DADAAB, Kenya (AP) — Famine in Somalia will soon expand to more areas as insecurity in the Horn of Africa country has prevented aid from reaching more than 2 million Somalis in need, the head of the World Food Program said Saturday.

The U.N. fears tens of thousands of people already have died in the famine, which has forced Somalis to walk for days in hopes of reaching refugee camps in Kenya and Ethiopia. Mothers have been forced to leave behind their weak children to die during the long treks.

WFP executive director Josette Sheeran visited Kenya's Dadaab refugee camp where tens of thousands of hungry Somalis have fled in recent weeks. Sheeran met with hungry mothers and assured them the WFP would make it a priority to get nutrition to their kids. The aid agency, however, can't reach 60 percent of the 3.7 million Somalis in need because of the actions of the militants in Somalia, she said.

"We will be working hard to step up our activities inside Somalia when we have access," Sheeran said.

Kenya leaders told Sheeran they fear an expanding and permanent refugee population.

"It is the goal to allow people to remain at home. If they don't have food they won't remain at home," Sheeran said.

Earlier this week the U.N. top official in charge of humanitarian aid in Somalia said parts of Somalia are experiencing famine.

Mark Bowden said the southern Somali regions of Bakool and Lower Shabelle regions are suffering from famine. WFP estimates more than 11.3 million people need aid across drought-hit regions in East Africa.

The drought has created a triangle of hunger where the borders of Ethiopia, Kenya and Somalia meet.

The majority of those affected live in pastoral communities whose herds have been wiped out because of a lack of water.

Abdi Kadir Mohammed, 33, a teacher in the town of Garissa where WFP has set up a food site, said that most of the nomadic community there had lost many animals which are their source of livelihood.

"The people around here depend on the animals. They don't have a bank account. They don't even know what one is," he said.

The U.N. refugee agency said in a report Saturday that some 13,000 tents need to be shipped to the Ethiopian refugee camp of Dollo Ado to provide emergency shelter for up to 65,000 people due to the high influx of Somali refugees.

The camp has a total nearly 114,500 Somali refugees.

Somalia has been mired by violence since 1991. Militants attempting to topple Somalia's weak U.N. backed government control most of southern and central Somalia.

Al-Shabab, the most dangerous militant group in the country, has said it will prevent international aid workers from operating in the country. The group had banned aid agencies in 2009, fearing the groups could host spies or promote an un-Islamic way of life.

Earlier this month, al-Shabab appeared to indicate it would soften its stance amid the hunger crisis. However on Thursday, spokesman Sheik Ali Mohamud Rage said aid agencies the group had previously banned are still barred from operating in areas under its control. He called the U.N.'s declaration of famine in parts of Somalia this week are politically motivated and "pure propaganda."

The renewed threat from al-Shabab means only a handful of agencies will be able to respond to the hunger crisis in militant-controlled areas of southern Somalia. And the largest provider of food aid – the U.N. World Food Program – isn't among those being allowed inside.

The Somali Prime Minister said Saturday that getting aid to those in need is a priority. He spoke after the Somali parliament overwhelmingly approved a new Cabinet.

"We shall first prioritize the humanitarian issue and how we would be able to receive aid for our people to save them," said Abdiweli Mohamed Ali.

Canada alone is wasting 50 million on this lost cause. That's 5o million divided by 12 million people ! Making each of these Africans worth 4.17 million a piece. They are all millionaires again. But can't afford a bottle of water. Or capable of doing a thing for themselves. Wait till I do the math on what the WORLD Again donates to this lost cause. And STILL they can't afford a bottle of water ? Or support themselves/children in any way possible. And what is a Canadian/USA dollar worth there against their currency ? And Canadians/Americans are homeless, foreclosed, jobless by the thousands in every town, city, and village. Can't afford rent & food. Either or both ! And the elderly & veterans ? Natives ? ? But the minorities here and in Africa are millionaires.

Please, please, someone in authority discuss the importance of the prevention of the next unbearable tragedy.

That can only be done by bringing the population of people and animals on the land in a balance with the carrying capacity of the land.

That is not to deny the present necessity to feed the hungry.

There we go! Well said, forsure. I'm not an expert on this issue, but if there is no initial aid, we cannot create an economic, social and environmental context in which Somalis can thrive and/or overcome their current and future crises.

Everyone always has something smart to say when it comes to such issues, but they never seem to take a moment and reflect on the impact of their words. For once I would ask you to calm down with your hate, start to be thankful for what you have (I mean you are able to access internet for God sake). You are demonizing children that have had nothing to do with Black Hawk Down. Furthermore, those involved in the brutality towards those US soldiers are not the same people dying from hunger. Those were a brutal group of thugs who terrorized not only those soldiers but their own people. Somalis don't want Al-Shabaab or any other brutal dictator. These women and children dying from a severe drought, persecution from thugs and constant foreign intervention and bombings would NEVER wish the same sort of harm or hateful words on you. To be able to call your fellow humans as animals and undeserving of your help is alarming. If famine does not break your heart or make you want to help those in need (even if it means donating a $1) then I pity you. This is the second article on HUffpo that has shown a number of heartless comments. I don't know who hurt you or made you think that you are superior to those suffering.

It's not about "hurt" or "suffering", its about a problem that the Somalis aren't interested in solving themselves. The Somalis think we "owe" them something. We don't. You can only take a horse to the water, you can't make it drink. Since 1990 what has Somalia achieved to make it more independent, self-sufficient or even less of a leech ? Nothing.
Why are India, China, Brazil etc working so hard to achieve something ? Because they give a damn about their lives and want to improve themselves, while Somalia doesnt seem to want to do that. It's impossible to help those who refuse to help themselves and therefore we shouldnt try.

Africa and the Middle East is incredibly rich in natural resources. Let them try to generate some assistance.

Saudis, Kuwaitis and other petro-sheikdoms are too busy spending billions spreading Jihadism and building mega- mosques and madrassas all over over the world.. They don't have money, or compassion enough money to help their fellow Muslims.

Your comment on natural resources is an interesting one. Yes, Africa and the Middle East are rich in natural resources, but this does not matter if there is no system for equal resource distribution. Clearly, in Somalia, this is the case in many ways. There is no doubt that the weather and drought have come into play here, but since there is no proper resource allocation, how can they possibly hope to solve anything independently?

Did anyone ever think of asking for leaders of the African Union to fork over some cash? The corrupt heads of state have hundreds of millions (if not billions) tied up in offshore bank accounts. Shouldn't it be up to those who lead the country's or rather continent itself to figure out a solution instead of receiving more handouts and money (of which they will stash away for themselves)?

Well, with the combination of massive drought, the average Somali woman having at least 6 kids and the food supply being strained globally, this was inevitable. Is it going to get worse? You bet it is and guess what - with the global population exploding in 2nd and 3rd world countries you can bet that no amount of donation food/money in the world will help save millions.

The UN recently said that there will be 10.1 billion of us in 89 years and 36% of us Africans up from 14%. They can’t feed themselves now so what kind of a world will that be?

Condoms? Without a cultural acceptance of birth control and more education on family planning, this is not even a viable solution. The most pertinent issue is immediate care and aid. While Dambisa Moyo may not agree, there needs to be immediate relief and THEN there needs to be some sort of shift in governance to establish a trade system that will help to prevent this extreme situation from happening again.

So this is ISLAMISM.
Failed states, brutal Sharia, blinkered vision, hatred for anything western including UN food aid for their starving populations, and finally, denial of the issues their two decade long civil WAR (with its desire to impose Sharia) has caused for their brothers and sisters - such as terror, displacement, starvation and an entire generation growing up imbued with excessive religious radicalism and VIOLENCE. And then the UN Human Rights Council - largely made up of religious protectionists, human rights abusers, and until recently headed by LIBYA - seems more concerned about creating resolutions against those who criticize Islam than protecting those who are coerced by Muslims enforcing their religion.

But, of course we are NOT ALLOWED to talk about this, are we? E.g., being banned from the leftist-controlled Huffington Post for bringing this up....

No, these people have clearly stated that they do not want the west nor the UN involved. Remember Black Hawk down? The entire city population rose up to vote on western involvement including the dragging of American bodies in the streets. UN aid groups were kicked out and the Islamists are not letting them back in.

These are not the whole population, you're talking about few thugs who terrorizing their nations and their own people. These hungry suffering children don't have anything to do with Black Hawk. They deserve compassion and care.
