Debt battle set to draw to close, for now

WASHINGTON (Reuters) - The United States is poised to step back from economic disaster on Tuesday when a bitterly fought deal to cut the budget deficit is expected to clear its final hurdles.

Just hours before the Treasury's authority to borrow funds runs out -- risking a damaging U.S. debt default -- the Senate and President Barack Obama are expected to approve a deal to cut a bulging deficit and lift the $14.3 trillion debt ceiling enough to last beyond the November 2012 elections.

The bill cleared its biggest obstacle late on Monday when the Republican-led House of Representatives passed the measure despite noisy opposition from both conservative Tea Party members, who wanted more spending cuts, and liberal Democrats angered by potential hits to programs for the poor.

The vote in the Democratic-controlled Senate, due to take place at noon EDT (1600 GMT), is expected to be less dramatic. If approved, Obama would sign the bill into law shortly afterward.

That would mark the end of a fierce partisan battle that has paralyzed Washington for weeks and spooked investors already nervous about a weak U.S. economy and Europe's sovereign debt woes.

But it would by no means signal an end to uncertainty over the sustainability of U.S. tax-and-spending policies and the deep political divide that the deficit debate has exposed.

Relief in financial markets over an end to the gridlock on Monday quickly turned to concern about the struggling U.S. economy and the risk that the deal is not enough to avoid a possibly damaging downgrade of the top-notch U.S. debt rating.

The plan approved by the House on Monday would raise the existing $14.3 trillion borrowing limit by enough to last into 2013. It calls for $2.1 trillion in spending cuts spread over 10 years and creates a congressional committee to recommend a deficit-reduction package by late November.

Two major ratings agencies have said that $4 trillion in deficit cuts would allow them to confirm America's AAA rating.

A ratings cut would probably push up U.S. borrowing costs, further hampering the economy.

"The resolution to the debt ceiling does remove one cloud of uncertainty but it does not change the economic reality," said Greg McBride, senior financial analyst at Bankrate.com.

"It's going to take years to come out of this. We're sitting in the terminal waiting for the economy to take flight and instead it's just being delayed month after month after month."

MORE STRIFE AHEAD

The compromise deal was agreed after weeks of angry debate and brinkmanship between Democrats and Republicans.

With unemployment above 9 percent and the economy barely growing so far this year, Americans have become increasingly angry over the partisan attacks and refusals to compromise.

They may soon face the next round of noisy sparring over ideologically fraught tax and spending policies.

The new debt committee's work is likely to launch sharp political rhetoric as the November 2012 presidential and congressional elections near and arguments break out over the expiration at the end of 2012 of tax cuts pushed through by former President George W. Bush.

The deal in Congress is a far cry from a $4 trillion deficit-reduction pact including revenue increases that Obama and House Speaker John Boehner, the top Republican in Congress, appeared close to clinching just over a week ago.

Although all sides conceded some ground to secure a deal, the final bill represented a triumph for the Tea Party camp in the Republican Party, which dug in its heels against any tax hikes and pushed for spending cuts.

Many congressional Democrats were dismayed that Obama and their party leadership did not do more to include some tax increases and provide more protection for social programs.

"I understand that this train is leaving the station, but it is going in the wrong direction," said Representative Jim Moran, a Democrat from Virginia.

I think it's not a good idea to stress people from paying new taxes. If the Government would do that, obviously, they're gonna make people be liable for their mistakes.

They better leave social security alone! This is something THE PEOPLE PAID INTO and the government STOLE from us! We want it back, NOW. HOW? Those same who took it. Those politicians, with all their PERKS, HUGE RETIREMENT -- even after only serving ONE TERM, no need to list all they get, suffice to say, they GET A LOT!!! Yet they keep TAKING FROM US.

"Compromise" as long as Obama gets more spending crack and the deal is for 3x the average time for a debt ceiling lift to aid his reelection.

When it comes to raising taxes, it would appear the media has not adequately addressed the fact that the president is talking about raising the taxes on those who make in excess of $250,000 per year. Their taxes would be raised proportionately. That is what the president has been talking about insofar as taxes are concerned. Yet, the republicans are balking at this and the Bush tax cuts...
It really makes you wonder who or which party is working in the best interest of the middle class or what...

What makes $250,000 a magic number? Why not $25 or $250 or $2,500 or $25,000? Too much or not enough is subjective. It still comes down to, if you think that you need more money go out and earn it.

LOL The fact is they spend so much time envying what other people have they waste all their time and never try and get themselves what they want on their own efforts. That's what democrats want to do. Government earns their money by taxation. Those with higher incomes may have to sell their second or third home.

Isn't it interesting as to how the Democrats insist that the Republicans are unwilling to compromise when it is the Democrats all along who refuse to compromise - Obamacare all over again. The Democrats clearly believe in the "BigLie". Tell it over and over and maybe some fools will believe it!

All you libs that are making the argument the repubs are not giving anything are completely off the mark.

They are dead set against raising the debt ceiling and are willing to give that 2.4 trillion compromise.

Additonally harry reid oopposed raising the debt ceiling in 2006, obama in 2008 and biden prior to that. Where was the left outrage then?

them to plan ahead a few months. And now they want to plan 10 year out of our future! They just do not have enough brain power. But, But But they are the elite and know what best for us!!

Obama promised America a better economy when he was elected in 2008. But there is no doubt that his and the Congressional Democrats insatiable hunger for ever higher taxes, greater government growth, reckless spending and massive trillion dollar deficits have only made things worse. More job killing taxes are the last thing our economy needs.

It's no surprise that the liberal Democrats would now rather play politics than tackle the government's addiction to spending

The Republicans want to take money out of the economy (to close the deficit) via cuts to the lower and middle economic classes, while not allowing any tax increases. In fact, the Republicians advocate cutting taxes on the rich. Get over it; all have to bear the burden of closing the deficit; not just the sick, poor and middle class.

I don't understand why the republican's refuse to accept any part of this mess. It started under w. bush. You cannot start and continue two wars without ever increasing the revenue...usually with taxes. Yet, rather than see the rich taxed he tried to do exactly this. Starting in 2001. Time and again he refused. Now that he's made 15 million since leaving office, of course it all makes sense, but still irresponsible.
The republican's like to talk about how they know everything and if we just leave the rich alone, tax the rest of us while cutting any program that would help the poor, it will some how fix itself. Delusional.
Seems to me that it was their candidate that stayed on the campaign trail when this all first started, but Obama who stopped and went immediately to Washington to help.
From the moment he won, they have made it their life's work to oust him after one term...no matter who is caught in the collateral damage. That way they can get elected, raise taxes and feel like they are the hero's. Delusional at best.
They had no qualms about holding the unemployed hostage at christmas time in order to save the rich from paying taxes without the benefit of huge tax breaks. They have shown that they ONLY care about the rich.
No wonder after w. bush I had to quit the party. Only surprised it took that long...

I agree W did add alot of debt to the defict, about 4.5 Trillion over 8 years.
He spent it on two wars and tax cuts for all the people. Obama has added
over 5 Trillion in 2.5 years and need 2.5 trillion more for the next 1.5 years.
and 10 trillion more for the next 10 years, and what is he doing with it?
A stimulius that failed and massive expansion of the Gov.
What has he done about gas prices? $1.92 per gal 1/20/09 and now $3.80
per gal. This tax we do not even see the Trillion that we are paying out,
because its hidden in the price of gas. This President you can not trust
or believe anything he says!!

That's just it though. The legacy of w. bush did not end because he's no longer in office. The deficit is something he and his fellow republican­'s created...­much of it through lies and deceit, and are now trying to ignore that fact.
Couple that with things like the stimulus, which apparently worked only as well as the governor's taking the money would allow. Guys like perry in texas, who still have money left over in a rainy day fund, obviously didn't do a lot to make the program work. On the other hand here in colorado, they started a bunch of constructi­on projects and put people to work.
The republican­'s have gone so far as to vote programs in (such as healthcare­) and immediatel­y back away as if Obama and the democrat's did this all by themselves­. To be countinued...

I want the republican­'s to stand up for their decisions. I want them to own up to their part in increasing the deficit. And I want every single republican that is going to run in 2012 to stand up and own up to their part in this...ins­tead of acting like it happened only because Obama said it should.
It's not just this president that can't be trusted. This country has a long history of liar's cheat's and thieve's who have been elected. Show me a guy running for president and I'll show you a liar.

The Republicans don't want to give Obama any chance of succeeding in any way that would get the country back on it's feet, because he would then get re-elected, so better to screw the country than lose to Obama. Great priorities, and God forbid, the rich pay 3% more in taxes, how will they survive???

If the republicans don't agree to a tax increase it's all over but the shouting! The country will go into default and no deal after that will save us. Kicking the can down the road is not good but it's better than self destruction.Our grand kids will learn in history class what a great nation we were.
That is if schools still exist. I hope all who are homeless, will camp out on Michele Bachmans lawn.

So pass an unburdened Debt increase and get to work on the Budget. That is what should have been done, and is the proper venue for all these theatrics. By throwing our nation into default, the Congress, whose responsibility it is to pass these measures and send a compromised Bill to the President, is abdicating their Constitutional Responsibilities.
Further, ALL Congresspersons, putting Pledges they have signed to Entities, other than the Oath of Office to Support and Uphold The Constitution of the United States, ahead of compromise, should Pray that they not be held as Traitors for creating the additional crises in this time of crises for Political gains.
Congress, do your Constitutional Duty. Pay the Bills. Then work out a Budget to accomplish stability.
