MEXICO CITY — Authorities are investigating the killings of two women as gender crimes after their bound, naked bodies were found in a Mexico City park, the capital's chief prosecutor said Friday.

Mexico City law requires prosecutors to investigate such crimes involving women as gender-related, said Miguel Mancera.

But investigators will not ignore other potential motives, including possible connections to a money-exchange business owned by one of the victims or the fact that both women had been journalists.

Money exchanges at Mexico City's international airport have been targeted by thieves in the past.

In an interview with MVS radio, Mancera did not say whether the women had been sexually assaulted. Autopsies showed that Rocio Gonzalez and Marcela Yarce were strangled with rope and later shot. Their hands were tied behind their backs.

Yarce helped found the news magazine Contralinea. The magazine's director, Miguel Badillo, told MVS that Yarce sold advertising for the publication but she was no longer reporting for it.

The magazine has sharply criticized the government, and Badillo said Friday that it has not been given any government advertising. He also said the publication has faced lawsuits from companies and individuals angered by its reporting.

He said that by selling advertising, Yarce played "a key role" in helping the magazine survive. But she wasn't involved in any of the magazine's investigation nor had she receive threats, according to the Inter American Press Association.

"We deeply condemn these acts and urge the authorities not to discount any hypothesis," said press association chairman Gonzalo Marroquin said in a statement. "We have enough experience in recent years to know not to prejudge any acts against a journalist before a thorough investigation."

Apart from the lawsuits, "there is nothing else that would make us suspect that this event was related to her (Yarce's) journalistic work," Mancera said.

Gonzalez was involved in a project for an in-house publication for an unspecified corporation and was a former reporter for the Televisa television network, Badillo said.

Two joggers discovered the women's bodies Thursday near a cemetery in El Mirador park in the poor, crowded neighborhood of Iztapalapa.

The city Attorney General's Office said Gonzalez was 48 years old. Relatives told local news media that Yarce was 45.

Mexico's Human Rights Commission said Thursday night that it would open its own investigation into the homicides.

"The aggression, threats, intimidation and persecution that media workers suffer inhibit and limit free speech," the commission said in a statement.

It said eight journalists have been killed in Mexico this year and 74 since 2000. Other press groups cite lower numbers.

Do they ever arrest anyone for any of these crimes? Do they even seriously investigate? Does anyone travel to Mexico for vacation anymore? I wouldn't even trust the resorts.

Truthfully, just stepping outside of the US into Mexico is too high a risk today. Anyone who blindly goes into their timeshares or resorts for vacation thinking the problems there will just ignore them are really taking too big a chance. We are not protected there in crimes as this story just illustrates of women who were born there, working and living out their lives there were not protected and will most likely not have the justice served for their deaths. A very sad country. And I also wonder why our country has not put a priority of lessening the cartel's stranglehold on their own citizens and our citizens as they have now become very well set up here. We have been in a war for 10 years in Iraq to lessen the degree of oppression there, why do we not concentrate on our own border problems. Doesn't make sense.

It just keeps gwttingmsadder and sadder. First step would be the US to legalize the use of drugs and tax it. That would cut down on some drug crime.

Hmm - let's see how the Obama administration handles this. Recent administrations (Bush and Obama) have taken a very soft line when it comes to dealing with Mexico.

The broader concern is if crimes like this against (pick your favorite group... women, journalists, etc.) go under investigated and under prosecuted it could both be a symptom of deeper corruption problems, and an indication of possible problems for international journalists.

Not about juridiction. It's about every administration voicing concerns about human rights. Or does human rights only have relavance during a Republican administration, not a Democratic administration?

poor Mexicans. If those who ran USA weren't racist and looked at people as good, they would help build your society, and integrate with your society - like Canada, so that the violence and bad parts of society didn't have to spill into ours. But I understand it, they need to control your country by keeping it unbalanced and in a permanent state of strife. It just sucks when two regular people are victims in it.

I agree that something along these lines needs to happen, but it cannot happen without an invasion first. Much more blood will spill before this is all said and done. I dont think it is as easy as you think it is, but it does need to happen.

American businessmen and covert operatives have always been there to make sure it stays that way.

You can thank the fascists that got kicked out of Cuba for turning Mexico upside down and keeping it that way for decades. GHWB and PEMEX would probably be good places to start.

Maybe if we stopped asking them to landscape our properties, clean our hotel rooms and offices, cook and serve our meals, look after our children, build our homes, pick our fruits and vegetables and care for our seniors, they would stop coming here.

Life is cheap in Mexico...just like it is in China. My husband travels to both.....and says it's scary if you're not careful. If you don't have preset transporation... a cab driver can tak you just about anywhere.....and you'll never be heard from again.

It's a hellhole. I live here in L.A. and there are some parts of SoCal I drive around to that look like 3rd countries. You wouldn't even believe you are in the US anymore.

I have to disagree with you regarding China, I travel there frequently and I have never seen anything remotely close to what you are insinuating. To compare them to Mexico is a huge leap on your part. In every city I've been to I've never even seen a weapon, even on the police.

Regarding Mexico, I have cancelled business trips and no longer vacation there.

The cruise ships are even eliminating stops in Mexico. The Panama canal cruises are choosing to skip Mexico all together and cruise on up the coast 4 or 5 days to San Diego or LA.

I have no intentions of entering Mexico again.
When it becomes civilized, I will think about returning for a visit.
All the gringos from the states who live there in their so called quiet and safe little communities are in denial about what goes on.
They all say "its so safe where we live". Pay no attention t the locals.
You are next dummies. You think you own your piece of quiet prosperity but are living a fantasy that is about to change and there is nothing that the American Embassy can or will do to help you.
We act like protected sheep and just graze in our own backyards.
Sad commentary for the people of Mexico.
