John Boehner Debt Ceiling Speech: House Speaker Addresses Deficit Talks (VIDEO)

WASHINGTON -- House Speaker John Boehner says President Barack Obama wants a blank check from Congress to raise the debt ceiling, but that he's not going to get one.

Boehner says the solution to the debt crisis isn't complicated. He says if you spend more than you take in, you have to spend less.

In his response to Obama's televised address to the nation, Boehner gave no indication of compromise.

"Unfortunately, the president would not take yes for an answer," he said. "Even when we thought we might be close on an agreement, the president's demands changed."

The House speaker did say the U.S. cannot default. He said the crisis would be over if the Senate approves a new House Republican plan to be voted on in the House this week, and if the president signs it.

CBS News' Jill Jackson wrote in a tweet that as Boehner left the Capitol he was overheard saying, "I didn't sign up for going mano-a-mano with the President of the United States."

Obama and Boehner gave dueling remarks just about a week before an Aug. 2 deadline to raise the government's borrowing limit.

Below, the House Speaker's remarks as prepared for delivery:

Good evening. I'm John Boehner. I serve as Speaker of the whole House -- of the members of both parties that you elect. These are difficult times in the life of our nation. Millions are looking for work, have been for some time, and the spending binge going on in Washington is a big part of the reason why. Before I served in Congress, I ran a small business in Ohio. I was amazed at how different Washington DC operated than every business in America. Where most American business make the hard choices to pay their bills and live within their means, in Washington more spending and more debt is business as usual. I've got news for Washington - those days are over. President Obama came to Congress in January and requested business as usual -- yet another routine increase in the national debt limit -- we in the House said 'not so fast.' Here was the president, asking for the largest debt increase in American history, on the heels of the largest spending binge in American history. Here's what we got for that spending binge: a massive health care bill that most Americans never asked for. A 'stimulus' bill that was more effective in producing material for late-night comedians than it was in producing jobs. And a national debt that has gotten so out of hand it has sparked a crisis without precedent in my lifetime or yours. The United States cannot default on its debt obligations. The jobs and savings of too many Americans are at stake.

What we told the president in January was this: the American people will not accept an increase in the debt limit without significant spending cuts and reforms.

And over the last six months, we've done our best to convince the president to partner with us to do something dramatic to change the fiscal trajectory of our country. . .something that will boost confidence in our economy, renew a measure of faith in our government, and help small businesses get back on track.

Last week, the House passed such a plan, and with bipartisan support. It's called the 'Cut, Cap, and Balance' Act. It CUTS and CAPS government spending and paves the way for a Balanced Budget Amendment to the Constitution, which we believe is the best way to stop Washington from spending money it doesn't have. Before we even passed the bill in the House, the President said he would veto it.

I want you to know I made a sincere effort to work with the president to identify a path forward that would implement the principles of Cut, Cap, & Balance in a manner that could secure bipartisan support and be signed into law. I gave it my all.
Unfortunately, the president would not take yes for an answer. Even when we thought we might be close on an agreement, the president's demands changed.

The president has often said we need a 'balanced' approach -- which in Washington means: we spend more. . .you pay more. Having run a small business, I know those tax increases will destroy jobs.

The president is adamant that we cannot make fundamental changes to our entitlement programs. As the father of two daughters, I know these programs won't be there for them and their kids unless significant action is taken now.

The sad truth is that the president wanted a blank check six months ago, and he wants a blank check today. That is just not going to happen.

You see, there is no stalemate in Congress. The House has passed a bill to raise the debt limit with bipartisan support. And this week, while the Senate is struggling to pass a bill filled with phony accounting and Washington gimmicks, we will pass another bill - one that was developed with the support of the bipartisan leadership of the U.S. Senate.

Obviously, I expect that bill can and will pass the Senate, and be sent to the President for his signature. If the President signs it, the 'crisis' atmosphere he has created will simply disappear. The debt limit will be raised. Spending will be cut by more than one trillion dollars, and a serious, bipartisan committee of the Congress will begin the hard but necessary work of dealing with the tough challenges our nation faces.

The individuals doing this work will not be outsiders, but elected representatives of the people, doing the job they were elected to do as outlined in the Constitution. Those decisions should be made based on how they will affect people who are struggling to get a job, not how they affect some politician's chances of getting reelected.


This debate isn't about President Obama and House Republicans ... it isn't about Congress and the White House ... it's about what's standing between the American people and the future we seek for ourselves and our families.

You know, I've always believed, the bigger government, the smaller the people. And right now, we have a government so big and so expensive it's sapping the drive of our people and keeping our economy from running at full capacity.

The solution to this crisis is not complicated: if you're spending more money than you're taking in, you need to spend less of it,


There is no symptom of big government more menacing than our debt. Break its grip, and we begin to liberate our economy and our future.

We are up to the task, and I hope President Obama will join us in this work.

Is it possible that Boener is setting himself up for a run as president? This man is demonstrating the height of hypocrisy. First try to destroy the country and then being the hero coming in to fix what he has just destroyed. Be careful of this man. He will do anything to reach his goal.

There is only one explanation for the conservative's desire to cut off their noses to spite their faces.
They hate the Black guy in the White house more than they love themselves.

They have to know a large number of them will suffer more than the average Democrat from
the mess in Washington. The Bush years taught Democrats a hard lesson-how to provide for lean times. We learned with Bush and Cheney the depth of the Conservatives' hate of
the poor and middle class. We learned what it means to live under an uncaring government who feeds the rich and fleeces the poor. We came from nothing; thus, we know how to survive with little and make do with what we have.
We will turn over our mattresses and count our pennies, make ginger tea and eat noodles, clip coupons and patch our clothes, but we will not jump off buildings and cuss America on the way down.

We will simply outlast Boehner and the Koch brothers and vow never again to let the Republicans have a majority anywhere. Yes we can.

*sigh* Boehner....

Firstly, I have yet to see you represent anyone but the middle right to extreme right, my Congressman isn't in that category.

Secondly, now President Obama campaigned on that health reform package, and won by a landslide in an election with excellent voter turnout, so the majority did ask for it.

Thirdly, have you even glanced at the job creation numbers for the ARRA over its first year? Most studies have shown over 2 million jobs created, and many have shown well over that, just look at pages 2 and 18 here: http://www.whitehouse.gov/files/documents/cea_4th_arra_report.pdf

Fourthly, the only debt crisis that exists is the one your party made up to fear monger your way into power, our interest rates remain at historic lows, indicating great confidence, and none of the ratings agencies said a word until you people started complaining, then they started making noises like they'd like to see the deficit go down some if possible.

Fifthly, a balanced budget amendment is not a "best" step. I saw someone just the other day saying it would "pervert" government spending, and that's about right: it allows greater spending when it is utterly unnecessary and the debt should be getting paid off, and prevents spending when the economy needs help.

I would go on, but I have a word limit. Just please stop spouting talking points that go against reality. Thank you.

What the Repubs are trying to do could not be said more clearly:

Donald Trump went on "Fox and Friends" Monday morning and advised Republicans to avoid making any debt ceiling deal with Democrats and let the country default on Aug. 2.

"When it comes time to default, they're not going to remember any of the Republicans' names. They are going to remember in history books one name, and that's Obama," Trump said.

Sad as it is, Trump is right about the history books. One thing Trump doesnt mention, he will not take a hit like many Americans, he may actually make money with a default. I know I have protected my investments 'just in case.' Dont get me wrong, I am not implying I have hundreds of millions as does Trump, but I have enough to know you can make money when the interest rate rises. I have feeling their are many, who are counting on this, which is such sick insane greed. This is when the other controlling power of that party, The Evangelicals, need to remind them is sinful, even for them.

OK, now you all are being really mean again. First of all Boehner knows the teabaggers are not his boss, Norquist is. Norquist owns each and every Republican, well any hopes at being elected or keeping the position, and for Boehner sake, look at his side he can not afford to lose this job, he can not do anything else. Now he has his investments and savings, however, if that werent ruled by Norgusit he may have to cough a little of that up. Lest you also forget, there is a greater ruler than Norquist even, THE EVANGELICALS and they have a direct line to God and they will and do often kill those who dont do what they think he said. So what would you do in his place?

Boehner is right, the solution to the debt ceiling crisis is not complicated but it's not the one he suggests. As a temporary solution, taxes should immediately go back to the level they were before George Bush took office when we had a balanced budged and a surplus.
We also need to cut spending but the priority should be increasing the revenue and one easy way to do that would be to get the top 1% of rich people to give back the money they got from George Bush's tax cuts. I don't hear that a lot but Bush has managed to accomplish a massive redistribution of wealth taking taxpayer money from the middle class and giving it to the rich who obviously didn't need it. What would be so wrong with that? And while we are there we should also get rid of all the loopholes. Sounds to me it would be a good christian thing to do, fair and just.
Would the republicans in Congress go for it?

Well your first mistake, you said 'good christian' thing to do, and I have found the Evangelicals direct line to God, and we all know all Republicans have to utilize that line, it is rather evil and terroristic. So that logic is gone. Now, you are attempting to impede on their undying loyalty not only to Norquist, but their money as well! You better duck, I am sure their God is going to strike you any moment, I have been told that many times myself, so know it is going to happen to you, be careful.

I appreciate your warning. However, to be more specific about taxes I support the idea of replacing the current system with only one tax in the form of a"sales tax". This would eliminate cutting or raising taxes and even filing tax returns. When you buy something you automatically pay your taxes, all of them.

They are few and far between, and then have to have split personalities to boot, but once in while you see it pulled off. When you are complying with the Evangelicals demand you keep that direct line to God open and govern as they interpret his words, well that really takes a lot to pull that delusion off as reality. Then when you have to convince others that Norquist plan helps every one just not directly well that takes some real intelligence or is it manipulation, I am sorry it is manipulation, Bush had almost everyone believing in that trickle down thing, and we all know if his IQ is 100 he would think that direct line to God answered his prayer.

No, I have to stand up for them there, oh this really hurts too. They only have to answer to the Evangelicals direct line to God, and do what they say he said, and the almighty Norquist, at no point do they have to answer or debate anyone else. The voters informed them of this as well by electing them.

Our president still has one ace-in-the-hole. It's called "Executive Order", and I'm pretty sure he can use it if he feels the need. Geo. W. Bush used it heavily. He pushed a lot of his agenda by using it. If push does come to shove, I hope Obama does pull out the big gun.
