SANAA, Yemen — Islamic militants have consolidated their hold over a southern city in Yemen, forcing merchants to lower food prices and helping residents who want to flee shelling by government forces outside the city, residents said Monday.

In contrast, militants in control of another nearby city are enforcing a stringent version of Islamic rule, forcing women to stay home and trying to recruit young men to their ranks, according to residents there.

Government forces do not appear to have the will to fight the Islamists, raising fears that al-Qaida's most dangerous wing is making significant gains as the weakened regime of President Ali Abdullah Saleh unravels in the face of an array of opponents.

So far, government troops and warplanes have only been shelling the two cities, Zinjibar and Jaar, in southern Abyan province, often missing their targets and hitting residential areas instead.

The recent advances made by the militants in the nearly lawless south are a clear attempt to exploit the power vacuum and turmoil caused by a popular uprising against Saleh that began in February. It gained momentum when a coterie of the president's close aides, military commanders and Cabinet ministers joined the protesters.

Even before the revolt began, the shaky regime was already under threat from a secessionist movement in the south, a Shiite rebellion in the north and an increasingly bold, if not large, cadre of al-Qaida militants who used Yemen as a base to plot at least two major attacks on U.S. targets. Though the attacks did not cause any casualties, they did cause alarm.

Saleh, Yemen's leader of nearly 33 years, left for neighboring Saudi Arabia on June 5 to treat severe wounds he suffered when his compound in the capital Sanaa was attacked. It is not clear when – or if – he will return, deepening uncertainty in the poor nation at the southern corner of the Arabian Peninsula.

The turmoil has emboldened militants, some of whom are linked to al-Qaida, to operate in the open, capturing and holding territory in the south. Some of these militants have at one time or another enjoyed Saleh's patronage as part of his delicate balance act, using them against rivals, particularly in the south where secessionist sentiments are strong.

The militants, operating under the name "Ansar al-Sunna," or supporters of Islamic Sharia law, captured the coastal city of Zinjibar in late May.

Zinjibar is on the Arabian Sea and normally has a population of about 150,000. But residents on Monday said large parts of the city are deserted and most stores are shuttered. There is a shortage of drinking water, forcing residents to bring water from wells on the city's outskirts.

They said the province's main hospital, al-Rajaa, on the road to the nearby city of Jaar, has been taken over by the militants and is being run by physicians from Sudan and Syria. They said the militants also have taken over local government offices.

"Why has not the army moved in to retake the city?" asked Zinjibar resident Ali al-Sumeiti, 22. "Now, from every 10 shells they fire on the city, only one hits the militants."

Another Zinjibar resident, 65-year-old retiree Abdullah al-Mohandes, said residents were running out of food and were heavily dependent on kitchen gardens to survive.

Al-Mohandes, however, had some praise for the militants.

"To be completely honest, we have not been badly treated by the mujahideen. On the contrary, they try to win our goodwill all the time," he said. "If you tell them you want to leave town, they escort you out and give you money to tide you over."

Others said the militants were doing services for the population that has remained behind by forcing traders to sell food cheaper and helping with trash collection.

The Islamic militants have held the city since they captured it despite of near daily bombing from the air and artillery stationed a few miles outside the city.

The latest barrage, according to security officials, came at dawn on Monday, killing 12 militants and wounding scores. The officials said a total of 35 homes in the city have been destroyed in government shelling over the past two weeks alone.

Five more militants were killed and seven soldiers wounded in clashes later on Monday at Abyan's Dovas valley area, which is close to Zinjibar, according to the officials.

Also on Monday, the Defense Ministry said six suspected al-Qaida militants have been arrested as they tried to enter Aden, southern Yemen's largest city, to target strategic installations there. The ministry did not say when the arrests were made, but security officials said the six were detained Saturday along with a truck loaded with explosives and weapons concealed under a cargo of cattle feed.

The officials spoke on condition of anonymity because they were not authorized to speak to the media.

In contrast to Zinjibar, residents of nearby Jaar are unhappy with their city's new militant masters.

The Islamists have been feuding with local clerics over control of the city's main mosque and have daily been using loudspeakers to urge the city's young men to join them.

Women have not been allowed to leave their homes except when chaperoned by their fathers, husbands or brothers.

Anwar Salim, the imam of the disputed mosque, has been criticizing the militants in his sermons, saying their beliefs were against the spirit of Islam.

"If they must fight their enemies, they should get out of the city and do it elsewhere," he told worshippers from the pulpit one recent day. Scuffles often break out between the militants and the locals.

The residents are further disheartened by the growing number of the militants.

"Every day, more of them come to the city, sometimes five, 10 or 15," said resident Waleed Mohammed. "Why cannot the government block roads leading to the city?"

Abdullah Ghaleb, an unemployed university graduate fled Jaar with his family and took refuge in Aden. He blames Saleh's regime for the proliferation of the militant groups.

"The regime has over the years provided them with weapons and money. No one can deny this," he said. "But the reality is that these groups have no relation to Islam. They force a specific daily lifestyle on people and that's why I left the city."

We are witnessing cruel injustice's and it is our responsibility to do and say something about it. To stay quite is aiding in the offence and this we can not and will not let happen. We will (Yemeni's and people of good will) peacefully demand again and again an end of the dictatorship and peaceful transition of power.

The greatest nation on earth, The United States of America, is being tricked into the belief that Yemen needs the corrupt Saleh regime or another "strong man" to fight terrorism. Our support has to be inline with our American morals and values. Truth be told; a free and prosperous Middle East is the best defense the world has against terrorist and radical recruits. If we American's stand for justice and the rule of law, than we must stand on the right side of history and support Yemen democracy. A unified statement in support of democracy from both Houses of Congress would do more to promote positive change than our military and/or dollars.

Yemen's Power Vacuum takes the air out of Yemen's real story. The people of Yemen suffered torture, rifle bullets, stabbing's, and beatings by a corrupt dictator and his supporters. A small price paid for freedom, fair governance, democracy and a better life. If not given moral support, this so called "Arab Spring" may become the Arabs, Indian Summer. Yemen is waiting for your response.

It is interesting to remember that President Saleh often claimed that his presence as leader of Yemen was essential to prevent Al Qaeda from gaining power. In any event, his absence is certainly helping the process.

The principal Al Qaeda group in Yemen is known as AQAP (Al Qaeda Arabian Peninsula). AQAP has had training camps in the Yemen for some time and is thought to have been gaining in strength during President Saleh’s rule.

A complete fragmentation of the country seems entirely possible. There are many militant groups in Yemen, many funded by different fundamentalist groups from other Arab counties.

The various militant groups are probably not short of well trained men; many Yemenis fought in Afghanistan against the Russians in the 1980s and, of course, large numbers were involved in the Yemeni civil war of 1962 to 1970 (which resulted in the appointment of Saleh as President).

Barack Obama has destabilized the Persian Gulf and middle east in a most frightening way. Obama's infamous Cairo, Egypt speech gave the radicals the green light to overthrow their governments and they are doing that. Obama gave a Billion dollars of your money to the Hamas Muslim terrorists of Gaza and the Fatah Muslim terrorists of the West Bank next to Israel. Obama is giving two Billion to Egypt, now controlled by The Muslim Brotherhood. Obama is aiding the Al Qaeda rebels in Libya. Obama has some Sharia Law advocating Muslims in his government at this time. Obama is trying to force Israel into giving up more than they can and survive. Obama wants Israel to roll back to the 1949 armistice lines which will make Israel only nine miles wide in places. That would render Israel un-defensible. The Jews have refused to kow tow to Obama and they will fight to defend their nation when Obama's Muslim brothers feel confident enough to attack Israel. The end result of Obama's sinister meddling will be the erasing of Muslim nation's borders into a greater Arabia and will bring on the installation of the Muslim world's Caliphate to rule all of the Muslim world and us too if we can be brought down. The Muslim's Caliphate is the likely anti-Christ. America made a major mistake electing the Muslim Barack Obama and we will pay dearly for that mistake.

It's just amazing how Obama screwed up the Middle East/Persian Gulf/Arab World in only 2 and 1/2 years. Everything was just perfect over there after 8 years of George W. Bush. Same for the economy.
Remember those "good old days?"
If we could all just go back in time to December 2008, when things were virtually utopian - - Iraq and Afganistan situations were under control, and the economy was thriving. I'm certain things would be so much different with a President McCain and Vice President Palin managing foreign and economic policy.

do a general internet search of, white flags from yemen, 12th imam.
and you will begin to understand why al-queda and the salafi jihadists
are focusing on yemen at the moment. it is the symbolic value for their
prophecy of the 12th imam and the apocalypse and golden age of islam.
These folks are very seriouos about this and we should educate ourselves
on it...instead of our media blasting 24-7 of "tot mom" and such sludge, perhaps
a little look at what the yemeni issues and the risks of the arab spring are all about.
(or is it too much like profiling and racism to even be discussed in our ridiculous world?)

Sure the Arab Spring comes with risk, but it is a risk well wroth it. For to long have the Arab populations of the world been brutalized and oppressed. Finally, rebels with the courage to stand up against tyranny have demanded that things change. Things are going to change, how exactly has yet to be determined.

You are a bit off on the white flags of Makkah and the reemergence of the 12th Imam in Yemen. Those are Shiite beliefs not Sunni or Salafist beliefs. Shiites in Iran-Iraq believe that the 12th Imam will be Muhammad Al Mahdi and that he will appear in Yemen with the white flags and go on to establish a global caliphate (with the prophet Jesus) in anticipation of end times.

However Al Qaeda and the Salafists while also believing in the 12th Imam don't think his identity will be Muhammad Al Mahdi. Al Qaeda believe the 12th Imam is an unknown figure who will make himself known. Therefore don't believe the concept that he will appear in Yemen as that is associated with the Mahdi.

More likely Al Qaeda have chosen Yemen not because of any religious prophecy but because it is a poor tribal society with large lawless areas due to the civil war in the 1990's. In short it was probably a military descision to set up shop there.

true...but the jihadists are using common elements and symbolic materials and places. mullah omar wraps himself in the "cloak of the prophet" and al queda makes strong moves into yemen and the "deviant conservatives" release a movie in iran on the imminent coming of the 12th imam and grow crazy for nukes...these are not accidental or incidental things, but are unite din a common prophecy. remember, both sides sunni and shia rely on the same prophecies and books generally, it is inerpretation which differs in some respects and they expect the 12th imam to reconcile these issues and bring the true believers together...he is their cure you see, a common thing. the answer to their division and weakness
