EPA's Regulating Authority Targeted By Republicans In Appropriations Bills

WASHINGTON -- House Republicans are looking to appropriations bills they plan to debate when they return from recess in September as an opportunity to curb the Environmental Protection Agency's regulating authority.

The 2012 appropriations bills for the Interior Department and the Environmental Protection Agency contain a number of anti-environmental "riders," provisions attached to bills that have little or nothing to do with the primary measure under consideration.

The office of Rep. Mike Simpson (R-Idaho), who introduced a number of the riders, defended the provisions an attempt to prevent over-regulation. Of one rider that would block the EPA from designating which streams and wetlands are protected, Simpson's spokeswoman Nikki Watts told HuffPost, "They are already being regulated through the United States Department of Agriculture and the Congressman feels there is no need to be regulated by two different departments."

Watts also cited economic reasons for the provisions, going so far as to suggest the EPA has affected the labor market.

"It's not just the Interior Committee that has these concerns,” she said. “It's just a frustration that Congress is hearing from across the country about the EPA either over-regulating, or changing the rules, or being a huge hindrance on job creation."

The riders have met a high degree of opposition from environmental groups. In a memorandum, the Sierra Club, the nation's largest and oldest environmental advocacy group, called the riders "the worst single attack on our nation’s air, water, wildlife and land to date."

In an interview with Melinda Tuhus of the online publication Between The Lines, David Goldston, director of government affairs with the Natural Resources Defense Council, said these provisions have nothing to do with spending.

The bill is "loaded up with almost 40 anti-environmental provisions," he told Between The Lines. "These are efforts to block environmental policies or the operation of existing environmental law that have been added to the spending bill even though these provisions don't save any money whatsoever."

Presidential advisers have recommended Obama veto any bill that “undermines ongoing conversation, public health, and environmental protection efforts,” according to a statement of administration policy.

The debate over riders is similar to the conversation that occurred earlier this year when 19 riders were attached to the final continuing resolution spending bill for 2011; most did encountered resistance from Senate Democratic leaders and President Obama and were never enacted into law.

The riders could have far reaching implications for environmental causes such as clean water, clean air, energy efficiency and wildlife. HuffPost has compiled a slideshow of appropriations bill riders -- what do you think of them?

CO2 is simply NOT 'pollution' any more than is water. Too much CO2 will kill you - so will drinking too much water. http://en.wikipedia.org/wiki/Water_intoxication

But most plants WANT at least double the amount of CO2 they currently get and the proof is that the number of stomata on their leaves is now DECREASING. That enables them to more easily retain moisture making them more drought resistant, STRONGER & MORE EFFICIENT.

The point of all that is .. it's in the plants' genes! .. they've been in a more CO2 enriched environment before and are now reacting to the increase in a favorable way. CO2 was MUCH higher than it is now when plants were evolving millions of years ago. Obviously increasing the number of stomata was their trade-off response to not getting enough CO2 at the EXPENSE of losing precious moisture.

Any sane person would see the real "environmental terrorists" are the GOP members of Congress who are trying to stop the EPA from fulfilling it's mandate. Perfect example of the GOP taking advantage of the slow economy to perpetuate their BS agenda that most American's totally disagree with.

How many reasons are needed to move to end corporate personhood? I know Sen. Boxer , Sen Feinsteine, and congressman Farr will not answer questions on this topic. So it seems to be clear where there loyalty.

SCOTUS says FDA should rule, and of course the GOP led congress is trying to gut the EPA so that it can't regulate greenhouse gases. So if judicial branch can't decide, and the congresion­al branch wants to do away with the entire agency so their buddies can pollute without penalty, then I guess it's left to the executive branch to make sure it still has teeth! Are you listening POTUS?

The EPA has 18,000 employees with 5,000 of them in Washington. I was looking at fines and violations and the vast majority of them were for paper work mistakes not actual emission, dumping violations - paper work mistakes!!!

I help run a medium size manufacturing plant and decided to get all the regulations that would cover our plants air emissions. I have them in my office as a reminder on a hand truck, the stack is almost 4 feet high! I would imagine the number of regulations for my sewers and solid waste would be equally daunting.

Now you consider all the regional offices for the EPA and I bet out of the 18,000 employees there are not 5,000 actual inspectors!

Really does this make sense?

If questioning these numbers make me a Tea Party member so be it!

and more paper pushers are going to stop this??? I don't know I would have thought more inspectors would be more effective in this regard!

If I were a large multination corporation I would love this approach hire some menial clerical worker to push back the paper work and dump my waste like crazy - I mean with so few inspectors who is going to know?

I have faith in your ability to rise to the needed intellect level to understand the advantage in more inspectors less paper work.

Or are you a paper pushing bureaucrat trying save their job? I would understand.

My first reply was a civil reply. This would have been my knee jerk reaction to your comment capisce.

Definition of im.becile - usually capable only of guarding himself against danger and of performing simple mechanical tasks under supervision

If you think more paper work pushers are more useful in protecting you than inspectors - then you don't qualify as an im.becile.

Capisce! I'm starting to like that word.

If we can simplify the regulations, make them easier to follow, then great.

The solution is not closing the EPA and letting business pollute all they want.

My point was there are to many paper pushers in the EPA and not enough inspectors!

Germany has only 1,400 employees in their equivalent of our EPA - far more inspectors per paper work pushers! Germany has 82,000,000 people the U.S. has 310,000,000 people. Now many will point out the size difference but the truth is it's people that pollute not trees! We have 3.8 times the people but 12.8 times the number of EPA workers. I find it difficult to believe trees, tundra, mountain, and prairie are such big polluters!

Fri Jul. 15, the House passed a bill that effectively eliminates federal oversight on water standards. The bill rolls back the Clean Water Act, returning most oversight to the states,
The House passed the bill by a vote of 239 to 184 on Wednesday with almost all Republicans and a handful of Democrats supporting it.

During the Bush administration, the White House worked to prevent the Environmental Protection Agency (EPA) from protecting us from formaldehyde pollution, smog, and global warming. In fact, White House officials secretly manipulated or suppressed EPA scientific analysis on each of these issues and many others.
And we all suffered for it.
