Cut, Cap And Balance Act: Senate Votes Against Tea Party-Backed Debt Ceiling Bill

WASHINGTON — House Speaker John Boehner abruptly broke off talks with President Barack Obama Friday night on a deal to make major cuts in federal spending and avert a threatened government default, sending already uncertain compromise efforts into instant crisis.

Within minutes, an obviously peeved Obama virtually ordered congressional leaders to the White House Saturday morning for fresh negotiations on raising the nation's debt limit. "We've got to get it done. It is not an option not to do it," he declared.

For the first time since talks began, he declined to offer assurances, when asked, that default would be avoided. Moments later, however, he said he was confident of that outcome.

At a rebuttal news conference of his own a short while later in the Capitol, Boehner said, "I want to be entirely clear, no one wants default on the full faith and credit of the United States government, and I'm convinced that we will not."

The two men offered sharply different accounts of the compromise efforts so far and who was at fault for the collapse.

"I've been left at the altar now a couple of times," Obama said wryly.

"It's the president who walked away from his agreement," Boehner contended.

The speaker said Obama wanted higher taxes and not enough spending cuts.

The president countered that he had offered an "extraordinarily fair deal" that totaled $2.6 trillion in spending cuts and $1.2 trillion in additional revenue.

Strikingly, the two sides had agreed on two highly controversial changes, according to aides on both sides of the talks. One would raise the age of eligibility of Medicare gradually from 65 to 67 for future beneficiaries, while the other would slow the increase in cost-of-living raises in Social Security checks.

Given that accord, it seemed likely those agreements would be among many carrying over to the broader meeting Saturday morning and beyond.

Barring action by Congress by an Aug. 2 deadline, the Treasury will be unable to pay all its bills. Officials say a default could destabilize the already weakened U.S. economy and send major ripple effects across the globe.

Even by the recent standards of divided government, Boehner's decision triggered an extraordinary evening in which first the Democratic president and then the Republican speaker maneuvered for political position on an issue of enormous national import.

Unspoken, yet unmistakable in all the brinkmanship was the 2012 election campaign, still 18 months away, with the White House and both houses of Congress at stake.

In a letter circulated earlier to the House Republican rank and file, Boehner said he had withdrawn from the talks because the president wanted to raise taxes and was reluctant to agree to cuts in benefit programs.

The disconnect was "not because of different personalities but because of different visions for our country," he said, and he announced he would now seek agreement with the Democratic-controlled Senate.

Obama was having none of that, announcing instead a morning White House meeting where he said he expected to hear proposed solutions from the top leaders of both parties in both houses.

"One of the questions the Republican Party is going to have to ask itself is, `Can they say yes to anything?'" Obama said.

The president avoided direct criticism of Boehner, although he did mention that his phone calls to the speaker had gone unreturned during the day. Administration officials said the president had tried to reach Boehner twice over two days. Asked about the spurned calls, Boehner said he didn't think his relationship with Obama had been "irreparably damaged."

He said he would attend the Saturday meeting at the White House.

Private, sometimes-secret negotiations had veered uncertainly for weeks, generating reports as late as Thursday that the two sides were possibly closing in on an agreement to cut $3 trillion in spending and add as much as $1 trillion in possible revenue while increasing the government's borrowing authority of $2.4 trillion.

That triggered a revolt among Democrats who expressed fears the president was giving away too much in terms of cuts to Medicare and Social Security while getting too little by way of additional revenues

"Failing to raise the debt ceiling would do irreparable harm to our credit standing, would undermine our ability to lead on global economic issues and would damage our economy," former Treasury Secretary Henry Paulson, a Republican, told reporters during the day.

Current administration officials and Federal Reserve Chairman Ben Bernanke have said much the same thing for weeks – while gridlock persisted in Congress. Bernanke met with Treasury Secretary Tim Geithner during the day to discuss "to discuss the implications for the U.S. economy if Congress fails to act."

Obama said his only requirement for an agreement was legislation that provides the Treasury enough borrowing authority to tide the government over through the 2012 election.

Senate Majority Leader Harry Reid, D-Nev., agreed in a written statement, saying a shorter-term extension was unacceptable.

His counterpart, Senate Republican leader Mitch McConnell supported Boehner for "insisting on reducing spending and opposing the president's call for higher taxes on American families and job creators."

Not for the first time, he said, "it's time now for the debate to move out of a room in the White House and onto the House and Senate floors."

The two Senate leaders will be among the lawmakers at the White House meeting called by the president, presumably joined by Boehner and Rep. Nancy Pelosi, the House Democratic leader.

At the same time Obama and Boehner sought to define the clash to their political advantage, their aides provided details of the abortive talks.

Republican aides said Obama has upped his demand for higher taxes during the week, in the wake of a proposal by the bipartisan "Gang of Six" in the Senate. The group called for an overhaul of the tax code that would increase revenue by $1.2 trillion over a decade.

Additionally, the aides said the two sides were not able to bridge their differences over the triggers designed to force Congress to enact both tax reform and cuts to Medicare and other benefit programs by early next year.

Yet aides on both sides said the negotiations had yielded agreement for cuts of $250 billion from Medicare. Obama said Medicare, Medicaid and Social Security combined would have accounted for $650 billion.

An additional $1 trillion or slightly more would come from hundreds or thousands of government programs that are funded annually. Assumed savings from the end of the wars in Iraq and Afghanistan totaled another $1 trillion.

The developments occurred hours after the Senate had rejected a House-passed bill that would have raised the debt limit in exchange for spending cuts of an estimated $6 trillion and a vote in Congress to send a constitutional balanced budget amendment to the states for ratification.

Cut for sure but make sure corporations are paying their fair share,let the Bush tax breaks expire and we could balance the budget easily....but the whiners who cannot see any tax increases are not thinking straight....when you are in trouble with your home finances you first cut expenses and then also try and increase your income with a second job for instance or other types of things that bring in more revenue...its the only way to truly get yourself out of debt and stay out of debt!!!

This pretty much sinks Boehner as Speaker.

It's gonna be pretty tough for him to accuse Obama of lack of leadership when he can't get his own party together to back his bill. Look for Canter to take over in a Tea Party backed coup.

BUDGET was to be issued by September 2010 -

for the expected October 10, 2010 budget.

This is how long this business about the budget has been hanging......now with an August 2, 2010 - almost ONE YEAR later.

Obama, Pelosi and Reid obviously did not expect the shellacking - during the midterms - that would have had the democratic party still dragging their feet - and not issuing a balanced budget - for TWO Years - so that the high costs - and damages - of Obama's WASTEFUL SPENDING would not become known to the American people.

Ive heard that the upper 1% or so of income earners pay >20% of income taxes---TS baby!!

Ive also heard that ~50% of wage-earners pay NO federal income tax!!! WHAT KIND OF LIE IS THIS?? if, for example, the bottom 40% of wage earnersinvest 40% to the governmen --how is THAT a LIE!!!@! We need to pay our FAIR share--and I am certtain that, just like every energy producing corrporation that pays royalties to our gov--- and just like EVERY corporation is supposed tro pay their FAIR (????&)% of profits??), everyone is paying taxes proportional to their wages!!!

If they are NOT then the president needs see that everyone -pays taxes proportional to their income!! as for the "poor", I am pretty confident from the posts on THIS website that the "poor" are being disproportionately TAXED!!

A friend told me that his family was going to be taxed on their earned income tax credit--and was PROUD that they could contribute to the nations coffers!! I am certain that EVERY American feels that they too, should be contributing proportional to their income--with no "benefits" to either the so-called rich or poor!! We are ALL EQUAL when debt is an issue!! As mr obama has aid, we must ALL bear some pain!!

Personal Income tax is but small percentage of Fed. Revenue. An you might consider that the top 400 people have more than the bottom 60%. And the top 1% actually has more than the bottom 90%. That is beyond unfair. The wage and wealth discrepancy is worse than some of the "Banana Republics".

Since trickle down econ. was introduced by Reagan (it is btw no longer supported by David Stockman Ronnies former budget secretary who came out against it publicly this year) we have been embroiled in a class war aimed at the poor, the middle class, and the elderly.

The working people are having trouble now, putting gas in the vehicle to go to work, food in the stomach to make it through the day, and alot have already lost the homes they laid their heads. Now you want to take more away. It is time to realize the government individuals are getting over paid and the working laborers are being taxed way too much now. Start cutting the income of the Presidents would save the American people alot of money. Not to mention all the other government individuals that are no longer in office yet our taxes go to paying for them.

Unfortunately, Obama's PARTISAN "bi-partisan" summit meeting on healthcare reform - was a clear reflection of how Obama deals when at the table - sort of an embarrassment for office of POTUS = the way in which he disrespected everyone - and televised it - for all the world to view - including the American people.

But considering how he planned his PARTISAN "bi-partisan" summit meeting on healthcare reform, that type of behavior was expected - esp when he had only informed Republicans about the meeting - one hour before announcing it to the media - thereafter refusing to respond to calls or letters sent to the White House - inquiring into the scheduling, what would be discussed, the identities of the parties invited to the PARTISAN "bi-partisan summit meeting on healthcare reform.

Scheduling a press conference to announce to the media - a "bi-partisan" summit meeting on health care reform was scheduled - gave the false impression that he had been interacting with Republicans to schedule the meeting and the topics of discussion.

This is the reason why American people have lost faith in obama - by the time of his numerous public addresses over Raising the Debt Ceiling - giving a one-sided version - and what is actually on the table - in the conferences that he refuses to allow to be televised.

Republicans wanted debt ceiling conferences televised.

Why wouldn't Obama do it - ?

Instead, they voted to table it. Tabling just sets the legislation aside for consideration later. Later,in this case, means like when hell freezes over. No debate is permitted on a vote on tabling. Senate Democrats can then say with a straight face to their constituents that they woulda voted for it, but it never came up for a vote.

Therefore, US Senator Harry Reid LIED - AGAIN - intending to deceive the American people - when he said it was DEAD, DONE.

His comment is also an admission to stalling the legislation through procedures - and obstructing debate - besides the vote.

Now I can see why the people of The State of Nevada requested term-limit legislation - to get rid of Harry Reid.

Jimmy Carter was not a great president but he said one big truth; "We need to sacrifice to make a better nation." Then Reagan came along degregulated the banks and said that no one has to do without. The 80s were the me generation and it only got worse. This country seems to think we don't need to sacrifice at all to make things better but we do. We do need to pay more taxes they are too low, Rich people don't need that much money and cut defense, we don't need an Empire. Is simple scrifice or die slowly. If you leave it to the GOP we will all starve soon.

What on earth are you getting these thoughts from? Who are you to say how much money people are enitled to?

Taxes here are not too low, if anything, 45% of the population is taking money and handouts from us, but paying no taxes or contributing nothing to society. Further, 25% of the productive citizens pay an incredible 86% of all taxes ... way, way too much. And our corporate tax rate, at 35%, is the highest in the world, and part of the reason that many business take money and jobs overseas.

When President Reagan took over, following another failed democrat presidency, the unemplyment rate was 9.2% (the rate it is now under the failed Obama regime). It took several years of fighting a democrat congress, and a series of tax cuts, but Presient Reagan brought the unemployment rate down to 5.1%.

The Republican are the only party truly fighting to protect our nation and the working people.

hey mustang a lot of corporations and the ultra wealthy and doing very well and making huge profits. the tax rate is as low as its been for sixty some odd years and remember Regean raised taxes and quadruped the deficit. the economy was strong under Bill Clinton who left a surplus for George Bush to squander, the GOP is ruining america and everyone knows it.
