WASHINGTON (AP) -- Huge increases in deportations of people after they were arrested for breaking traffic or immigration laws or driving drunk helped the Obama administration set a record last year for the number of criminal immigrants forced to leave the country, documents show.

The U.S. deported nearly 393,000 people in the fiscal year that ended Sept. 30, half of whom were considered criminals. Of those, 27,635 had been arrested for drunken driving, more than double the 10,851 deported after drunken driving arrests in 2008, the last full year of the Bush administration, according to Immigration and Customs Enforcement data provided to The Associated Press.

An additional 13,028 were deported last year after being arrested on less serious traffic law violations, nearly three times the 4,527 traffic offenders deported two years earlier, according to the data.

The spike in the numbers of people deported for traffic offenses as well as a 78 percent increase in people deported for immigration-related offenses renewed skepticism about the administration's claims that it is focusing on the most dangerous criminals.

President Barack Obama regularly says his administration is enforcing immigration laws more wisely than his predecessor by focusing on arresting the "worst of the worst." He promised in his 2008 presidential campaign to focus immigration enforcement on dangerous criminals. As recently as May 10, Obama said in a speech in El Paso, Texas, that his administration was focused on violent offenders and not families or "folks who are looking to scrape together an income."

Most of the immigrants deported last year had committed drug-related crimes. They totaled 45,003, compared with 36,053 in 2008. Drug-related crime – described as the manufacture, distribution, possession or sale of drugs – has been the No. 1 crime among immigration for years. Drunken driving was third in the number of offenses last year.

An undocumented immigrant from Bolivia, Carlos Montano, is awaiting trial in Virginia on charges of involuntary manslaughter in a drunken driving incident that killed Benedictine nun Denise Mosier and injured two other nuns. The case fueled national debate over deportations of criminal immigrants because Montano had two previous drunken driving arrests, in 2007 and 2008. He was not held by ICE or deported after the arrests. An ICE report concluded that new federal immigration policies would have prevented Montano's release.

But the rise in traffic offenders in the deportation statistics and in some other categories worries immigration advocates, particularly because traffic stops are largely made by police, sheriff's deputies and state highway patrol officers. Local law enforcement has become more involved in immigration enforcement because of new programs that encourage it.

Officers "are using their new authority to remove as many unauthorized people from their jurisdictions as they can, and that frequently means going after traffic violators instead of serious criminals," said Muzaffar Chishti, director of the Migration Policy Institute's office at New York University Law School. The institute is a Washington-based think tank on migration.

Homeland Security Secretary Janet Napolitano noted that most people in the United States are arrested for misdemeanor offenses. But she told the AP that the percentage of felons deported will change over time.

"The more serious offenders are still in prison," she said in an interview Thursday. "We're not going to see them reflected in the numbers until we can begin to remove them."

The issue is one Obama is trying to carefully navigate in his bid for a second term as he relies on the record deportations numbers to bolster his tough-on-enforcement stance while trying to convince immigrant and Latino voters he deserves more time to get a comprehensive immigration bill through Congress.

Marshall Fitz, immigration policy director at the liberal Center for American Progress think tank, said some of the people being counted as criminals have committed traffic violations that would usually draw a traffic ticket. But when the driver can't produce a valid license, the officer pursues questions about immigration status.

Undocumented immigrants caught in traffic stops often are pressured into signing an agreement to leave the United States and to pay a fine or somehow acknowledge responsibility for the traffic offense and thereby end up in the statistics as criminals even though they never went to court, Fitz said.

Kumar Kibble, Immigration and Customs Enforcement deputy of immigration, said in some cases people picked up on traffic offenses are found to have committed other crimes. But ICE attempts to categorize each deported immigrant in its statistics based on the worst crime in the person's record. ICE says the statistics involve only people who have been convicted of a crime.

Darrel Stephens, executive director of Major Cities Chiefs Association, an organization of sheriffs and police chiefs, said the data show ICE is deporting criminals. He noted that even though traffic offenses have more than doubled, they are just 7 percent of the total criminal deportations. Meanwhile, dangerous drugs and drunken driving deportations comprised 23 percent and 14 percent of the criminal deportations, respectively.

The drunken driving deportations are particularly important, he said. Fatal drunken driving accidents involving undocumented immigrants often cause outrage in communities where they occur.

"That's a crime that people look at in a very serious way right now," Stephens said.

There are an estimated 11 million people in the country illegally, 7 million to 8 million of whom are believed to be adults.

Kibble said the numbers show his agency's system of giving priority for deportation to people who pose a public threat is working. Last year, 36,178 criminals were deported as a result of the Secure Communities program, now in place in more than 1,400 jurisdictions, up from 14 in 2008. It's expected to be in more than 3,000 jurisdictions nationally by 2013.

Secure Communities is the Homeland Security Department's system of identifying immigrants for deportation through fingerprints taken by local officers when booking people on criminal charges. The local law enforcement agencies routinely send the prints to the FBI for criminal background checks. The FBI shares the fingerprints with Homeland Security to look for potentially deportable immigrants, who can be in the country illegally or legally.

"The numbers are going in the right direction," Kibble said.

Actually in 2008, 369,221 illegals were deported according to ICE. 2009 deportations of 387,790 is a 5% increase....not exactly a number that 'far exceeds'.
In the 4 months into 2010 deportations were running 20% below last year. This reflects Obama's orders to ICE be more selective, and to only enforce some of the federal laws.

The unemployment rate is over 9% and the under employment rate is near 20%.

Too many people chasing too few jobs.

ALL ILLEGAL ALIENS should be deported! Just being here is a crime! We are spending BILLIONS of tax dollars on them - we need that money for our own CITIZENS and LEGAL immigrants!

The argument that "we need to focus on serious criminals" is the same exact argument Wall Street made for ignoring Wall Street crime. The business community is the main supporter of immigration (legal and illegal) because they want to keep labor prices down. More workers means lower wages.

I worked for a small business that did exactly that -- he hired illegal Mexican workers, eventually paying them illegally, nothing taken out in taxes, FUI, SUI, SDI. The owner was even sent a letter from Social Security dept asking for help in tracking down these illegal workers because they'd used fake SS #'s to get hired. He responded by telling the govt they no longer worked there and had no idea where they were, all while keeping them on staff. He concocted a different way to pay them by paying all their salaries in one check to a fake company name, and one of them would cash the check in that name and disburse the money to all the rest. Saved him money, they did work nobody else would do, never called in sick and worked like dogs with 12-14 hour days not uncommon.

The owner is a conservative republican devout "christian" who actually drives around with his bible next to him in the front seat. God fearing law breaker. Without their illegal labor, he would have to compete fairly in the marketplace by charging market prices for his product instead of undercutting the competition, laughing all the way to the bank. And you can bet he is as loud as the next one when it comes to preaching about "illegal immigrants" stealing American jobs. It is crooks like these who are actually succeeding at pulling the wool over the eyes of the public. And he's still doing it.

Deportation, especially of criminals is fine, but without border security, one has to wonder how many of these "criminals" were deported before and are repeat offenders..maybe even multiple repeats. Deportation works only when the inflow is stopped...or at least, slowed down. The ones being deported know the tricks for getting in, so they will do an about face and be back for another five years before being deported again. The Government must enforce border security with high fences and guards....not rhetoric and signs warning Americans that it is not safe to travel near the borders of their own country. The fact that Bush didn't enforce the borders either doesn't make it okay for Obama to do the same...sorry...one of these guys better start taking charge and leading our country instead of continually pointing to the past and saying "Bush did it!

High fences and security - sounds a bit like the Berlin Wall. Just saying. Be careful what you turn your country into because a select group of people with an agenda wants to pray on your fears.

They are very few people in the Western Hemisphere, from North America to the Caribbean that cannot claim some form of immigrant heritage.

The law is clear concerning illegal immigration,it's due to past elected officials who did not do their job that we have an illegal alien problem today. I guess President Obama is damned if he does, damned if he doesn't .This American Black man thanks him. Immigrate legally we welcome you with welcome arms, enter illegal you will be deported. That is the law. The only people who complain about our immigration policy are the folks who don't use it. Immigrating any where is a privilege, not a right.

We cannot arrest and imprison American citizens (majority young Black males) for crimes and give illegal aliens a pass. Violating the law is violating the law. We have an immigration system that allows approx One Million people to legally immigrate into America annually.If they can do so, then so can all others. Immigration is privilege not a right. And when those young black males are expected to get up every morning and WORK at those jobs they claim the immigrants "stole" from them,they'll just whine,roll over and go back to sleep.Maybe if they had half the determination and work ethic that most immigrants have,the prisons wouldn't be so full of them.In my state,farmers who lost most of their immigrant workers have already tried a program in which parolees were allowed to do the work,and guess what?All of them walked off the job and complained it was too hard.No surprise.They didn't want a chance when offered them,a chance that immigrants risked their lives coming here for.

There is a simple reason for Obama to deport large numbers of illegals - large numbers as far as his predecessors are concerned anyway.

He wants amnesty. He has made it no secret that he want this. He may call it a pathway to citizenship or comprehensive reform but it is amnesty - period. By doing so many deportations and also claiming the border is secure (as Napolatano has claimed) he is setting the base for amnesty. His claim will be no further enforcement is needed since he has things under control so amnesty is needed to solve the problem of what to do with the illegals here.

He uses phrases like "looking for a better life" "hard working people" "can't deport 12 million people" "nation of immigrants" "deporting them would rip families apart" etc. They are all designed to elicit sympathetic feelings for illegals. But his real goal is to satisfy his corporate campaign contributors. They want low wages. They want an overabundant supply of cheap labor. They want amnesty.

He won't ever tell the people we've already had 7 amnesties. He won't tell you the problem grows after each one. He won't tell you about the costs to our social programs of having millions of high birth rate and low wage people suddenly being able to use them all. He won't tell you how SS can survive in 20-30 years when they start collecting far far more then they paid into it.

I'm not bashing him any more then I did Bush. They are both bad on this subject because they both bow to the big business, chambers of commerce and wall street journal who all want amnesty and increased legal immigration. All during a time of record unemployment. Anyone who doesn't think labor is a supply/demand commodity needs to go back to school.

I don't see them rushing to deport all the "mail-order brides" from Russia and Ukraine and Slovenia,most of whom enter the country illegally,but get to stay because they marry old rich white men.If illegal immigration was the problem,the Slavic mail-order brides would have to go too,but it seems they have no problem with any European immigration,legal or not.
