OSLO, July 24 (Reuters) - Before Friday's deadly attacks by a Norwegian on a self-styled mission to save European "Christendom" from Islam, it was not uncommon to see Prime Minister Jens Stoltenberg taking public transport to work and senior ministers walking in Oslo without bodyguards.

Such openness could now be at an end after Anders Behring Breivik's devastating car bomb attack on the prime minister's offices and the slaying of young activists from the ruling Labour party trapped on an island.

The attacks, in which at least 93 people were killed, will also affect Norway's debate on immigration but are unlikely to close the shutters of one of Europe's most open societies.

"We will have a society based on less trust ... we will be a bit more anxious than before," said Thomas Hylland Eriksen, a social anthropologist from the University of Oslo.

Stoltenberg said on Sunday that Norway would "keep going" but that there would be a definite break between the country before and after the attacks.

"But I am quite sure that you will also recognise Norway afterwards -- it will be an open Norway, a democratic Norway and a Norway where we take care of each other," Stoltenberg said.

Breivik, who admitted to the shooting spree and bomb blast, has said through his lawyer that his actions aimed to "change Norwegian society" which he saw as being undermined by multi-culturalism.

"BESLAN-LIKE CRUELTY"

Analysts say the scale and brutality of the attacks shattered Norway's self-image as a peaceful nation focused on mediation efforts across the globe and the Nobel Peace Prize.

"The lesson here is that fanatics do and will continue to exist -- and that Norway is not immune," said political science professor Janne Haaland Matlary.

"In terms of cruelty and evil, this compares to Beslan -- and that is the most chilling fact for Norwegians," she said, referring to the 2004 school massacre in southern Russia by Chechen militants in which nearly 200 children were killed.

In a low-crime country where a single murder is front-page news, the shock from the scale of the violence would drown out any message on immigration Breivik was seeking to make, said Matlary. Even politicians who usually espouse anti-immigrant views, will above all seek to distance themselves from Breivik.

"This will surely tone down the debate on immigration ahead of local administration elections in September," said Frank Aarebrot, political scientist at Bergen University. "In the traditional way, politicians will self-censor themselves."

The biggest massacre on Norwegian soil since World War Two also prompted soul-searching among Norwegians, who initially feared the attacks may have been the work of Islamic militants.

"It's a double shock," Marit Saxeide, 68, who runs a small shop in an immigrant district of Oslo. "Ninety-nine percent of Norwegians immediately believed this was a Muslim terror attack. When it turned out not to be, that was the second shock."

IMMIGRANT MAGNET

The number of immigrants in Norway nearly tripled between 1995 and 2010 to almost half a million out of an overall population of 4.8 million.

The number of asylum-seekers hit record highs at the end of the previous decade, fuelling concern among a section of the electorate unhappy about an influx of immigrants they felt were drawn by Norway's generous welfare handouts and high living standards.

As a result, the Labour government moved to toughen some of Europe's most liberal immigration policies, under pressure from the populist Progress Party whose anti-immigration platform struck a chord and won it the support of one in five Norwegians.

Breivik was once a Progress Party member but later left, complaining it was not radical enough.

A U.S. diplomatic cable from 2009, posted on Wikileaks, criticised Norway's limited ability to track potential Islamic militants on its turf and Friday's attacks suggest that its security apparatus had also failed to detect home-grown threats.

"Surely government monitoring will be improved, although it is likely to be done indirectly, via closed circuit television, Internet and social media rather than more officers on the streets," said one security analyst, who asked not to be named.

Ervin Kohn, a leader of Norway's small Jewish community, said the shocking attacks may change "Norwegian naivety, especially about the need for security". He hoped the incident would help change what he saw as a chronic lack of will by Norwegian courts to hand down tough sentences on radicals for fear of infringing their rights.

The incident could also fuel debate about access to high-power weapons in a country where hunting is widely regarded as part of Norwegians' heritage.

In documents published shortly before his rampage, Breivik said he bought his automatic rifle after telling authorities he needed it for "hunting deer". i just saw some video from the memorials, thousands of people carrying roses to honour the victims and saying to this terrorist...we aren't changing....

I think Norway knows the kind of people they want to be.....maybe if the North American news could stop with sensationalizing EVERY dag god thing...we'd get a better idea what Norwegians are saying..en masse.

The relevant question to this topic is "should the illegal actions of ONE man change the values and way an entire society operates?" Since this kind of mass destruction is SO highly exceptional I would strongly suggest NOT to over-react by suggesting a complete overhaul of the basic tenents of Norway's society.

Instead, look at plugging some basic security flaws, such as buying automatic weapons. His provided reason was the gun was for "hunting"....but frankly using an automatic for hunting is unsportmanlike to begin with, so should be outlawed. Controls for the fertilizer should be tightened, if they even exist. Security at campgrounds, emergency response teams, etc should all be reviewed and improved. However, terrorist type actions are impossible to fully prevent, and the question beyond some reasonable level then becomes "more security at what cost?"

At what cost to the structure and belief system of an entire society? We, as outsiders to that culture, must also take care not to over-export our gut-reactions, and our balance of freedom to security levels, onto Norway. After a due time of healing and understanding, I believe the Norwegians will strike the proper balance, while giving them some better controls on internal security. Meanwhile I morn with them, not just on the loss of the many lives, but for the loss of their social innocence. Their Garden of Eden is no more.

This is such a tragedy for Norway, a rare example of how the world should model itself. They will no doubt be driven more towards the oppressive example of police state nations like GB, Iraq and the USA. This is a tragedy that goes far beyond the senseless deaths of 68. I mourn the loss of the spirit that was Norway.

Can you imagine being so absorbed in your own rightness that this is how you'd communicate your position? I don't think I've ever felt so god-like in any thing I've considered merely correct.

Maybe that's what separates the normal from the schizophrenic, appreciating how history has shown us too many who were fooled by their own strongly held beliefs.

Compared to most of the world, the Norwegians, mostly christians, did, with diligence and creativity, grow and nurture a nice little garden for themselves. They forgot the standard biblical warning of self preservation, EVERY GARDEN WILL BE INVADED. And gardens are never invaded by gardeners.

Actually Norway is mostly secular. It ranks 4th amongst the world's least religious countries with only 20% of the population saying religion is important to them.

If Breivik had been a Muslim, the Norwegian government, police and media would have blamed hostility to "multi-culturalism" as the true culprit, just as they have blamed Norwegian women and Jews victimized by Muslims sexual assaults and bias attacks for "provoking" the attacks through their attire (women) and wearing yarmulkes (Jews). Norway is now a "dhimmi" nation, along with Sweden and Denmark, i..e, it is totally submissive to Muslim demands and apologetic for any and all criicisms of Islam by Norwegians who do not wish to see their country become an Islamic state, which it will by mid-century based on current trends.

Norway isn't submissive to anyone's religious demands. they rank 4th amongst the worlds least religious countries. only 20% of Norwegians consider themselves "religious" . It's a secular state in no way " in danger" of becoming an Islamic state.

No one on the planet is safe from those who are violently mentally ill. Mental illness must be viewed as something that can be controlled with drugs - those suffering must be tagged to prevent harm to themselves and others. Families of the mentally ill have little power control over their family member's disease. We as a society must take that roll on!

Um, why would this incident have any impact on the immigration issue? The culprit was not an immigrant.

No, what will happen is the focus will be on home-grown terrorism, instead of the real issue that caused this attack. Had he been an immigrant, this whole thing would be about global terrorism.. again diverting away from the issue.
Lets work on issues instead of reacting by more loss of individual freedoms.

It is very sad, how the few screw it up for the many. Because the Norwegian wanted an open democratic society, they are now being called naïve. It is like after 9/11, when so many hearts became hearten, and we lost some of our openness and trust. It is a bitter pill to swallow.

No, but there is only so much generosity to go around. as the left says in the US "we should not tolerate intolerance" Europe is saying the same of Muslims. Muslims will need to show progress on integration or it will get worse before it gets better and the nationalists will need to have more patience. What I don't get is his nationalist/fascist rants vs his actions of killing natives? Then again clearly he is not a stable individual.

Don't fear most of the Alex Jones loons (among others) were blaming this on Israel about 10 minutes after it happened.

The fact that it turned out not to be a Muslim (or a fake one - don't ask me to explain the minds of the Alex Jones cult) has done nothing to stop their paranoid musings. They are, sadly, far more like the attacker than they realize.

I hope Norway doesn't try to use profiling to stop attacks. Profiling doesn't work because to foil it all one has to do is not look like the profile. It's behavior that should be watched.
