Kelley Williams-Bolar, Mom Arrested For Faking Address To Send Children To Better Schools, Has Pardon Rejected By Parole Board

COLUMBUS, Ohio — The Ohio Parole Board on Friday recommended that the governor not pardon a woman who was jailed for using her father's address to enroll her children in a neighboring school district.

Kelley Williams-Bolar, of Akron, served nine days in jail earlier this year for falsifying information on records that she used to send her daughters to a school outside the city. She said her conviction for felony records tampering threatens her efforts to earn her teacher's license.

The board said Williams-Bolar could have solved her schooling situation legitimately and was dishonest before and after her conviction.

"Ms. Williams-Bolar was faced with a no more difficult situation than any other working parent who must ensure that their children are safe during, before and after school hours in their absence," it said in its unanimous ruling. "Most parents find legitimate and legal options to address this issue. Ms. Williams-Bolar's only response was to be deceitful."

The board also rejected Williams-Bolar's arguments that her conviction harmed her future plans, noting that she has hardly made the efforts necessary to obtain a degree to teach.

Williams-Bolar had told the parole board in July that she was remorseful for lying and would do things differently if given the chance.

"I love my kids and I would have done anything for my children," an emotional Williams-Bolar told the board.

An attorney for Williams-Bolar said Friday he was disappointed but confident that Gov. John Kasich, who has the final say, will see things differently.

"Justice will ultimately prevail," David Singleton, executive director of the Ohio Justice and Policy Center, said in an email.

The executive director of the citizen coalition ColorOfChange.org, which petitioned for Williams-Bolar's pardon, said the group will lobby Kasich as he makes his decision.

"The ColorOfChange.org community was deeply moved by the story of Kelley Williams-Bolar. Many parents all around the country would act just as she did if it meant a safe, secure experience for their children and peace of mind with regard to their education," Executive Director Rashad Robinson said. "The parole board's lack of empathy is astounding, and now the decision rests fully with Gov. Kasich."

Prosecutors defended the felony charges, saying Williams-Bolar willingly broke the law by using her father's address and misrepresenting other information on school documents for the nearby Copley-Fairlawn district. Officials there challenged her girls' residency in 2007, when they were 9 and 13 years old.

Summit County chief assistant prosecutor Brad Gessner told the parole board that Williams-Bolar engaged in a pattern of deception when it came to falsifying documents. Gessner said she had options when school officials questioned her about her residency but instead changed her address on her driver's license and bank and employment documents.

Williams-Bolar's older daughter now attends an Akron public high school, while her younger daughter got a voucher to go to a private middle school. Williams-Bolar continues to work as a teacher's assistant at Akron public schools.

Kasich asked the parole board to hold the clemency hearing, but he has the last word.

The case drew national attention as a high-profile example of schools getting tougher on parents who improperly send their children to other districts, usually with better-funded and higher-performing schools. Some people were outraged by Williams-Bolar's dishonesty. Others believed her prosecution and punishment were too severe.

Kasich has used the case to highlight expanded access to educational alternatives, including vouchers, and it became a rallying point for advocates of school choice.

Williams-Bolar, a single mother, said safety was her main concern when she enrolled her daughters in the Copley-Fairlawn district. She said she was worried about leaving her daughters alone because someone had broken into her home.

Parole board members asked her whether she had considered moving in with her father or having a neighbor watch her children on the days she attended night classes. They also raised questions about whether she had looked into voucher programs.

Singleton has acknowledged that his client had made mistakes, including writing on a bill from the school that she was deployed overseas even though she is not in the military.

The district's superintendent has said it was enforcing its enrollment policy. Since 2005, Copley-Fairlawn resolved conflicts with at least 47 other families over illegal student attendance but was unable to reach a resolution with Williams-Bolar and was forced to turn the case over to prosecutors, district officials said.

everyone wants security and a good education for their children, but committing fraud is not the way. using the excuse that she was military and was being deployed is deplorable...saying anything to get your way is a disturbing trend in our civilized society and will destroy us if not kept in check

Really~~~???? The woman tried to get her kids into a better school? Why is this even happening?One school should not be better than another and if it is, the attention should be foucsed on a school that is bad enough for a mother to risk everything to have a better opportunity for her children... Put the money it is costing to harrass this woman into the school. This is so sad...I would absolutely do the same thing....But that doesn't change the question of why? We spend so much money helping other countries...we make big "tado's" about it..How wonderful we are the way we help other countries...How about right here in America...This is where all should be looking first. I am ashamed of our system that would cause a mother to go to an extreme to make sure her children get a good education.It is so not right.

My sentiments exactly. And that is the catch 22. The woman did break the law but that just goes to show you what people have to do nowadays to ensure that their kids get a quality education. What if this woman had decided to play by the rules all along and send her kids to those run down schools and either 1 or both of her kids got shot, beat up etc. as a result? What would the parole board be saying then?

PEOPLE: This is what Charter Schools are about. Giving people choice. You say you are pro-choice, here's another way to demonstrate that. The tax money that would ordinarily go to the public school goes to the charter school of the parent's choosing. This has worked very well to improve the quality of education and provide for competition.

Of course teachers are fighting it because they do not want accountability or people to opt out of the traditional method. It might lower union membership and isn't that what a public school education should be all about?

This doesn't have nothing to do with being black or white. This has everything to do with about taking the matter up about your schools being screwed up about what ever that makes your school system suck to want to take your children out. That sounds more of a social issue.

pretty sure of your opinion, aren't you?..ignorance of the law is no excuse, but you seem to think it is. she is responsible for her own actions and that must be maintained in a civil society...the perceived inequity can be remedied through school vouchers and choice, but the problem is political lobbyists such as the teachers union will not allow this to happen without a fight. which side are you on?

It is curious to me that quite a few posts, quite, are flat out condoning this womans behavior, the justification being that she did it for her kids and that she is being "singled out" because she is Black. She lied on all kinds of documents, she was caught, period. A lot of these "justifications" sound just like the ones Mexicans use when they jump the border: "it's for my children, i don't/didn't have a choice",all the while breaking the law and expecting and apparently getting sympathy, empathy and support from "some" people.

Okay. Maybe. Maybe not.

All I know is...there is a white, blue-eyed mother living in one of the States with two children and a hubby. None of them are born in the U.S. The kids go to a private school there. They live in a gated community. None of them are citizens or have landed immigrant status or the equivalent thereof. The only reason they go back to their "homeland" is because, although they despise "Obamacare" (they are conservative), they enjoy and use the universal healthcare my country provides them. They've been doing this for YEARS.

Do their American friends, colleagues and neighbours know this? Of couuuuuuuurse!
But again...they're wealthy and white and blonde and beautiful. So everyone keeps their mouth shut.

I don't mean to insult you, which is clearly what your attempt was to do to me, but when you take something that doesn't belong to you it is stealing. She had her children in a school where they did not belong, thereby stealing from every taxpayer in that district. Every student requires an additional investment from taxpayers for labor and supplies. Just because she saved her real district money, doesn't exonerate her from the one she stole from. She cheated those taxpayers by driving their taxes up.

Try to think that through.

Case like this will happen more and more [not just in Ohio, my home state] in other districts, as education is being quickly reserved for those of means only once again in this country. Let's face it, public education is morphing into something that is so public and certanly not very education like.

Does anyone on here from the area involved know why she didn't settle with the school district like the other families did? I hope this wasn't a case of she thought things would come down in her favor if she went to trial. When I first became aware of this case several months ago, it made it seem as as if the ONLY thing she did was lie about her address to get her kids into the more safe better performing school district. But there is a lot more to it than that.

'-She told Copley-Fai­rlawn she had no income, and therefore could get free/reduc­ed lunches for her kids.
-She tried to give her parents a Grandparen­t POA, but didn't have her ex sign off
-She is not even close to obtaining a degree, her GPA isn't high enough, although in the last six years she received over $70k for loans & grants to UA.
-Her kids were on their dad's medical insurance, she added them to her own insurance through APS, until Akron found out they were covered by to insurance co's. She also applied for medicaid for the kids in *2010* saying they had no other insurance.
-She tried to get heating assistance­, and lied repeatedly on the forms, saying she didn't receive subsidized housing, that her kids were on medicaid, and that she herself had no insurance"

I have a white friend who just got caught for frauding the welfare system and unemployment. If she does not pay it back in the time allotted she will be prosecuted, and trust you will never hear about her on the news.
