Starlipers solution includes the name of Arthur Allen Leigh, but Leigh was cleared after a DNA sample did not match him.

the circle 8 balls are the eights, they are all vowels
only the T in inverted all other letters are correct

the "My name is" cipher = A E N (+) 8 K 8 M 8 T N A M

cipher = A E N (ZODIAC) O K U M E T N A M

unscrambled cipher = zodiac aka a monument
aka = also known as

the "My name is" cipher = My name is zodiac aka a monument

A monument is what? Something created to commemorate a person or important event.
An Icon to show gratitude to the dead.

If you are a monument you are grateful to the event or the deceased or The Grateful Dead.

ie My name is zodiac aka the Grateful Dead

I grew up in the bay area during those years, and remember how everyone lived in fear of the "Zodiac Killer".
There was a home with floor-to-ceiling windows, which jutted out from the foothills overlooking our street in San Jose.. We neighborhood kids used it as a scare tactic amongst ourselves: "The Zodiac killer is watching you!!" We were always warily watching that house, and speculating as to whom he was "watching" on any given day. Very vivid memory for me...

It contained a misspelled message in which the killer claimed to be collecting slaves for the afterlife.
