President Obama Levels Executive Order At Zetas, Yakuza, Camorra and The Brothers' Circle (VIDEO)

WASHINGTON -- The Obama administration announced a broadside of harsh new sanctions against four far-flung criminal cartels on Monday, part of what it said is a coordinated strategy to fight international underworld factions that could harm U.S. interests or security.

A new executive order signed by President Barack Obama outlined a regime of harsh sanctions against so-called transnational criminal groups, blocking any American property interests and freezing their assets, authorizing financial sanctions against anyone aiding them and barring their members from entering the United States.

The order, signed Sunday, authorizes new sanctions against criminal cartels in Mexico, Japan, Italy and Eastern Europe: Los Zetas, a Mexican drug ring linked to multiple murders; the Yakuza, Japan's widespread mob army; the Camorra, a crime network based in southern Italy; and the Brothers' Circle, an Eastern European criminal group operating worldwide.

The new moves come as the administration is animating a long-scattered effort to confront global crime groups suspected of transporting drugs and weapons and enabling terrorist groups. While the U.S. war against terrorist networks has been a clear foreign policy priority since the Sept. 11, 2001, attacks, its handling of "transnational" crime groups has been uneven at times and fragmented among federal agencies.

In announcing the new moves, Attorney General Eric Holder acknowledged Monday that "the problem of transnational organized crime and their networks is not new." He insisted that a year-long review by administration officials – the first in 15 years – "has strengthened our fight."

A 28-page report outlining the new strategy conceded that "a shift in U.S. intelligence collection priorities since the September 11 2001 attacks left significant gaps" in intelligence aimed at transnational criminal organizations. "The fluid nature" of such groups, which often rely on shell corporations, offshore bank accounts and bases in countries with lax law enforcement, makes targeting them "increasingly difficult," the report warned.

"Transnational criminal organizations have taken advantage of our increasingly interconnected world to expand their illicit enterprises," Obama wrote in the report's foreword.

Under the new strategy, the Justice Department and the FBI would appear to have heightened roles in the government's effort to tackle transnational threats. The National Security Council has long been the lead agency in targeting transnational threats during the Clinton and Bush administrations, and will retain a prime role, helping to oversee combined law enforcement, intelligence and military agencies.

Holder said his department would press to update anti-racketeering laws and extend other statutes to combat money laundering, arms trafficking, cybercrime and intellectual property offenses. David Cohen, who heads the Treasury Department's Terrorism and Financial Intelligence office, said the U.S. would also now target international criminal groups with the same arsenal of financial penalties long used against al-Qaida and other militant groups.

Obama's executive order, Cohen said, allows Treasury to take on international criminal groups by freezing their assets in the U.S. or the American financial system and pursuing criminal charges against anyone cutting business deals with them. Cohen said Treasury would move quickly to use its authority against the four international crime syndicates.

Los Zetas is a narcotic smuggling cartel that dates to the late 1990s and began as a mercenary group aimed at killing rival drug dealers. The group is "responsible for numerous murders," including several of U.S. law enforcement officials, Cohen said. The group had already been designated under Treasury's "drug kingpin" sanctions.

Japan's Yakuza, portrayed in numerous gangland films, has an estimated 80,000 members, officials said. Its narcotics and criminal enterprises are hidden by investments in construction, real estate, finance and other legal businesses.

The Camorra, centered in Naples but spread throughout Italy, earns $25 billion a year in global operations, officials said, in criminal activity ranging from drug trafficking to counterfeiting.

The Brothers' Circle, also known as Moscow Center, is an underworld society spread throughout Russia and former Soviet satellites. Its members are multiethnic, officials said, and conduct a variety of criminal activities in the Middle East, Africa and Latin America.

He should have signed an executive order to use these frozen funds and put them toward our debt. It would be paid off in a couple a years provided Obama stops taking his many expensive vacations and adding trillion to the debt. But he would probably use the money to bail out more rich people so tey can get their yearly bonuses.

Here it is another great Obama move to protect our country... And, it appears as a new point rather than a rave on TV... Had the GOP done this the would have been spouting how they protect the country and the Dems sit on their hands... At some point the America people should recognize that Dems walk the walk and the GOP simply talk the talk...

I will gladly give you a tour of the Arizona border where they put up signs for Americans to keep out because it is human and drug smugglers routes, on Federal land. Then I am sure a border rancher would like you to accompany him to his house for a wonderful night of locked doors and locked and loaded as well. Comment when you have a grasp on reality.

I don't get your point of attacking my comment. I was simply commenting on the approval of I give to Obama's thrust to stop the cartels and illegals.. I am all for using more force and removing the ones that are here. I was making a statement of how quietly he does things (killed Bin Laden) as opposed to the puffed up Bush tactics of chest pounding and big talk. I do know the problems that exist along the border. I do not live in the area, but have hiked in southern AZ and SW Texas for years. I have seen the trash piles in the mountain south of Sierra Vista left by the illegals and drug dealers.. I have had my camper searched on occassion after leaving southern AZ due to illegal immigrants in the area. I have read about the rancher's death with great anger, and also the recent shooting and death of a dedicated agent. My wife and I have stayed with folks south of Sierra Vista that have an 8 foot wall with a locked iron gate that they use during the night. I understand it all, but am unsure of why my comment bothered you since in no way did I defend the bad guys.

With all the internal problems our country has, government should directing their focus on strenghting America and not adding to the trillion dollar deficit. Deal with the real criminals here that are fleecing americans pockets. Wall street and big banks are worse than some gang based in Japan. We should be dealing with mexico because they are at our door step. Clean up your back yard first Obama.

Where is the "laser focus" on jobs Mr. President? You are going to crack down on gangs when Eric Holder is complicit in sending over 1800 weapons to drug cartels and responsible for at least one American death and who knows how many Mexican nationals deaths. I would say you need to crack down on your Administrations first and foremost. And realign your "laser" as well.

Open apology..to all that I seem to have offended by my sometimes graphic and open thoughted statements..I apologize if it offended you at any time.I however believe and do not apologize for thinking and saying that A: Criminals who perpetuate heineous crimes and slaughter and torture their victims should not be afforded the same accord as I would my neighbor who is a hard working family man and who ferociously protects his friends and family. Theylose that courtesy the minute they take someones life for no reason. If it were a dog that I had loved for years and had been gentle with my children but one day attacked and harmed my child I would without hesitation rid the world of the possiblity that he might do it again by any means available at that moment. I do not apologize for my views about some of the Royals..these are my opinions and I am entitled to them as you are entitled to your opinion. If my posts offend you..skip past them when you see them, save us both the aggrevation of you posting to me that you have flagged me.
And last but not least...I often try to infer some sort of humor in my posts..you have to see past the blaring bigotry and read between the lines..I post them because people usually do know I am jesting and am I not pointing out any one race gender or sexual preferance

I recieved an overload of flags and responses when I said that the Royal family was one of the richest welfare families in Great Britan..which is more or less true they hold no official voting capacity and are more figure head and iconic than anything else..They are spoiled with attention and recieve milllions of dollars each year (each member of the royal family) from coffers of the British people..Other than being wonderful emmisarys and good tabloid news I have seen them do nothing noteworthy (with the exception of Prince Harry and his brother) lately. Princess Diana was a wonderful activist and passed her legacy on to her children.I have nothing bad to say about them.Bnny prince charles well..thats another story..and CAmillia?..no worth going into either..Prince Phillip nothing--quiet as a churchmouse all these years and never breaking a sweat. On the flip side I was deluged with flags and comments when I said what was good for the goose was good for the Gander when it came to dealing with low life murderous monters who take lives and torture people for their own satisfaction and should be accorded the same type of death as they gave their victims.. oh well..there you have it.I have never posted or ever will, a remark about ethincal groups..religious preferances or sexual preferances..I find these crude and hate perpetuation actions. thanks for the fan..I have returned in kind..

What a joke! The Feds can't even handle the Muslim extremists they've been after over 10 years! These organized groups are far more complex than the Muslim extremists ever though about being & far more ruthless. The Feds had better focus on getting a handle on the matters in DC with the budget before they think about going after groups like these who would eat them for a treat after lunch.
