Obama Holds Debt Ceiling Town Hall At University Of Maryland

COLLEGE PARK, Md. -- Less than two weeks away from the deadline for an unprecedented government default, President Barack Obama sought Friday to pressure House Republicans to come around to a deal that he insisted must include new taxes as well as unpalatable spending cuts.

At the same time, even with no clear end in sight to negotiations that have dragged on for weeks, the president asserted that the U.S. has never defaulted on its debt and won't do so now.

"The United States of America doesn't run out without paying the tab. We pay our bills. We meet our obligations," Obama said at a town hall meeting at the University of Maryland, College Park.

Arguing that the American people as well as many in Congress are on board with his approach of mixing higher taxes for some with steep spending cuts, the president said, "The only people we have left to convince are some folks in the House of Representatives and we're going to keep working on that."

House conservatives have resisted higher tax revenues and some Democrats have come to fear Obama would give ground and agree to a deal with spending alone. Obama made clear that taxes needed to be in the mix.

"If we only did it with cuts, if we did not get any revenue to help close this gap between how much money's coming in and how much money's going out, then a lot of ordinary people would be hurt and the country as a whole would be hurt and that doesn't make any sense. It's not fair," Obama said. He said he was prepared to make cuts he didn't want to make – including to Medicare and defense – and that others needed to give as well.

"This isn't about punishing wealth, it's about asking people who've benefited the most over the last decade to share in the sacrifice," the president said, contending that his approach "isn't just some wild-eyed socialist position, it's the position being taken by people of both parties and no party."

Friday's town hall meeting was Obama's first foray this month outside what he calls the White House "bubble," where he's been occupied with near-daily negotiations with congressional leaders on getting a deal to raise the debt limit. The deadline is Aug. 2, and if an agreement isn't reached by then, administration officials and outside experts warn of financial chaos that could reverberate around the globe and affect the fragile economic recovery at home.

Obama sought to add urgency to that deadline, telling viewers how it would impact them, in higher interest rates and difficulties for businesses that could keep them from investing and hiring. Shortly before he spoke the Senate voted down a House-passed plan to enact steep spending cuts and require a balanced budget constitutional amendment as the price for raising the debt limit.

In behind-the-scenes talks Obama continues to reach for a "grand bargain" of up to $4 trillion over a decade, including some $3 trillion in cuts and $1 trillion in new taxes. Even though he's working with House Speaker John Boehner, R-Ohio, on the approach, it's not clear whether it will find enough support in Congress to pass – or at least to pass in time.

In response to a question from a member of the university audience, Obama made a lengthy pitch Friday for the virtues of compromise – something that has seemed hard to find in the debt limit debate.

"This notion that somehow if you're responsible and you compromise that somehow you're giving up your convictions, that's absolutely not true," Obama said, blaming gerrymandered congressional districts among other factors for the problem, saying many lawmakers feel that making political accommodations with the other side in Washington can end up causing them to be challenged in their own parties for re-election at home.

A man who said both he and his brother have cerebral palsy pressed Obama to protect services for people with disabilities in any debt deal. Obama agreed with his questioner, saying that not providing such services will make people less self-sufficient and more reliant on government in the long run. "That doesn't make any sense," Obama said.

He also dismissed a strategy promoted by some liberals as a possible solution, the notion that the constitution might give the president the ability to proceed unilaterally in raising the debt limit without congressional approval.

"I have talked to my lawyers, they are not persuaded that that is a winning argument," he said.

The 14th Amendment states that the "validity of the public debt... shall not be questioned," language that some scholars claim gives the president the authority to increase borrowing authority on his own.

Obama's answer Friday suggested for the first time that he had actually considered the issue. Two weeks ago, Obama said, "I don't think we should even get to the constitutional issue."

Obama does not want to cut spending and just wants the debt limit raised and taxes increased so that he can just keep borrowing and spending at his insane level. He personally has increased the national debt by over 4 Trillion dollars in just 30 months. No other President in our history has increased the debt this much...ever. Even now, the amount of cuts being discussed are only cuts in the planned increase in the spending planned over the next 10 years, not any cuts in the current levels of spending. It is insanity at work. All of our "leaders" in Washington are actually "kicking the can down the road", it is just a matter of degree. The only serious action taken so far to get at the root cause of our financial mess is the CCB legislation passed by the House.

Obama says 'I will not rest until everybody has a job, until there's a chicken in every pot--no, make that TWO chickens--and there's a big screen TV in every room in every house in the country."

What I think he means is that "The beatings will continue until morale improves."

Something like that.  He's gonna hammer the country with more regulations, more rules, more attacks, veiled or overt, on the corporations and businessmen, and more threats of taxes and more stealth taxes.  I do not think morale will improve until he's out of office.

Yes, they do. But the Republicans will not budge on that. What do you expect Obama to do? In any case, any cuts to SS and Medicare can always be restored once Democrats retake the Congress in 2012. But tax cuts to the rich would be a much more difficult hurdle, since the rich are ruthless.

There's a lot of waste in those programs. Also, with people living longer, anyone under 40 will be healthy enough to work three more years. SS payments only cover 7 years of retirement; the rest is government fed. That means most people get the money back that they invested in 7 years.

I am willing to compromise on that, but not ruin SS & Medicare, which is what Repubs want to do,. They want to destroy it so that they can blame the president.

While it is true that people are living longer, that applies to the upper income demographic only - not the working man, as Paul Krugman has pointed out in a previous column. Social Security has nothing to do with the current deficit and the problem isn't the rising cost of Medicare but the rise of the cost of health care in general. I don't want SS or Medicare destroyed by Republicans or anybody else, including The Third Way, which Obama has bought into.

Search for town halls on c-span.org or white house's website and you'll see all the videos you missed, that you didn't think happened.

Actually, before the Bush tax cuts, the debt was estimated to be completely paid off by 2012. Not so much now, and given that those tax cuts are seen as such an important issue to most conservatives (to some worth letting the nation default on debt), I'd say they're the source of the problem in the first place.

Because the CBO, upon being given parameters that say the debt will be paid off by 2012, states that with the info given, they project the debt will be paid off by 2012, it does not follow that they are correct.
When the democrats gave the obamacare parameters that showed it would save money, many were astounded that obamacare would save us money!
But enough of going down your tangents...
The Bush tax cuts, the obama tax cuts and the exploding national debt have nothing to do with the republican freshmen in congress. They are driving the attention that the debt is receiving. So while you may freely state ...'they're the source of the problem in the first place. ...', that silly thought only highlights how little consideration you have given to the issue.

Re.th.ug.s already tested their theory before during the Bush Tax Cut extensions that occurred in late 2010. They now believe that as long as the POTUS cares more about the nation than they do, then the corporate puppeteers will not have to stop until all our nations' inhabitant­s are en.sla.ved or beholden in one sense or another.

The rich (job creators?)­, some american/s­ome foreign, seem to have a fallback plan as well with more than $2T in reserve. For Instance: If we default, the uber- rich can buy up our debt as other nations decide to cash it in........­­they would then own even more of America than they already do, as foreign investors jump ship. In this instance, if they can buy up all treasuries then they stand in the same position they are currently pushing for (in less time).

Not one for cons.pirac­y but I do pay attention and no matter what occurs the damage has already begun with the games being played, its just a matter of how much.

Mr Obama, here is waht I will agree to: Close down the southern border and have the IRS start investigating eveyone on the SSI and Medicare roles to verify they are entitled to it. If they haven't paid in, they don't deserve to get it. Freeze everything in the Federal government, to include salaries, bonusus and benefits until cut, cap and balance is passed. Reduce all departments of the Federal government to pre-2000 levels. Stop all foreign aid immeditely, and move towards repealing NAFTA. You'd be surprised at how much money you can save by doing these simple things.
