SALT LAKE CITY, July 16 (Reuters) - Wisconsin Governor Scott Walker, whose moves to curb state workers' bargaining power brought massive protests, said this weekend he made mistakes but defended the policy steps of his rocky first term.

The fractious debate over the union measures propelled Wisconsin to the front of a wider national political battle over benefits and bargaining rights for public sector employees and triggered the biggest opposition demonstrations in the state since the Vietnam War.

Aside from criticism by those who thought Walker was unfairly undercutting state worker rights, he and his fellow Republicans came under fire for tactics seen by some as bullying and not allowing for sufficient debate or possible compromise.

"The mistake I made early on is, I looked at it almost like the head of a small business: identify a problem, identify a solution and go out and do it," Walker told Reuters at the National Governor's Association meeting in Salt Lake City.

"I don't think we built enough of a political case, so we let ... the national organizations come in and define the debate while we were busy just getting the job done," he said.

Walker has argued the state's agreements with public sector workers were unaffordable, and said his moves had helped prevent layoffs of middle-class workers.

Groups from outside Wisconsin lent support to both sides of the controversy, and are providing funding to recall elections sparked by the political sparring.

Six Republican senators who supported the anti-union measure, and three Democrats who opposed it, will be forced to defend their seats in August elections after recall petitions were signed by thousands of disgruntled voters.

Democrats say they will also seek to recall Walker, who was elected last fall and can't be removed until he has served a year in office, in 2012.

If Democrats gain just three of the seats at stake in the special summer elections, they will take control of the upper house and have a better chance at thwarting Walker's far-reaching legislative agenda, which includes measures to trim government spending and programs.

However, Republicans will continue to have a majority in the lower house, or Assembly.

"If the Republican candidates are outspent two to one, it's pretty difficult," Walker said of the recall effort.

"Conversely, if things end up being relatively even and the message gets out," the party will have a better chance of prevailing, he said.

Walker said he did not plan to campaign in the contested districts.

As for his own political prospects, Walker said many Midwestern governors are also suffering low poll numbers, and each of them will be judged on whether voters see improvement in the economy. (Additional reporting by James B. Kelleher in Chicago; Editing by Jerry Norton)

Americans oppose weakening the bargaining rights of public employee unions by a margin of nearly two to one: 60 percent to 33 percent.

Scotty Walker made a big mistake taking the unions on. Democrats took two R seats. His polls are in the tank and he may lose his job. 3 other Govs backed away from union issues; Mitch Daniels, Snyder in Michigan and Rick Scott in Florida.

No matter how many rant about unions, it's obvious that workers do not want to lose their union bargaining rights. Solidarity!

As a Wisconsinite I see Walker as the worst governor we have ever had. He has divided the state, refused to compromise, used dirty tricks, and locked people out of the political process in Wisconsin. I vote RECALL WALKER!

Taking freedoms, what is left of them, is never a good idea. Where in the world did you hear that the government is like a business. It is not a function of the gov to make a profit. It is a function of the gov to spend the money we give you to take care of us wisely. Taking care of us. You are not the boss of us. We do not work for you. Your entire function is to work for us.

Guess what though? the school districts that went along with the proposal didnt have to lay off teachers. The ones where the unions had their way did have to lay off teachers.

So here is his political case. Wisconsin children were growing up educated and looked to be a threat to low wages. Why not destroy the education system in Wisconsin while farming work overseas and paying insane untaxed bonuses to the wealthy for doing so? Why should unions, the middle class, the retired and the sick get in the way of that dream?

The political case is, the wealthy and special interests donate the most to my campaign, so they are the only ones that count. Whee! I'm for sale to the highest bidder!

"like the head of a small business"? What he should have correctly said is "like the head of a multinational corporation, I have decided to pay us executive types, and our sponsors, exorbitantly while balancing the books on the backs of our employees" .

Elections are a bit like collective bargaining. It appears that Walker will soon realize
that he "bit off more than he could chew" and will soon be on the losing end of that
bargaining/voter process. If instead he had focused on saving money from all venues including
higher taxes on the wealthy he would be very popular now. The bargaining process is
a give and take situation and he could have be rigid about holding benefits firm or reducing some benefits. He too is a government worker and enjoys a state paid health insurance
package. Perhaps he could have started the process by reducing his own benefits.

He didn't make a mistake, he sat down with his advisors and choose a path that didn't work and inflicted pain and monetary loss on thousands of people.. he deserves to be fired for abuse of power..
