WASHINGTON — The Obama administration sought to assure aid groups Tuesday that they can deliver desperately needed food to famine-stricken parts of Somalia without fear of prosecution, even if some assistance is diverted to al-Qaida linked extremists blamed for helping deliver hundreds of thousands of people to the brink of starvation.

Administration officials said the U.S. has issued new guidelines on laws prohibiting material assistance to al-Shabab, which have been criticized by humanitarian organizations as a contributing factor the crisis. Charities must only pledge their best efforts to combat attempts by al-Shabab to hoard aid or collect taxes on supplies, they said.

"We're trying to ease the process for these organizations to get the proper licenses," State Department spokesman Mark Toner said. Given the widespread violence and corruption in Somalia, he said the U.S. would exempt aid groups from some legal constraints that would hinder them from reaching malnourished or starving Somalis.

Drought has left some 12 million people in Ethiopia, Kenya and Somalia needing help, though official famine zones are only in Somali areas controlled by al-Shabab. That has challenged aid groups because of al-Shabab's hostility to them and the perceived threat of American prosecution in cases of inadvertent support for a U.S.-designated terrorist body.

No U.S. law specifically prevents aid to southern and central Somalia, where the U.N. food agency says it cannot reach 2.2 million Somalis in areas under al-Shabab's control and fears that tens of thousands may have already perished. But bribes, tolls and other typical of costs of doing business in the largely lawless and chaotic country could have been punishable, even if extracted under coercion, after the State Department officially declared al-Shabab a terrorist organization in 2008.

Toner and other U.S. officials said the focus now should be on getting food to those in need as fast as possible. While some al-Shabab officials have suggested that relief groups are welcome to return, one official said it was unlikely that any "grand bargain" could be struck that would open up all of Somalia for operations with U.S. government-funded aid.

Targeted, piecemeal interventions are more likely, directed toward areas where the level of security and acquiescence of local authorities is deemed acceptable, suggested one official, who spoke on condition of anonymity because plans haven't been finalized.

The shift could allow more U.S. aid to be directed toward the World Food Program's operations in Somalia. The U.N. said Tuesday that unless it sees a massive increase in donations, the famine will spread inside Somalia. It called for another $1.4 billion in support.

Toner said the State Department and U.S. Agency for International Development could now provide grants and contracts to aid groups, which will be protected "in the event their operations may accidentally benefit al-Shabab." But he didn't lay out any concrete plans.

Somalia has been mired in conflict since 1991 when dictator Siad Barre was overthrown by warlords who then turned on each other. Islamist militants led by al-Shabab are trying to overthrow the weak U.N.-backed government that is being propped up by about 9,000 African Union peacekeepers from Uganda and Burundi.

13. Students (market women discussed below) would be allowed to attend as many hours of instruction as they wished, beyond the the required amount, paid, at the discretion of the instructor.

14. Students would be required to pass a Final Examination, consisting of both an oral
examination and a practicum. Both parts would have to be taken at one time. However,
the student would be paid double her regular hourly stipend for the time she takes the
exam.

If she fails she would be paid to take the exam twice, after that she could take the exam
again, without pay, at the discretion of the instructor.

15. Upon graduation she would be award a Certificate of Birth Control Technician -- Basic
(To be written in at least two language, and maybe Latin)
Certificate to be produced on the material of highest quality graduation diploma, material,
not on copy paper from the donated computer.

16. On graduation she will have a lifetime franchise to acquire birth control pills and
condums, for retail sale.

17. On graduation she will have a lifetime right to consultation over her free cell phone, and to
graduate courses which will allow her to obtain a franchise for more valuable birth control
devices free of charge.

18, One half kilo of meat, one half kilo of tea, one half kilo of tea.

19. Prepayment of a local craftsman who agrees to frame her diploma.

Part II Continued from Below

Training:

1. To be provided by female medical staff from the local ethnic group.

2. A shelter, like those commonly used by market women.

3. Located, near, but not in the market.

4. Child care, and food and refreshment provided. Purchased in the market.

5. Each student provided a blood pressure cuff, free of charge, to keep.

6. Each student provided a real or a model of a birth control packet. Free of charge to keep.

7. Each student provided colorful educational or posters, explaining the various methods
birth control, labeled in the local language.

8. Each student presented a number of unopened condoms, Free of charge to keep.

9. Each student to presented with other birth control devices to handle and examine, to be
returned to the instructor.

10. These other birth control devices to be provided to the students as they prove their
reliabitiy, and competence with the pills and condoms, and complete further training.

11. Payment for attendance to be "quite generous by local standards".
Half of the payment to be made after the completion each full hour of training.
The remainder plus a bouns at the completion of the required numbers of hours of
training. Students may attend any reasonable number of hours of instruction before
taking the Final Examination

12. Classes to be conducted on different days in different market setting.
The students would ge allowed to attend, by the hour, at ny location the chose.
Minimum record keeping required.

Absolutely correct.

Let me go a step further.

Instead of USAID (United States Agency for International Development) spending money subsidizing agriculture that requires all kind of poisons be put into the soil, why not spend some money as follows:

1. USAID (United States Agency for International Development) to purchase the at the fair wholesale price birth control pills directly from the manufacturer. No negotiation, just the price drug wholesalers pay the manufacturer. It is nominal. $2.00- $4.00 per month.

2. Locate intellingent market women aged 18 to 45, who are mothers who:

a) Are literate in their own language. At least to the third grade level.
b) Have good people skills, and have a good personal appearance.
c) Are able to learn, and to teach from pictorial educational posters.
c) Are of the same ethnic group as the customers who come to come to the market.
d) Have a regular location or locations in a market or markets.
e) Provide them with a blood pressure cuff, and a thermometer.
f) Provide them with a basic knowledge of symptoms, complaints, or appearances
that might be a contra-indication for the use of birth control pills.
g) Provide them with a cell phone programmed to send and receive calls only to local
health clinics.
h) Want to earn money adding a birth control franchise to their regular business.

Isn't Somalia the harbor for pirates which ravage commercial and private shipping? Isn't Somalia the place during the Clinton administration where local government officials sold food aid off the dock to other countries for a private profit? Isn't Somalia the place where US Marines at the same time tried to get food into the interior but were captured, stripped and dragged dead and naked behind a jeep through the middle of town to the cheers of the crowd? So how much is it they want this time?

US take care of Americans-we can not take care of the world and ignore our own needs--people with charitable hearts have to help out causes like Somalia-it is not our responsibility when their own governments do nothing!!!

completely agree, I thought this sort of thing was what the UN was for. We already pay close to 25% of the UN operating budget and almost the same for the peacekeeping budget. The UN is useless.

Yet they watch their own children die of starvation but continue to have more kids, so I should feel sorry for them because they can't have a 100 children each? Maybe the POPE who preaches against birth control so much should give up some of his gold trappings to feed them.

Who can argue with the statement, "focus should now be on getting food to those in need as fast as possible".

It is what has been said for the last fifty years when famines have popped up all over the world, to everyone's surprise.

Doesn't fifty years of failure teach the bureaucrats and the academics anything. Guess not, when willful blindness pays well.

And after that? More "experts", more chemical fertilizer, more insecticides, and more seeds that have to be purchased?. More productive cattle, that cannot live in the environment? More machinery that can't be maintained, and which require fossil fuels.

More schools, so you can have more restless, unemployed, EDUCATED, citizens.

More "loans" big and small, that are not repaid, or if they are, only by those who now exploit their poorer sisters and brothers.

More experts sent out, to live in world class hotels, on generous per diems to study how to help the people.

All that will keep every aid worker fully employed until the next famine, which of course, will be bigger than the last.

WHAT ABOUT:

Making it easy for women to voluntarily limit the sized of their families, by training market women to be "Birth Control Technicians", giving them free birth control pills, and selling them at a nominal cost.

Are you forgetting about the 6 trillion that GWBush racked up in two 10year long wars that have no way of being paid for except by the working people of this country? I know I enjoy spending $350,000 a mile for gravel to be laid in Afghanistan. Got any pot holes in your streets that need repair?

I'm all for helping others, but hello... there are many people in this country that is in need of help. They need the essentials too. Why isn't the government sending aid to the citizens, but instead, cutting their unemployment benefits?
