House Republicans To Focus On Repealing Environmental, Labor Regulations

WASHINGTON — The House Republican agenda this fall will focus on repealing environmental and labor regulations that GOP lawmakers say are driving up the cost of doing business and discouraging employers from hiring new workers.

House Majority Leader Eric Cantor, R-Va., says in a memo to his fellow Republicans that as soon as Congress returns to Washington next week he will start bringing up bills to repeal or restrict federal regulations. He also said the House would also act on a small business tax deduction.

The memo was released Monday.

The GOP approach to job creation comes as President Barack Obama prepares to announce after Labor Day a broad jobs package expected to include tax cuts, infrastructure projects and help for the unemployed.

"By pursuing a steady repeal of job-destroying regulations, we can help lift the cloud of uncertainty hanging over small and large employers alike, empowering them to hire more workers," Cantor said in his memo.

He said that in the first week after Congress returns from its August recess the House will vote on a bill preventing the National Labor Relations Board from restricting where an employer can locate in the United States.

The bill is in response to an NLRB lawsuit against Boeing Co. claiming that the manufacturer violated labor law in opening up a new airplane production line in South Carolina. The agency alleged that Boeing was punishing workers in Washington state for past strikes and wants the company to return the work to Washington. Boeing denies the claims.

The next week the House will consider a bill to delay implementation of new Environmental Protection Agency emission and air pollution rules for utility plants until the full impact of the Obama administration's regulatory agenda has been studied. Cantor said the new rules could drive up electricity bills in many parts of the country by 12 to 24 percent.

Also on the agenda are new EPA emission rules for boilers that Cantor said could put 200,000 jobs at risk and similar regulations for cement and coal ash.

Later in the year Republicans will take a look at regulations in the new health care law and are ready to take action to counter expected EPA rulemaking on ozone pollution, farm dust and greenhouse gas.

Since taking control of the House last January, Republicans have passed numerous bills easing restrictions on energy development or increasing general scrutiny over federal rulemaking. But except for one measure to eliminate tax-related red tape in the health care law, the Democratic-controlled Senate has ignored the House legislation.

The office of House minority leader Nancy Pelosi, D-Calif., issued a statement saying the GOP "no-jobs" agenda was in response to Republican strategists warning that their concentration on cutting spending could lose independent voters. It said the agenda would drive jobs overseas, impede worker rights to organize and jeopardize clean air and water.

Cantor said the GOP jobs agenda will also include repeal of a rule, to begin in 2013, requiring federal, state and local government to withhold 3 percent of all government payments made to contractors in excess of $100 million and a proposal allowing small businesses to take a tax deduction equal to 20 percent of their income.

The 3 percent withholding requirement was included in a 2005 tax bill and designed to prevent business tax evasion. It was originally supposed to go into effect on Jan. 1, 2011 but was pushed back, first to 2012 and then to 2013.

A good example of this is Pa the are now fracking. The want to lift restrictions by the EPA and hold theirselves accountable for environmental damage. First the company will extract oil by any means and of course they are going to tell the public theres no invironmental impact to water supplies. They will simply fudge their reports. If they become the target of a lawsuit they will bankrupt and open under another name or get a government bail out. Fracking only creates a temporary job because once the well is drilled its capped and is basically self suffient. The oil extracted will then be sold to the highest bidder probably China. And they are completly tax exempt here. If a environmental clean up need done it will be at the taxpayer expence. Dont believe it please come to Pa. We can show you hundreds of abandon mines with acid run off its just one example. As for no regulations on fracking google environmental effect of fracking. And removing the EPA is an injustice to all the people of America.

I agree people dont educate themselves they read a story or a representative from a company who profits says its perfectly safe and people take it as fact. Most people can be bought for a price and would lie for a price. Its like drinking koolaide from a stranger they may have good intentions but do you really know whats in it.

I can't figure it out all I know the t-party and the neo-cons will destroy this Country we need to stop them NOW! Some of the t-party I have encountered seem to be southern, white older men and maybe graduated high school.

well, one thing you can say for sure; those house republicans are true forward-thinking visionaries with their roadmap for the future lying in reliving the past. that's the way to create jobs and tackle all the problems facing our country. game plan: let's make sure we don't more forward but embroil the federal government in things that will never get passed while we waste millions of taxpayer's money. what a strategy!

The Republithugs are so darned adamant about the debt we might leave to our children, grandchildren etc, but have no concern about the state of the world we will leave them. Turning back the clock on all the progress we've made trying to clean up the environment (most of which was accomplished against stiff opposition by the Republithugs) will leave a world closer to the brink of self-destruction than the debt will. We KNOW the dangers to the environment cause multiple health risks, but still they seek to repeal legislation aimed to lessen those dangers. Of course it all comes down to how much money it will cost Big Business, and those Republithugs have set their agenda to keep Big Business from paying their FAIR SHARE of taxes, and without holding Big Business responsible for all the crap they spew into the environment.

Between lowering taxes to the lowest in the history of this nation for corporations and wealthy elites to repealing regulations meant to protect the general public welfare from the very same companies, a Republican's work is never done pleasing his corporate master. Such hard work!

All those in favor of Cantor's Plan FORFEIT any right to refer to children, grand children or future generations whenever discussing issues such as debt, etc., for wanting to repeal environmental regulations proves without ANY doubt that they have NO care whatsoever for children or future generations, but only for THEMSELVES...their WALLETS...NOW.

It's not that they don't believe about climate changes, pollution, etc. They actually don't care about it...kids can take care of that down the road when these people are long gone, having maximized their profits...
