Does this mean that the FCC will mandate that all cell phone service providers must include texting in their basic service package... AT NO ADDITIONAL CHARGE?

My current cell phone service provider charges extra for texting services even thought it costs them essentially nothing.

This is a good idea, with a few conditions. First, people need to speak something other than text speak! Second, please texters, don't text while driving, femergency services doesn't need more injured than there already are. The pictures of the accident scene are also a good idea.
