NEW ORLEANS — A federal jury on Friday convicted five current or former New Orleans police officers of civil rights violations in one of the lowest moments for city police in the chaotic aftermath of Hurricane Katrina: the shooting deaths of a teenager and a mentally disabled man as they crossed a bridge in search of food and help.

The case was a high-stakes test of the Justice Department's effort to rid the police department of corruption and brutality. A total of 20 current or former New Orleans police officers were charged last year in a series of federal probes. Most of the cases center on actions during the aftermath of the Aug. 29, 2005, storm, which plunged the flooded city into a state of lawlessness and desperation.

Sgts. Robert Gisevius and Kenneth Bowen, Officer Anthony Villavaso and former officer Robert Faulcon were convicted of civil rights violations in the shootings that killed two people and wounded four others on the Danziger Bridge less than a week after the storm. They face possible life prison sentences.

Retired Sgt. Arthur "Archie" Kaufman and the other four men also were convicted of engaging in a brazen cover-up that included a planted gun, fabricated witnesses and falsified reports. The five men were convicted of all 25 counts they faced.

Shaun Clarke, a defense attorney and former federal prosecutor who moved from New Orleans to Houston after Katrina, said the verdicts are "critically important" to the Justice Department's reform efforts.

"It's a huge verdict for the government," he said. "Of all the cases concerning alleged misconduct by police officers after Katrina, this was the one that had the highest national profile."

U.S. Attorney Jim Letten echoed that, saying the verdicts send a message that "public officials, and especially law enforcement officers, that they will be held accountable and that any abuse of power will have serious consequences."

Jurors found Faulcon guilty in the fatal shooting of Ronald Madison, a 40-year-old mentally disabled man, but the jury decided his killing didn't amount to murder. Faulcon, Gisevius, Bowen and Villavaso were convicted in the death of 17-year-old James Brissette. Jurors didn't have to decide whether Brissette was murdered because they didn't hold any of the defendants individually responsible for causing his death.

Kaufman, who was assigned to investigate the deadly encounter on the bridge, wasn't charged in the shootings.

New Orleans Mayor Mitch Landrieu, who invited the Justice Department last year to conduct a thorough review of the police department, said the verdicts "provide significant closure to a dark chapter in our city's history."

In March, the Justice Department issued a blistering report that said New Orleans police officers have often used deadly force without justification, repeatedly made unconstitutional arrests and engaged in racial profiling. Landrieu has said he expects the federal review to bring about court-ordered reforms.

Five former officers pleaded guilty to participating in cover-up of the bridge shootings and testified during the trial. Another former officer, retired Sgt. Gerard Dugue, has a separate trial scheduled to start in September.

Brissette's mother, Sherrel Johnson, said she was relieved by the verdict after "a long, hard six years" and would now try to move on. But she lamented what her son has lost.

"For him there will be no prom, no baby, no nothing. My child will never have nothing," she said.

Madison's relatives said in a statement the family had waited six years to "find out what really happened on that bridge."

Madison's sister Jackie Madison Brown read the statement, which also said that after an event like Katrina, "all citizens, no matter what color or what class, deserve protection."

After the verdict was read, Justice Department prosecutor Bobbi Bernstein became emotional, hugging the families of Madison and Brissette and holding hands with two of Madison's sisters.

Defense attorney Roger Kitchens, who represented Villavaso, said he believed negative media coverage of the case tainted jurors.

"At this point, I don't think it's possible for a New Orleans police officer to get a fair trial in the city of New Orleans. And I don't think they got one today," he said.

Prosecutors said police had no justification for shooting unarmed, defenseless people trying to cross the bridge in search of food and help mere days after Katrina struck.

Defense attorneys argued, however, that police were shot at on the bridge before they returned fire.

Faulcon, the only defendant to testify, said he was "paralyzed with fear" when he shot and killed Madison, as he chased him and his brother, Lance Madison. Faulcon didn't dispute that he shot an unarmed man in the back, but he testified that he had believed Ronald Madison was armed and posed a threat.

Prosecutors contended that Kaufman retrieved a gun from his home weeks after the shootings and turned it in as evidence, trying to pass it off as a gun belonging to Lance Madison. Police arrested Lance Madison on attempted murder charges, but a grand jury later cleared him.

those shootings were eerily reminiscent to the ending to the 1968 movie, Night of the Living Dead, where in dealing with a disaster, trigger-happy law enforcement shot down innocent people

Law enforcement officers are there to protect and serve the people...there are a few officers who do not share this view and should be purged from the service.

The DANZIGER BRIDGE incident is no different than the trouble started over the deaths at Memorial Hospital - in which a black male nurse gave FALSE INFORMATION to investigators - falsely portraying that patients were euthanized - when they were not.

The brave nurses and doctor who stayed - through the aftermath of Hurricane Katrina - and tried to give aid to ALL hospital patients - were treated as criminals.

After everyone was "aquitted", information came out that the black male nurse who started the Memorial Hospital incident - had been FIRED from his previous job - for his FALSE REPORTS against doctors and nurses at another hopsital.

The black male nurse should have been prosecuted - for what he did on his last job - prior to his "employment" at Memorial Hospital.

Think more positive, "peegan". The black male nurse made FALSE ALLEGATIONS against "white" doctors and nurses at his previous job in Texas - just like he did in Louisiana.

For all the trouble, he caused - ruining family names, reputations, lives - causing economic hardships for people to defend themselves against his Falsehoods, discrediting the hospital - and horrifying the families of the sick patients who succumbed in the Extreme HEAT, the LYING black male nurse escapes justice.

But not Karmic Justice..........

There should be another investigation into Holder's Department of Justice = soliciting FALSE TESTIMONY w one of their witnesses committing perjury and LYING to investigators.

It was a black female police officer - who finally admitted that she perjured herself on the stand - and intentionally lied to investigators - to fuel the case - against other "white" police officers.

Upon this revelation, she was immediately fired from the NOPD.

But this does not change the fact that she intended to include other police officers in this incident - through her lies and deceit - and continuing her charade - by giving FALSE TESTIMONY.

What much was Eric Holder involved in this FRAUD upon the court?

lol.... I kinda think shooting a guy in the back had alot to do with it.

I do not shed any tears how many innocents have went to jail in the past. White people have lied on stands for years. Get over it. I can give example after example. How many people have been freed from jail of 5, 10, 15 years for DA misconduct and lying and covering things up.

If you think the system is now set up to help blacks... GOOD!

Maybe now that you think you are touched by this the people can see it can happen to anybody both black and white.

I expect my post to be censored - bc it provides an undercurrent - of scandalous behavior of Eric Holder and his DOJ - that was exposed at trial = soliciting FALSE TESTIMONY to ensure a conviction under false pretenses, w a black female police officer - who was immediately FIRED from the NOPD when she admitted to her perjured testimony and intentionally Lying to investigators.

What you are saying is that Holder told her to give false testimony. Just because someone gave false testimony does not mean that Eric Holder told her to. I have my own problems with Eric Holder, but I don't think he would do something so obvious.

I want to see the movie when it comes out. This is serious, intense stuff. I would like to watch as their egos get crushed. After all, maybe they are just like the rest of us.

It always comes down to control and power. Officers really get mad when the badge doesn't give them god like authority and especially when you get sacastic.

I can see taking a bribe once in a while, after all, all of our politicians do it all the time. But the killing should be left to those who sit in office and are blameless and won't overcrowd our judicial system. These guys will be given the harshest punishment delivered by law: Free rent, meals, water, sewer, garbage, electricity, gas, insurance, clothes, medicine, law advice, and cable. Sounds pretty harsh to me.

since it is young black youth attacking whites...........nothing much will come of it ...........now that Holder's DOJ has been exposed for its racist intent - over what occurred with members of the New Black Panther Party - and former DOJ attorneys exposing it - before The United States Civil Rights Commission.

"afram1" - wants everyone to forget Holder's corruption of the Department of Justice - identified by former DOJ attorneys - who resigned to give testimony before the US Civil Rights Commission - bc Holder was obstructing their testimony and instructing DOJ attorneys to ignore subpoenas issued by the US Civil Rights Commission - investigating the matters of the Civil Rights complaint filed against members of The New Black Panther Party - that was dismissed by Holder at the "sentencing" phase - although there is videotaped evidence of the three men dressed in para-military garb, demanding votes for Obama, screaming racial epitaphs and blocking up the doors to the wrong voters - to prevent "white" people from casting their votes - on the day of the 2008 presidential election.

People like "afram1" expected the media frenzy of the comedic charade of Steve Colbert being invited by Zoe Logren to appear before a congressional hearing - on the same day that former DOJ attorneys were giving testimony before the US Civil Rights Commission - was enough of a trick to distract from the seriousness of what was being revealed about Holder and the White House.
