Debt Ceiling Talks Between Obama, Congress: The More Leaks, The Less Progress

Debt Ceiling Talks Leaks

ERICA WERNER   07/15/11 06:29 PM ET   AP

WASHINGTON — They might be the least private private negotiations in Washington.

The closed-door White House debt talks this week have spilled out into the open almost the moment they wrapped up each day, with anonymous officials from each side of the aisle offering self-serving blow-by-blow accounts.

It's part of how Washington does business, but perhaps because of the high stakes for the economy as well as for the political fortunes of President Barack Obama and other participants, the debt ceiling crisis seems to be yielding even more leaks and spin than usual. Capitol Hill veterans have various explanations, including the scant progress being made and simmering distrust between Republicans and Democrats.

"A meeting that's making progress doesn't have any leaks. A meeting that's not making progress is Swiss cheese," said Republican consultant John Feehery, who served as a top aide to former House Speaker Dennis Hastert.

"They might as well have the meetings in front of the cameras. I don't know what's going on," Feehery said Friday. "It's awfully hard to negotiate a deal when every step is immediately leaked to the press."

The spin has been particularly notable given White House attempts to limit on-the-record coverage of the meetings. The White House often allows a small group of reporters to attend the beginning of such meetings, but that only happened in three of the six debt talk meetings. White House press secretary Jay Carney said it was an attempt to avoid a "circus" atmosphere after reporters shouted questions Monday.

Yet the leaks seemed to increase with each passing day. By the end of six days of meetings, officials were issuing written and verbal readouts like clockwork. The reports were so detailed, they practically transported someone inside the ornate Cabinet Room where Obama, Vice President Joe Biden and the top eight Democrats and Republicans in Congress met this week, usually late in the afternoon, around a large oval table set with coffee cups and glasses of water.

After a climactic midweek confrontation between Obama and House Majority Leader Eric Cantor that Cantor immediately recounted to reporters in vivid detail – not even bothering to hide behind anonymous aides, as is usually done – much interest around the next session Thursday was on whether there'd be a Round Two.

Both sides addressed that question Thursday evening, but as usual, Democrats and Republicans – speaking as unnamed aides, as is customary – had a different way of interpreting events.

"During the meeting, Speaker (John) Boehner did all the talking for House Republicans, while Leader Cantor did not say a word," a "Democratic aide" noted snippily.

An unnamed "GOP aide," on the other hand, didn't comment directly on Cantor's silence, instead emphasizing overall decorum after Cantor drew harsh criticism from Democrats for his approach with Obama. "The tone of the meeting was businesslike, cordial and polite," this aide said.

As for Obama, he disputed the notion that Cabinet Room meetings ever grew ugly. Besides, he said, the public didn't care.

"The American people are not interested in the reality TV aspects of who said what and did somebody's feelings get hurt," Obama said.

The White House meetings wrapped Thursday night with no new ones scheduled and both sides still dug into their positions, seemingly far from a breakthrough compromise before an Aug. 2 deadline to raise the federal government's borrowing limit or face unprecedented default. The negotiations then shifted to Capitol Hill, where House Democrats and Republicans quickly secreted themselves in private caucus meetings Friday.

They emerged only to take swipes at one another.

Rep. Darrell Issa, R-Calif., said House Republicans were trying to make sure "the president's attempt to shut down the government Aug. 2 doesn't happen."

Rep. Chris Van Hollen, D-Md., said Republicans were making compromise impossible because they insisted on "protecting the special interests here in Washington."

Jim Manley, former top spokesman to Senate Majority Leader Harry Reid, D-Nev., said that the volume of leaks and spin this week has been remarkable.

"I have been involved in these kinds of meetings during the last two administrations and have never seen such a torrent of leaks from supposed private conversations as I have this time around," Manley said. "It shows that neither side really trusts the other."

They (both parties) do not want things to work, they just want to keep blaming each other for when it doesnt. They know that our economy is in such a huge mess, that all they want to do is patch things, not really fix anything. I am disgusted with them all.

The conservatives are always, yes always hitting President Obama and the Democratic legislators about
transparency.
I think the Tea Republican voters should start hollering and yelling for open meetings.
These meetings involve both Republicans and Democratic elected.
No demand from the conservatives about transparencey.
Hilarious. . .

This is because rather than fix the problems they would rather make sure people think it is the other party holding things up. Politics as usual.

Issa says House Republicans were trying to make sure "the president's attempt to shut down the government Aug. 2 doesn't happen." does he really think his base will believe that? I suppose he does or he wouldn't have said it. How can it be that they think the person who will be responsible if the government shuts down is the President, when he is the only one attempting to meet some of the oppositions demands while asking for some of his own, whereas the other side haven't moved from their starting position of no compromise on anything!

Yep.

And, I'm intrigued by what could possibly cause these republicans to cause their own self-destruction in such a spectacular fashion.

Even while playing politics, their position does not and will never make sense to anyone desperate for our country to move forward.

There is nothing humorous about any of this, but I must admit when I read that statement...belly laugh time. Of course his base would believe it. They believe tax cuts create jobs. Total magical thinking!

If it wasn't for leaks, the American people would no nothing of this mess and it's depth. This was supposed to be the most open government ever?...I haven't seen such sneaky, and outright ineptness since 1976. The present administration makes That crowd look like John Adams & Co.

These meetings are a zoo. What happened to the rule against negotiating with terrorists? Does it not include terrorists in Congress?
Obama should invoke the plain language in the 14th Amendment and move on. That he continually begs the terrorists to accept ransom is more and more troubling.

And he still may. Had that been his first move, the calls for impeachment would have been immediate and vicious. Be patient. He got this!

Besides, the republicans are doing more to give Obama votes than a typical campaign speech ever will!

My question of the day...How can such a few liberals hold this entire country at ransom?
We have no choice..we have to cut spending....if you have no money..you cut back!! Why in the world is this still a subject? Why cant Huffpost have 1 Headline that reads..."Obama has no choice...cuts are needed" Everyone else on the planet see's this.

It's not about new spending. It's about paying SS and military pensions and debts in general that have already been approved for payment. New spending is voted on by Congress, the very people who are in fact holding us hostage. If they don't want to spend anymore, fine don't vote for it. To default the entire economy to keep them from being forced to do their jobs is treasonous.

Excuse every one of those nutbags when they run to the mic to tell all. Whichever side. My gawd..Cantor can't wait to tattle. It has to be very difficult trying to do business with leaks. You can't really discuss come up with ideas or debate anything. And there are times when this transparency that everybody screams about just is not conducive to work.

they talk about the poll showing most of americans agree and are willing to pay higher taxes. I think that its the americans are realizing that we may not have a choice about paying higher taxes. I dont think anyone in there right mind wants to pay higher taxes so get it right obama.

Too much of governance is done behind closed doors. If both sides are this frightened of being out front with what's really going on, they have no place governing at all.

Oh come on. Have you ever been in a position where you had to keep some business close to the vest. Grown ups really should be able to take alittle of that. You think you have to know every little thing..and you don't. Secret meetings like Cheney's and Enron should not have been ...but this is a committee trying to get something done. And unfortunately we are not privvy to alot of the facts.

And your last statement is precisely why this is a problem. For the past decade, much of DC has been enshrouded in "national security", meaning we dont know the details of anything until it's too late.

So pray tell, what is there to hide in the discussions here? Everything they do will impact us directly, so sorry but I think this is one of those cases was absolute transparency is or should be a given.

I agree with the stories premise..Perhaps the President should sequester the negotiators until such time as an agreement is reached or until 11:50 PM August 1st.....

PS....Before you TeaFacists reply with how that would be illegal blah blah blah, it was a joke
