Entitlement Cuts Opposed By Americans, Poll Finds

Social Security Medicare Poll

First Posted: 07/07/11 03:44 PM ET Updated: 09/06/11 06:12 AM ET

WASHINGTON -- As President Obama and Congressional lawmakers begin a new round of deficit-reduction talks, a new Pew Research Center survey illustrates an important aspect of their challenge: While Americans see a need to make changes to the popular entitlement programs, they "decisively support" keeping Social Security and Medicare benefits as they are now.

The survey of 1,502 adults, conducted nationwide June 15 to 19, finds mixed opinions on the three best known entitlement programs: Social Security, Medicare and Medicaid. When asked separately about each of the three programs, huge majorities (between 77 and 87 percent) say each of the programs has been "good for the country," but less than half (36 to 41 percent) rate the job they do "serving recipients" as excellent or good. Fewer still (15 to 18 percent) give a positive rating to the "current financial condition" of each program. Thus, it should come as little surprise that large majorities say the three programs need "major" rather than minor changes or should be "completely rebuilt."

As the Pew Research report emphasizes, however, "the public's desire for fundamental change does not mean it supports reductions in the benefits provided by Social Security, Medicare or Medicaid." When asked which is more important, large majorities tell the pollsters that they would rather leave the benefits of these programs as they are now rather than making cuts or expecting beneficiaries to take on more responsibility for their costs.

2011-07-07-Blumenthal-PewResearchMaintainbenefits.png

And when asked simply, "what is more important, taking steps to reduce the budget deficit or keeping Social Security and Medicare benefits as they are," nearly twice as many Americans prefer the status quo (60 percent) to cuts in benefits (32 percent).

The report also highlights two important patterns in the data that will be of great interest to policymakers. First, they find that potential entitlement reforms create "far more serious internal divisions" among Republicans than Democrats. For example, while Democrats overwhelmingly reject Social Security and Medicare benefit cuts in order to reduce the deficit (71 percent to 23 percent), Republicans are more divided. Slightly more Republicans want to keep Social Security and Medicare benefits as they are (47 percent) than want to see benefits cut to reduce the deficit (44 percent).

Second, though perhaps not surprising, older Americans who benefit from Social Security and Medicare rate the programs more positively than younger Americans. For example, majorities of those age 65 or older give an excellent or good rating to Social Security (57 percent) and Medicare (61 percent) for the way they serve the people they cover. Among younger Americans, positive ratings of the programs fall to between 33 and 40 percent.

On the same note, older Americans are also the least likely to want to change these programs, with fewer than a third saying they want major changes or a complete rebuilding of either Social Security or Medicare.

The majority of Americans clearly do not want changes to social security and medicare. Neither the president nor republicans nor a lot of democrats are listening to the american people. They are letting a minority of people influence them because they include the big corporations and rich and the republicans who own all the tv stations and most of the radio. Write, call etc and let them know.

The solution is when they take away the Social Security and people can't get jobs to support themselves and families, everyone just go to jail and let em support you that way. Why be homeless? Let them get a taste of that bill for a couple years on top of their spending for a war mongrel mentality. Far more costly then Social Security by far in the end. What they need to do is stop wasting money like everyone else has to learn the hard way. Stop trying to control the world, and spend some money getting people back to work so they can generate funds to pay for the mess they have created. stop giving money to all these other Countries. And stop being a war Country. Its been tried before and proven not to work. Ask Russia, Germany and a few others.

the money being spent in these wars would be great if, oh say it was a tax write off or Iraq paid us back for liberating them. Thanks George!!! Wasn't billions of dollars in gold found in a temple recently? I'm sure we liberated them at some point. ask them

Baby Boomers Roar Again! Not as individuals like we did in the 70's but a ground swell of ENOUGH!

Here is my letter to Repubs on what they have unleashed in me with their actions

Open letter to all Republicans:

I am fast approaching my personal patience with the Republican Party.

YOU have been having temper tantrums and acting childish since the presidential election.
YOU have displayed blatant racism towards the president.
YOU have said no as a matter of obstructionism.
YOU have forgotten that the Senate and Congress represent all of us not just the wealthy WASP's.
YOU have taken no ownership for the previous Republican administrative decisions and actions that allowed the tax break and loopholes that caused the financial meltdown.
YOU are upset because the USA is no longer predominately WASP. The Native Americans should use your Republican arguments to send descendants of arrivals since 1492, back to where we came from.
YOU seek to cut the SS I've have paid into for the past 4 decades.
YOU claim the wealthy should not have any tax increases, as they create jobs. Where's the BEEF???

After 1 1/2 years of your childish behaviour and doubting a change prior to Aug 2nd. I am becoming a strident activist for any and all that are NOT Republican. Indeed, my money and time will be directed towards ensuring that you never represent me again.
Indeed, I will begin to roar. Us baby boomers have once before!

Correct me if I'm wrong BUT... Haven't I been paying into Social Security all my life? Haven't I been paying both sides of the FICA tax all the while I've been an owner- operator. and 6.5% +/- of all earnings for years before that?
Seems to me I was forced to do MY part.
How can the righteas...
1) borrow that money from those programs and not pay it back? (during the bush years especially but the past 30 years in general?)
2) Now, through endless misrepresenting the facts and just plain lying to the American public, (the former middle class), How in the hell can they expect to get away with stealing that money that isn't really there as they've already borrowed and spent it or given it to the wealthy, and through those same endless (fox) lies and expect us all to ultimately go along with all this as being necessary to save us from "ourselves"?

There is so much BS coming out of Wall Street/ corporate "America" these days via Washington, that it's no wonder the simpler, re tea partiers, of us have given in to being overwhelmed by the shills BS.

This country really needs to wake the **** up and send these righteas packing next November.
What they are doing with "phony" democratic candidates in WS right now to wave off recalling the repub 6 is criminal!

Do away with Congressional entitlements , jets and all! No more support for illegals;illegal is illegal. No more foreign aid to any country that does not support us and our ideals;that will narrow the field and BINGO a balanced budget. Now congress get to work or YOU'RE FIRED and there will be no severance for you incompetents!! Nuff said
04:28 AM on 07/14/2011
Exactly.. Why should they care about America and what Americans want?
They are taken care of no matter what.
All they want to do is raise taxes and cut everything so they have more money to spend on their agenda to force and control other Countries since they already seem to have this 1 under complete control. When Americans are homeless and disarmed accept for the criminals and the Government, what Country is going to help save us from our Government?

Any elected official that dares criticize entitlements, should first admit that our most costly entitlement is tax breaks for the wealthy. Then justify why the vast amounts of money flowing into campaign coffers to influence the decisions of our elected officials in opposition to the good of the people is not a luxury the nation must do without before we regain our balance as a democracy.

It's obvious that benefits need to be adjusted while there is still time, and I have little sympathy for the howls of seniors who feel betrayed. They've had a sweeter deal with these benefits than the rest of us will every see. President Obama is wise and courageous to put them on the table even if it's not the politically expedient thing to do.

But please, Mr. President, don't cave (again) on insisting that the rich pay their share in resolving the budget crisis.

"Seniors have had a sweeter deal with these benefits than the rest of us will ever see"? But go ahead and give millions of tax cuts to the rich when they already make more in one day than seniors on SS will make in several years? You need to stop watching Faux "news"! I am not eligible for SS yet, but I watched my Grandparents try live on it and they had next to nothing! In their younger years, my grandfather had helped build 3 houses for other people and with the money from those they built the house they died in. That is ALL they owned, no carpeting, no central air conditioning or heat (just a gas wall unit for heat), very little furniture, etc. And you think that is a "sweeter deal"? People living BELOW poverty level is okay, but God forbid you take any money away from those who already have more than they need in one lifetime, and made most of that through unscrupulous gambling, with other people's money, on Wall Street. You are disgusting!

The more the polls say not to mess with ss, medicare, medicaid, the more republicans are bent on doing just that because in their minds the american people don't know what is good for them and they do.

Remember all those who did not vote in November and those who did and elected this congress, gave them the key to the city to do what they want to do if it meant helping bring the president down and out the white house. Now those same ones are crying for help from those they put their faith in and the one that will help them will be the one they want to hurt the most.

If this don't wake them up nothing will and we will be at each other throats forever and ever. It needs to stop and we need to let congress know it a lot louder than the teaparty people did. We have a reason to be loud but peacful because we are for the rights of all people and not just some people. I believe we will succeed in the long run and by the time election day get here, the voice of the people will be heard and the president will be reelected. He has a hard job in front of him but not as hard as the one behind him and he will accomplish all he needs too.

IMHO Obama has already lost the ELECTION. The economy or whaTs left of it has spelled, THE 2012 DEFEAT FOR'EM. It's quite indicative he's desperate, bitter and out of lip service imho. As like carter,he's a one termer. He has sunk our great country into ruin..simply spent the dollar into near default.

see ppl, The problem isn't revenue issue rather, it's a SPENDING ISSUE! IT'S THE UNCERTAINTY OF RAISNG TAXES AND OBAMA CARE! FOREMOST REASONS BUSINESS ARE NOT HIRING!!!! ASK ANY BUSINESS OWNER WHAT'S THE ISSUE AND I'M QUITE CERTAIN, IT'S BECAUSE OF LLIBERAL TAX AND SPENT ISSUES AND OBAMA CARE! 2012 VOTE A REAL AMERICAN IN AND NOT A SOROS PUPPET IMHO!!!!

It would appear you are in the minority. Uncertainty is a bogus issue created by the right to induce fear. The best interests of the nation are not their concern. Regaining power is and the agenda moving through the states does not recommend that for any but the top two percent.

Businesses are not hiring because there are NO customers, because they have no job or have had wages/hours cut. People need to spend in order for businesses to hire. Businesses are not going to hire someone to sit around and read a book.

CONSUMERS are the job creators NOT the businesses! Basic supply and demand economics. Businesses don't create supply unless there is demand.

No only that, but doing away with Social Security entirely, as Perry plans to do, will literally kill off millions of consumers, as seniors starve to death. This will reduce demand even further.

I as an American have the responsibility to be a good citizen, take care of myself, and take care of my family. To be a good citizen in a society we need to be responsible to take care of one another. There are loopholes in Social Security "welfare" as well as Corporate "welfare." No argument there. I have a responsibility to also know that the people who are elderly and who are the same individuals who have fought in wars, worked in factories while their husbands and fathers were gone, built our economy by buying and selling goods and services, and who are the first in line to watch a 4th of July parade. They vote, they get sick, and they are ENTITLED to be secure in their later years. These are not just Social Security payment recipients, they are fellow citizens who deserve more respect than to debate whether or not their well being is a strategic maneuver to pocket more money for those with a false sense of entitlement.

what message does Reducing Social Security Benefits FIRST say about our President and Congress...to me it says......"We are not willing to really work on this problem...all we want is a fast answer and be done with it. They both have had time to really work on the situation we have found ourselves in...

Just one for example...do you how many people draw money out of the Social Security fund that never have put money into it...for example...any spouse who has never worked is able to draw 1/2 of her spouses payment when they turn 65..that is only one example..small amount Yes...but only any example...

How are these considered entitlements if I have been paying into these programs since I was 16? In the sense that I am entitled to my own money and not have it used as a bargaining chip by both parties at my expense? Please explain.

People do not understand that.

They actually think that there is a little account someplace that had their contributions (the 14.whatever percent of their income over their entire life). And they believe that they are actually owed something for paying taxes. Like they were buying into an insurance program or saving plan or something.

This is probably why the poll results are as they are. People do not even understand how these programs are funded and how much they cost. They think that the government is actually saving money to cover their own personal expenses and not loaning itself the money and paying interest on that debt.

Indeed! Vote instead for Democrats! They will promise you that there is nothing wrong with Social Security's funding, that the fact that Americans are living ever longer lives (and collecting ever more Social Security) while there are fewer Americans of working age paying into Social Security means NOTHING! , and that the "trust fund" actually has real money in it!!!

All is well!!!!!

So Jerry, unemployment is why there is less input to Social Security. Let's follow that line of reasoning shall we?
Rep's say they don't want to pay more taxes for their wealthiest (lowest in decades) because the money they are saving now from the Bush glory days (profits up 88%) are creating jobs. Unemployment is at 9.2%. So there isn't enough money in Social Security because the Reps aren't creating the jobs they promised so let's cut Social Security because THAT is obviously the problem! On man...please!
