way America will survive is if we set the bar with new technology and the only way you can do that is to invest in research and development aka innovation. If America could make a new set of products that are more efficient and sustainable than the current Chinese made products we would take back our global market share by creating new demand. America needs change and the only we can is with innovation, resisting change and sticking with our current methods will make us fail.

we are going to harvest unicorn milk and save the world...all energy is bad yet we use it on both sides of the aisle....the only difference is liberals seem to be challenged by reality. like solar panels covering the white house and how many that would actually take. or how much energy is required to run googles 100mw server farm.

Our labor costs are way lower than in any of of our major western competetitors as our are benefits, just as our taxes are way lower... Look to germany as one example. Pop 82 million and exports more than us, 100% unionized. 7 week avg paid vactaions versus our one week... Paid for collge and national helatchare, spend 3 times more in infrastructure...as doe sthe rest of the world...

Reducing labor wages, kills demand for what you are making and thus you dont need as many workersg... thats supply side, does not work, is a never ending spiral down.

A demand economy via increased wages(thru government regs and yes unons) is what made America and the race to the bottom is what made the south the poorest and fed welfare states.

We have excess capacity because of declining wages and the unemployed who cant buy goods and services.

If this new effort will help the US economy and help to create jobs we can all expect that the Republicans will want it to fail. They have said time and again that they want the United States to fail and they want the President to fail.
Republicans will oppose it no matter what excuse they have to find, including their disbelief in science.

I am a strong Republican and I can tell you ..... you are wrong. I support all efforts to keep, create, inovate manufacturing in the USA. MFG is key to our economy and frankly what has been missing since NAFTA.
Do whatever it takes to bring it back Mr. Pres and I will support you all the way.

I hear what you say but I do wonder about all of those "responsible Republicans" who within 2 months of Obama assuming the job said they wnated him to fail: DeMint, O'Connell, Limbaugh, Hannity. Some went as far as saying they wanted the country to fail because they voted for Obama. No rebukes were forthcoming. I was shocked, still am. But beyond what people said is what they did. It is beyond obvious that the country's infrastructure is falling apart and besides repairing old bridges we needed to be peo-active and build things like high speed rail and reclaim our lead in solar technology. But Republicans in Congress and State houses have blocked or threaten every attempt by the Obama Administration to get moving.
I hope Democrats are not into retaliation, otherwise our goose will be cooked.

How can we root out CYNICISM at a time when any effort made to potentially help our country is bashed? I don't like Obama but I do like the idea that if it helps get some person back to work it's one less person collecting 99wks of unemployment or one more person not having to foreclose on their home.

So True. Obama's plan is just more Republican Trickle Down Theory (tm). If you give money to the rich (i.e. Northrup Grummond, Dow Chemical, etc) then it will trickle down to the poor and middle class. And why don't these companies just put up the money themselves, why are "we" doing it. Its not as if these companies are poor. Northrup "Its 2007 annual revenue is reported at US$32 billion."

Obviously you have no idea what you are talking about. As someone who works in a high tech field, there are plenty of jobs for non PhD grads. In fact most of the people doing the manufacturing of high tech things barely have a high school education.
Just because you want jobs for morons, doesn't mean that is the best solution for our country moving forward. Education and training (more education) is what every person in this country should be striving for. We need to stop being content with the low tech jobs of our countries past and start driving towards more high tech jobs for our future. Let other countries work for peanuts doing menial tasks over and over again while we create and produce more complicated products. Work smarter, not harder!!!

The number one way a new business was started was by borrowing funds with their home as equity... repugs killed that for the next 20 years. Just as I did twice.

And of course the major obstacle to any business startup in America is healthcare, a problem not faced anywhere else in the world since they dont have employer based healthcare for the most part..and of course its much cheaper and you can leave employment whether you or a child has a pre existing condition to persue that great idea unlike in America....So the other great obstical is again a rrepug inflicted injury...

Our taxes are lower than in all other western nations. In fact the highest taxes in the rest of the world equate to the strongest economies as do the most regulation on business and the enevironment.. the exact opposite of repug folk lore.... the anti fact and anti science party

Detriot losses MFG to Canada, has same unions and higher taxes... just much cheaper national helathcare.. same for the EU or Japan...

Now the fact is that in the rest of the world with national healthcare, I dont have to be concerned with my healthcare/families when starting a business or for my employees.. thats a FACT.

you started an account to post THAT? technology is not the work for small mom-and-pop businesses, any more than oil or other similar industries that require a lot of overhead, but many successful tech companies grew out of small start-ups. the difference here are jobs based on ideas (i.e., intelligence) more than basic manpower. this is where stuff like education, science, and all the other evils Republicans are always decrying come into play.
