New Counterterrorism Strategy Unveiled By White House Official

John Brennan

WASHINGTON -- President Barack Obama's top adviser on homeland security unveiled a new national strategy for counterterrorism Tuesday, formalizing actions taken over the past two and a half years. The strategy also lays out a vision for U.S. operations going forward given the death of Osama bin Laden and the changing political climate across the Middle East.

Al Qaeda, "its affiliates and its adherents" will be the main focus of operations, said John Brennan, deputy national security adviser for homeland security and counterterrorism.

"This is the first counterterrorism strategy that focuses on the ability of al Qaeda and its network to inspire people in the United States to attack us from within," he said in a speech at Johns Hopkins University's School of Advanced International Studies. "Indeed, this is the first counterterrorism strategy that designates the homeland as a primary area of emphasis in our counterterrorism efforts."

Signaling a shift in emphasis from the policies of President George W. Bush, who once spoke of a "crusade" to defeat al Qaeda, Brennan said the strategy was not aimed at the group's "grandiose vision of global domination through a violent Isalmic caliphate." That vision, he said is "absurd."

"We are not going to organize our counterterrorism politics against a feckless delusion that is never going to happen," he said.

Instead, as President Obama carries out his drawdown plan for the wars in Afghanistan and Iraq, Brennan said the United States would no longer consider its best offense to be deploying large armies abroad, but instead, "delivering targeted, surgical pressure to the groups that threaten us."

Brennan made clear that counterterrorism efforts constitute a "war -- a broad, sustained, integrated and relentless campaign that harnesses every element of American power." He said Obama's approach to counterterrorism is "pragmatic, not ideological. It is based on what works."

Much of the speech recapped the efforts taken in the nearly 10 years since the Sept. 11 attacks -- improved intelligence, better airport security, a bump up in military special forces. It also included a nod to Obama's controversial maintenance of Bush's military tribunals to try detainees held at Guantanamo Bay. Brennan added the administration was still determined to close the detention facility there.

The new counterterrorism strategy, which will be posted on the White House website, calls for deepening security cooperation with other countries where al Qaeda may attempt to find a safe haven. That includes not only Afghanistan and Pakistan but also Somalia, North Africa and Southeast Asia.

"Rather than pursuing a one-size-fits-all approach, we recognize that different threats in different places demand different tools," Brennan said. Those tools include continued drone attacks in Pakistan, training security forces, working to shut down al Qaeda's financial pipelines and sharing intelligence with European allies.

Brennan said strong partnerships must be encouraged with Muslim and Arab Americans in order to help combat the spread of violent extremism at home.

"Muslim Americans are not part of the problem, they are part of the solution," he said.

"When we show that Muslim Americans are part of our American family, we expose al Qaeda's lie that cultures must clash. When we remember that Islam is part of America, we show that America could never possibly be at war with Islam," he added.

The real terrorists to the homeland regime are independent farmers that produce wholesome non gmo foods, folks that are trying to start small bussiness's that actually employ Americans and compete with with big Corps, People that believe in the right to defend themselves, because they may be able to use those guns to stop tyranny, People that believe in freedom of speech and a free press thats not corporate controlled, people that believe in the values and rules of privacy set forth by the founders of the country, people that want to live without a tax on thier very breaths that are used to kill millions of innocents abroad in what is called military actions, People that believe the people are the ones that should be in power and not the corporate puppets, people that believe they can make decisions for themselves and don't need big O and his homelanders SS to tell us whats good for us. Thats who the real terrorists are.

So now we can look for more draconian measures of spying on our own citizens, more no-knock invasions by the FBI and other agencies, more warrantless invasions of privacy, more loss of civil and human rights - because the Department of Homeland Stupidity is going to focus on those who might attack us from within our own country.

More invasive pat-downs of grandmothers dying of cancer, babies, children by the TSA because they might be terrorists - more investigated and placed in a government database even though they have no record or criminal or terrorist activity - more restrictions on free speech since the government doesn't want anyone questioning its activities - more restrictions even on what you read, watch, research if it has the least possibility of being linked to an idea or ideology the government considers dangerous. In other words, less of the freedom, democracy, civil and human rights that our government seems to want for other countries but is taking from our own country.

Of course we need to be aware of threats from within - but this sure sounds like one more excuse to enlarge the Big Brother government we now have.

God Bless Barack Obama! He knows best for the US. The government will protect against anything. Those pesky Muslims will get us from within. BOOOO!

(America will never be destroyed from the outside. If we falter and lose our freedoms, it will be because we destroyed ourselves. - Abraham Lincoln)

Barack Obama is the CIA. The agenda is clear if you research the CFR (COUNCIL ON FOREIGN RELATIONS). Michele Obama is on the Chicago board of the Council on Global Affairs. In 2006 The Name Council on foreign Relations of Chicago was changed just before the 2009 election. HAHA People wake up

Looks like a casting call reject from a 50s movie.

Read The Accidental Guerilla. We're doing it all wrong. We did it wrong in Vietnam and look where it got us. And we didn't win, no matter how the GOP tries to spin history. They're as bad as the Communists.

Well, isn't this special; we now have African-Americans, Hispanic-Americans and Muslim-Americans; can we have some more of this new Washington, D.C. strategy from Homeland Security whose new emblem is Two Crossed Contraceptives over an Adult Pamper; with the words; We're here not to Screen you; but, to Screw with you!!!

Pragmatism indeed! The Empire knows that having troops in over 100 countries, while 1 in 5 American children suffer from hunger is unsustainable, sooner or later...

Hey, I object to the use of the word terrorism. These people clearly didn’t get the notice. I think it is supposed to be an “overseas contingency operation”. No, that’s what we are doing in Libya, isn’t it? What should it be called?

The Muslims will defeat us from within. NOTE: In Shelbyville, TE, Tyson Foods (the chicken company) has replaced Labor Day as a paid holiday and replaced it with a paid holiday for the last day of Ramadan. This at the request of the union which is mainly made of Somali Muslims (see Snopes for complete details). The Muslim's have no intention of assimilating into the U.S. population, nor do they have any intention of keeping any of our religious or time honored holidays (not that Labor Day is religious). Their population growth rate far exceeds the infidels, but someday their enclaves here in the U.S. will take over locales and institute their views over ours, including Sharia Law, for which they are already agitating.

So true. If they don't assimilate, we will end up like Europe. Oh, that's right, progressives want us to be Europe. No problem here, look the other way.

So, you didn't actually read the Snopes article then:

You people scare me more than the majority of Muslim Americans who are just trying to live their lives.

No you didn't read the article then. The link you gave me to Snopes says Tyson Foods admitted that only their Shelbyville TE plant has the last day of Ramadan instead of Labor Day as requested by the local Somali Muslim employees. Thagt is EXACTLY what I said in my post. Read my posgt again and then read the Snopes article, they say the same exact thing.

Well, we have a good headstart, because we know that any potential terrorist will be a Muslim. There's still alot of work to do, but that really helps our intelligence community to narrow down the playing field a bit.

I don't get it.

Set up the best and the smartest to anaylse the enemy.  Use America's unparalleled surveillance to pinpoint them.  Send in eight Seals and eliminate them.

Why bother invading with boots on the ground?  That strategy is medieval.

I thought he was going to tell us that all US citizens were to begin mandatory wearing of GPS tracking / locator bracelets at all times... and report to the nearest radiation TSA style scanning booth daily before heading to work.. Of course he and the administration would be excluded.. They could never terrorize an entire nation with the terror hype... .. No not them.....
