Leon Panetta: United States Within Reach Of Defeating Al-Qaeda, Pentagon Chief Says

KABUL, Afghanistan -- Al-Qaida's defeat "within reach," U.S. Defense Secretary Leon Panetta said Saturday during his first visit to Afghanistan as Pentagon chief that eliminating as few as 10 of the group's top figures could cripple its ability to strike the West.

Panetta's assessment could stoke the debate in Washington over how soon to pull the U.S. military from the land where Osama bin Laden's network launched the attacks of Sept. 11, 2001, against the United States. Some question why a continued military commitment is necessary if al-Qaida's end is in sight, given that it was the reason the U.S. began the war.

Although not as specific as Panetta about what it will take to break al-Qaida, the top American commander in Afghanistan said in a separate interview that he agrees the group is on the ropes.

"There has been enormous damage done to al-Qaida" beyond bin Laden's killing May 2 in Pakistan. Army Gen. David Petraeus said. "That has very significantly disrupted their efforts and it does hold the prospect of a strategic defeat, if you will, a strategic dismantling, of al-Qaida."

Panetta said he hoped his shift from CIA director to defense secretary, combined with a change of U.S. civilian and military leaders in Kabul, will put the troubled U.S.-Afghan relationship "back on the right track."

Watch:

Mixed with the optimism was a hint of concern about resetting the Obama administration's increasingly rocky relationship with Afghan President Hamid Karzai. He frequently criticizes the U.S. military and is known to offer what American officials see as weak support for his own fledgling army and police.

Panetta pointedly noted that the U.S. feels compelled to deal with "a lot of leaders throughout the world who have problems ... and that's the situation here. We have to respect him as president of his country."

Panetta had dinner with Karzai but they did not hold a joint news conference, as is customary when an American defense secretary visits the capital.

In the aftermath of bin Laden's death and apparently with the benefit of new intelligence gained in the raid on his compound, the U.S. has determined that eliminating "somewhere around 10 to 20 key leaders" of al-Qaida would cripple the network, Panetta said. Those leaders are in Pakistan, Yemen, Somalia and North Africa, he said.

"We're within reach of strategically defeating al-Qaida," Panetta said, addressing reporters for the first time since succeeding Robert Gates as defense secretary July 1.

Asked why he feels confident about wiping out al-Qaida, Panetta said, "The key is that having gotten bin Laden, we've now identified some of the key leadership within al-Qaida both in Pakistan as well as in Yemen and other areas."

He named only two of the leaders on the list:

_Ayman al-Zawahri, bin Laden's designator successor. Panetta said the U.S. believes al-Zawahri is living in the Federally Administered Tribal Areas of western Pakistan.

_Anwar al-Awlaki, the U.S.-born Muslim cleric living in Yemen. The U.S. has put him on a kill-or-capture list.

"If we can be successful at going after them," he said, referring to the 10 to 20 leaders, "I think we can really undermine their ability to do any kind of planning, to be able to conduct any kind of attack" on the United States. "That's why I think it's within reach. Is it going to take some more work? You bet it is. But I think it's within reach."

"Now is the moment, following what happened with bin Laden, to put maximum pressure on them because I do believe that if we continue this effort we can really cripple al-Qaida as a major threat" to America, he said.

Al-Qaida's attacks of Sept. 11 triggered the U.S.-led invasion of Afghanistan and the overthrow of the Taliban government that had sheltered bin Laden. But in the years since, the Taliban has reasserted itself and al-Qaida has managed to operate from havens in neighboring Pakistan.

Al-Qaida affiliates have emerged in Iraq, Yemen, Somalia, and elsewhere. That's led many in the U.S. to argue for a shift from fighting the Taliban in Afghanistan to targeting al-Qaida leaders in Pakistan and other places.

Panetta, who planned to travel outside Kabul to visit U.S. troops Sunday, has endorsed President Barack Obama's plan to begin drawing down U.S. troops this summer but keep a significant, though gradually shrinking, presence until the end of 2014.

At one point Saturday, Panetta told reporters that 70,000 troops would remain "through 2014." His spokesman, Doug Wilson, later said Panetta meant to say that the 70,000 that will remain in September 2012 will be drawn down through 2014 on a schedule that has not yet been worked out.

On a lighter note, Panetta told reporters that he has gotten a feel for his new job. He compared it to his official aircraft, a towering military version of the Boeing 747.

"It's big, it's complicated, it's filled with sophisticated technology, it's bumpy, but in the end it's the best in the world."

America is obsessed with al-Qaeda. EWe ignore the fact that al-Qaeda has been on the outs since losing Iraq and Afghanistan to the "infidels". Thye have zero clout with any other groups. With Bin Laden dead, thye have little left. Bin LaDEN ALWAYS SAID ALL HE NEEDED WAS FOR ONE INSURGENT TO POP UP AND SAY "al-Qaeda" and the US would waste its blood and treasure to find this one man. Our new Secretary of Defense better be telling us the truth and sandbagging us with false claims liked General Westmoreland did during the Vietnam War. Giving false reports to the public by the government will only erode the public's confidence and support of their government: The Vietnam and the Iraqi Wars are very good examples. Secretary Panetta better be honest with the Amercan public at all times, except for self-guarding military secrets.

agreed: The Washington Post:

The reason you guys are here is because on 9/11 the United States got attacked,” Panetta told the troops. “And 3,000 Americans — 3,000 not just Americans, 3,000 human beings, innocent human beings — got killed because of al-Qaeda. And we’ve been fighting as a result of that.”

His statement echoed previous comments made by President George W. Bush and members of his administration, who tried to tie Saddam Hussein’s government to al-Qaeda. But it put Panetta at odds with President Obama, the 9/11 Commission and other independent experts, who have said there is no evidence al-Qaeda had a presence in Iraq before the U.S.-led invasion in 2003.

I knew Bush the Younger was wrong about invading Iraq, and there was no evidence that linked Al Qaeda to Saddam Hussein. Because Saddam would not have allowed such an organization into his Iraq that might undermine his authority, but Bush the Younger never understood that information too well. Instead, we wasted resources in Iraq, although our troops found Saddam hiding inside a hole, and took out his sons. I guess something good came out from the an ill-advised invasion of Iraq.... Now we have to deal with Afghanistan, and yes the possiblility Pakistan.

If this is true, then why is obama tripping over himself to have peace talks with them?

President Obama is seeking a way out, just like President Nixon did during the Vietnam War: Its about finding that special back door so we can exit from the region.

Ten years. Ten years folks ! And what are we told ?

We are told that the Afghans are a very warlike people and routinely engage their five year olds in combat with each other to see who wins and for entertainment.

Then we are told there hasn't been enough time to train these warlike people to defend themselves.

So, the question is this : How is it we can train troops ready for combat in the USA in 16 weeks in basic training, BUT WE CAN NOT TRAIN THESE ***WARLIKE*** PEOPLE TO DEFEND THEMSELVES OVER A TEN YEAR PERIOD OF TIME ???

American are sick and tired of the liars in our Congress, White House, and Supreme Court.

We want out of Iraq and Afghanistan AND WE WANT OUT NOW ! COMPLETELY OUT !

Come election time, if the American people have had enough by then, let's not put any D's or R's in office. Time now to retire these two parties that have led the most powerful and prosperous country in the world straight to hell. To hell with them !

A QUOTE FROM LEON PANETTA, SECRETARY OF DEFENSE OF THE U.S.A.

My Sentiments:
THIS IDIOT, PANETTA, AND THE REST OF THE IDIOTS IN WASHINGTON D.C. WANT TO CONTINUE TO SPEND $450 MILLION EVERY 24 HOURS TO GO AFTER 10 TO 20 PEOPLE.

It is no wonder our country is broke, has given away the candy store by letting POLITICIANS negotiate trade deals with SAVY FOREIGN BUSINESSMEN, puts the burdens of world defense and disaster relief on the backs of the American taxpayer instead of REQUIRING that those protected pay their fair share, and now we have, effectively, no borders !

Maybe it is time now to alter or abolish this system of governance and get one that works for us.

Much better idea to let al Qaeda be, so they can plan and carry out attacks unfettered.

So ... we need to get about ten guys - "somewhere around 10 to 20 key leaders" - in Pakistan, Yemen, Somalia and North Africa (uh, that's about 5 per country or so), and to do this job we need MORE than 70k soldiers in Afghanistan, a country where Panetta doesn't think any of the key 20 are?

So, yeah, I double-checked: I GOT THAT RIGHT.

...How batshitinsane is this, anyway?

At a time when we are across the country asked to give up 20% of our children's education (4 day school weeks), as but one of hundreds of ohmygodareyouserious? austerity measures, how can _anyone_ think this is rational?

Obama, this may not all be your doing, but this IS YOUR DOING. And, I think you're going to go down in 2012. Hello Green Party!

RTIII,

You are right. This is "batshitinsane". THEY KNOW IT, WE KNOW IT, AND THEY KNOW WE KNOW IT !

But, every day, these elitists look at us and wonder why we do not demand to know what they are up to.

We, apparently, are not asking, and they obviously are not telling.

America and Americans have been conquered and sold out at the top by these imposters holding elected and appointed offices in our nation's capital.

Our government has been hijacked and our people are rolling over for it.

Excuse me, but al Qaeda declared war on this country, and they're not quite ready to throw the towel in, like you are.  Left to their own unfettered devices, they will grow and plan and attack, which they've dedicated their lives — literally — to doing, while you're dedicated to cutting and running and leaving them to regroup and grow and take this country out by any means necessary. Thank God we didn't have THIS generation of me-me-me Americans during WWII or we'd all be goosestepping down Main Street right now.
11:24 AM on 07/10/2011
Perhaps you can goad them into another attack by telling them they can't thus uniting the American public behind another misadventure in the name of security and freedom.

Can you say.....LIAR.....we will never beat al cia da ...just like we will never win the war on terror, or the war on drugs....unfortunately these are things we just have to live with....the chances of being affected by al cia da is far less than being hit by a car or by lightning.....we are SO afraid, aren't we, just like our gov. wants us to be.

Victory is at hand.

The mission against the mouse that roared is almost completed and after only ten or so years and at a cost of just under the American economy and of course the waiving of the Constitution on several issues. Not to mention of course the cost of human, American lives as well as the lives of countless others, whose deaths will be avenged of course. Onto greater and better targets.

The terrorists have actually won. Even though he is dead now his plan has been fulfilled. The United States has destroyed its economy and has developed a siege mentality that violates the rights of its citizens the likes of which exceeds the wildest dreams of Osama bin Laden, or any terrorist for that matter. It will take decades to restore the country.

But first, Iran.

Scojam,

Whenever the U.S. starts a "war" on something like drugs or terror, you can bet one thing:
THE WAR IS ON THE CONSTITUTION AND ON THE PEOPLE OF THE U.S.A.
10:37 PM on 07/12/2011
Agreed. They say it isn't the stress that kills you it is how you handle it. The inept and panic driven handling of terroristic threats and presumed threats has created a siege like mentality where individual rights are sacrificed, where the economy has been destroyed and enemies have been made in at least two countries. In short, the destruction of the US mindset has exceeded the wildest dreams of Osama bin Ladin and or any of his ilk.
09:52 AM on 07/10/2011
Well, I guess that settles it. We'll have to stay for another 20 years or so. Maybe 30.

My point with all these nonsense posts is that, there is a hole in every system, test the system enough and you will find it! The other side, be it al-Qaida, taliban or, or home grown U.S.A hater knows this also. And they will exploit them!

Obviously Panetta is not an ignorant man, but his statement was designed to pander to the ignorance of the American people.

You cannot defeat ignorance and superstition with bullets and bombs and only a fool believes that killing one organization called Al Qaeda is going to stop this.

But at least the military industrial complex has its boogeyman to help keep their pockets lined.
