JERUSALEM — Israeli security forces are importing horses, water cannons, tear-gas launchers and a nauseating noise machine to control crowds if they become violent at Palestinian protests planned next month to support their bid for U.N. endorsement of statehood. Israel hopes the measures will avoid casualties among demonstrators.

Palestinian authorities have made plans that aim to keep the protests peaceful and avoid confrontations with Israelis. Israel fears that a single incident – a Palestinian killing an Israeli with a firebomb or gunshot, or an Israeli soldier killing a Palestinian during a riot – could trigger a flood of violence when large crowds are already out protesting.

Palestinians are planning mass demonstrations across the West Bank and abroad to coincide with the September U.N. General Assembly session, which the Palestinians hope will give official endorsement for their state. The statehood initiative reflects frustration with long stalled Israeli-Palestinian peace negotiations.

Police have doubled the size of their riot control forces to more than 2,000, according to an internal police newsletter obtained by The Associated Press.

"The police hope to avoid casualties in the event of (U.N. endorsement of) Palestinian independence," Nissim Mor, commander of the police operations branch, wrote in the newsletter.

The police newsletter spelled out the equipment police are planning to use, including a machine that generates sound waves that cause nausea.

Police have ordered such a machine, called "the scream," the newsletter said, adding that they are also acquiring "the skunk" – a device that sprays a foul-smelling fluid to subdue unruly crowds.

Also, 15 horses arrived this week from Belgium and two additional water cannons are on order, it said.

Israel has supplies of tear-gas grenades and launchers and is ordering more, military officials said. Soldiers have used rubber-coated steel bullets in past confrontations that have killed Palestinians.

The feverish preparations reflect painful lessons from Israel's botched and bloody confrontation in May when thousands of Palestinians stormed across the Syrian border and Israeli solders fatally shot more than a dozen.

Israel absorbed stiff international criticism for the bloodshed, and officials admitted later that the military was caught unprepared and did not have proper crowd control means.

Police spokesman Micky Rosenfeld said preparations have been under way for several weeks, stressing non-lethal methods the police are used to employing.

A section of southern Israel has been turned into a "September training camp" to train soldiers on how to handle violent scenarios without causing fatalities, according to Israeli officials who spoke on condition of anonymity because of the sensitivity of the issue.

The officials also told the AP that Israeli security is working with top Palestinian commanders to coordinate activities aimed at avoiding casualties. Palestinian officials would not comment on that.

Riyad Mansour, the Palestinian U.N. representative, said if hundreds of thousands of Palestinians rally peacefully in September under the slogan "The People Want the End of Occupation. The People Want Independence," it should affect "the dynamics of what will happen in the United Nations, whether in the Security Council or in the General Assembly."

He said close to 130 nations have already recognized Palestine as an independent state, which is more than two-thirds of the membership of the U.N. General Assembly. But he said the United States at "this moment" would veto U.N. membership for Palestine in the Security Council, even though it has aided the Palestinians in building their institutions.

With such strong support in the 193-member world body, Mansour asked in the interview on France 24 TV, "What would be the argument of any member state in the Security Council of depriving us of our natural, historic and legal right to join the community of nations as a new member state?"

The U.S., Israel and many European nations maintain that a Palestinian state must emerge from Israeli-Palestinian negotiations, which have been stalled for almost a year.

Even if U.N. membership is thwarted, Mansour said, the Palestinians have the votes in the General Assembly, where there are no vetoes, to be recognized as a state and to change their status at the United Nations from an observer to a nonmember state, like the Vatican. "That at least would resolve the issue of the existence of the state," he said.

No new construction was announced for "East Jerusalem" for the simple reason: There isn't such a place on earth.

The government of the nation-sate of the Jewish people, Israel, did announce the construction of housing in western Jerusalem, in eastern Jerusalem, in southern Jerusalem as well as in northern Jerusalem. Or, more accurately, in various specific neighborhoods or suburbs if you will of the capital city of Israel.

This was done as part of regular activity of the interior ministry of Israel, one that includes all major projects of housing countrywide.

And since accurate reporting is a basic elements in journalism, the HP should be more attentive to the details of its reports, instead of making up new concepts as "East Jerusalem", shouldn't it...??

Palestine use to be a beautiful country with gardens and lovely homes. Look at it now. Corporate concrete slum apartments, trying to fit in as many Jews as they can. Not just ugly on the outside, but grotesque through and through. What else can you expect from a state that was built on the massacred blood of the Palestinians?

Have you been to Israel? Maybe if the Palestinians hadn't have tried to kill Jews so many times life would have been better for them. When you start many wars for no other reason than hate, expect to be kicked in the teeth. The Palestinians deserved exactly what they got.

Yousef Ibrahim, in a letter addressed to the Palestinian people, saying: "There are those who sit on their padded armchairs in Damascus and in Beirut (reference to Khaled Meshaal and Ramadan Shalah of Islamic Jihad-SP) who boast of the divine victory' that never was, and interfere with reaching a truce." He continued: "Look around you my Palestinian brothers, Jordan and Egypt have a common border with Israel, and they signed a peace agreement with it and do not intend to go to war with it because of you... That's because the Arabs for the most part are an intolerant people who hate for no other reason then being racists. There is no reason why these Arabs could not have made peace with Israel. The fact is if they had made a real peace with Israel and were friendly Israel could help them tremendously with their economies, but they would rather kill Jews than improve themselves. Even with Egypt and Jordan having made peace with Israel the hate rhetoric from these two countries towards Jews continues. Jew hate was used to direct the Arabs anger away from the depraved governments and on to the Jews, and unfortunately it always worked. Now the Arabs are waking up to the fact that their own governments are holding them down, not the Jews.

Egypt and Jordan have made peace with Israel, not because they embraced the ideas of Theodor Herzl, the founder of modern Zionism, but because they repeatedly lost aseries of wars ith israel. And concluded that the effort to destroy the Jewish state had failed and that refusing to come to terms with it was harmful to their national interests.

Ultimately, peace will be possible only if most Palestinians and their leaders become convinced that terrorism and violence are a dead end and that they cannot under any circumstances prevail over Israel through the use of force. Until that happens Palestinian will have to be content with limited autonomy.

The Neocon 'American Enterprise Institute’ dose the bidding of Israel, got us stuck in Iraq, want to bomb Iran,.. amazing Israel interests before America. The General Conference of the International Atomic Energy Agency called on Israel to open its nuclear facilities to IAEA inspection and adhere to the non-proliferation treaty as part of a resolution on "Israeli nuclear capabilities," which passed 49-45.

The chief Israeli delegate stated that "Israel will not co-operate in any matter with this resolution.” In other words, GO TO HELL AMERICA....

Palestinian nationality applied to ALL of the people of Palestine following the Palestinian Citizenship Order of 1925, which declared:

“Turkish subjects habitually resident in the territory of Palestine upon the 1st day of August, 1925, shall become Palestinian citizens.”

and yes, the San Remo conference is the ONLY legitimate decision. If you knew anything about international law, which you clearly do not, once a decision is executed, it is not changed, or there would be anarchy world wide.

the UN General Assembly had absolutely no authority to reverse the San Remo decision.

Israel is supposed to get out of the Palestinian land. From a little reported story, I remember that the sticking point for peace in Israel was Jerusalem. Israel would concede everything if Palestine would give up Jerusalem. It is the long term goal of Israel to have Jerusalem as its capital.

It is not Jews or Israel that is the cause of hate in the world today, it is the religious right wing, in Israel and America causing the problem.

As fast as they leave Gaza Strip, the right-wing extremists build new settlements in the Palestine West Bank. They would be happy if a martyr kills himself trying to protect his land, then they would claim the terrorists attacked them.

What do we, the U.S., do about it? Continue to sell arms and tanks to Israel so they can kill Palestinians. Block UN action against Israel.. Give Billions of dollars in aid to Israel. Support the killing of Arabs, they are just goat herders, right?

We have asked pointed questions about plans to expand the West Bank's largest Jewish settlement in violation of a peace plan.

The Israeli government continues to built housing units around the settlement to encircle Arab East Jerusalem with Jewish neighborhoods.

Palestinians called the plan an attempt to "seal off" East Jerusalem. "They want to determine the fate of Jerusalem before the negotiations on Jerusalem begin.

It is not just Palestinians these extremists in Israel kill. Prime Minister Yitzhak Rabin was assassinated by a Jewish right wing extremist opposed to a land-for-peace deal with the Palestinians. This is about land.

Israeli use of excessive force and violations of humanitarian rights has resulted in a holocaust which shows just how phony and blood thirsty Israel has become and how much they act like Hitler.

We give Israel $3 BILLION DOLLARS IN AID For what! To kill more Palestinians with predator missiles, Apache helicopters and M-1 tanks? We are being dragged into the same spider-hole of world outrage as is Israel.

At what point did the disputed territories legally become "Palestinian land"? (I keep asking the question, and never get an answer.) By what law? Whe is it written that Israel is "supposed to get out"?

"if Palestine would give up Jerusalem". There is no, was no Palestine. Jerusalem has never "belonged" to any of the Arabs, and particularly not to the Arabs of Mandatory Palestine.

Jerusalem has only ever been the capital of a Jewish state, and had a majority Jewish population since the 1850's. Continuing it's existing status as the Jewish capital, this is not a "long term objective". It is the reality, today. Get used to it.

Israel doesn't want peace now that they are at a stronger position; but who knows what tomorrow might bring. When the U.S. is no longer strong enough to defend it and when the forces surrounding Israel slowly grow to become formidable, Israelis would realize the mistake they made. The current Israeli gov't is myopic and opportunist.

Arabs systematically and efficiently ethnically cleansed Palestinian Jews and every single vestige of 3,00 year old Jewish presence in Judea Samaria, Gaza and Jerusalem.
This aggression must not be rewarded.
Build more houses. Build more infrastructure. Build more more prosperity.

As far back as 10 years ago I remember reading how Israel was building into the West Bank occupation infrastructure tied tightly back to Israel, like Sewage, water and electrical grids.

This deception by Israel has been going on for a long time.

the entire neighborho­od was put under strict curfew. Palestinia­ns
were confined to their homes while their new "masters"—­Israeli

of their quarter and the Old City as a whole.[8] Very soon after
the war, the Israeli state took a decision (without the consultati­on
of the Palestinia­n residents) that the area before the Wall
was "needed" for the use of the Jewish state and that the
neighborho­od "obstructe­d" the designs of the architects of
occupation­. The residents of the quarter would have to go.

The process of removing this unwanted population was initiated
swiftly and with uncompromi­sing severity. On the evening of 10
June 1967 the several hundred residents of the Moroccan Quarter
were given two hours notice to vacate their homes. Those who
refused the orders were forcefully evicted from their places
of residence, as bulldozers and floodlight­s were mobilized to
raze the area. So suddenly came this dictate that one woman
from the quarter who did not hear the calls to vacate was
buried alive beneath the rubble that evening. Her body was
found the next morning under the ruins of her home.

Nearly all of the quarter‘s 135 homes were flattened by the
evening of 11 June, with the "cleaning up process"

Jordanians, Iraqis, Syrians with the aid of Palestinain Arabs have ethnically cleansed Gaza, parts of Jerusalem and entire West Bank of Jews. And succeeded. even better than their German heroes.

Jewish population of E. Jerusalem and W. Bank during 19 years of Jordanian-Palestinain control-- zero.

Every single synagogue, every single library, every single town and every single hint that indigenous Jews ever lived there was wiped off the face of the Earth.
Hundreds of Jewish communities destroyed. Thousands of holy places, Jewish cultural heritage sites and cemeteries vandalized and desecrated..

Now Palestinain Arabs want to be rewarded for that ehtnic cleansing campaign and demand no Jew can live in the part of Jerusalem Jordanian foreigners have ethnically cleansed of Jews.
