KATMANDU, Nepal -- Nepalese authorities say an Indian man arrested in Nepal last weekend has no links to the Mumbai attacks earlier this month that killed 20 people.

Police spokesman Navraj Dhakal said Wednesday that Muhammad Zahir was arrested for drunk and disorderly conduct and he has no links to the bombings. Zahir is an Indian who lives and works in Nepal.

Nepal's government-run Gorkhapatra newspaper had reported that Zahir was being questioned about the bombings and that evidence suggested he spoke on a cell phone and sent text messages about the Mumbai blasts.

Why I am not surprised by this news?
I have read dozens of this kind of news after every bomb blast in India which end up no where. Almost a dozen of bomb blast which were initially blamed on Muslims were never proved to be carried out by Muslims and in fact, some of them had been apparently carried out by Hindu terrorists.
