TRIPOLI, Libya (AP) - The CIA worked closely with Moammar Gadhafi's intelligence services in the rendition of terror suspects to Libya for interrogation, according to documents seen Saturday by the AP, cooperation that could spark tensions between Washington and Libya's new rulers.

The CIA was among a number of foreign intelligence services that worked with Libya's agencies, according to documents found at a Libyan security agency building in Tripoli.

The discovery came as the Libyan rebels said they would surround pro-Gadhafi cities until the Sept. 10 deadline for their surrender.

"We are by the grace of God in a position of strength, capable of entering any city, to deploy any of our fighters in any direction," the head of the rebels' National Transitional Council, Mustafa Abdul-Jalil, told reporters in Benghazi. "However, in our desire to avoid bloodshed and to avoid more destruction to public properties and national institutions, we have given an ultimatum of one week to the areas of Sirte, Bani Walid, Jufra and Sabha."

"It is an opportunity for these cities to peacefully join the revolution," he said, adding the rebels were providing humanitarian aid to the besieged areas along with water and electricity services.

The intelligence documents found in Tripoli, meanwhile, provided new details on the ties between Western countries and Gadhafi's regime. Many of those same countries backed the NATO attacks that helped Libya's rebels force Gadhafi from power.

One notable case is that of Abdel-Hakim Belhaj, commander of the anti-Gadhafi rebel force that now controls Tripoli. Belhaj is the former leader of the Libyan Islamic Fighting Group, a now-dissolved militant group with links to al-Qaida. Belhaj says he was tortured by CIA agents at a secret prison, then returned to Libya.

Two documents from March 2004 appear to be American correspondence to Libyan officials to arrange Belhaj's rendition.

Referring to him by his nom de guerre, Abdullah al-Sadiq, the documents say he will be flown from Kuala Lumpur, Malaysia, to Libya and asks for Libyan government agents to accompany him.

It also requests American "access to al-Sadiq for debriefing purposes once he is in your custody."

"Please be advised that we must be assured that al-Sadiq will be treated humanely and that his human rights will be respected," the document says.

Peter Bouckaert of Human Rights Watch, which found the documents, called the ties between Washington and Gadhafi's regime "a very dark chapter in American intelligence history, and it remains a stain on the record of the American intelligence services that they cooperated with these very abusive intelligence services."

In Washington, CIA spokeswoman Jennifer Youngblood declined to comment Saturday on any specific allegation related to the documents.

"It can't come as a surprise that the Central Intelligence Agency works with foreign governments to help protect our country from terrorism and other deadly threats," Youngblood said. "That is exactly what we are expected to do."

None of this should come as a surprise...whatever and whomever is expedient to our goals is fair game. The biggest surprise is yet to come. Wait until the militant islamic representatives who are members of the "rebel forces" start to surface and take prominent positions in the reorganization of Lybia! We have a long and un-illustrious history of backing the wrong horse and this time is no different. We used up millions -- if not billions -- of dollars in aramaments, munitions and military resources supporting these yahoos and NO ONE knows who they are or, more importantly, who they represent.
Think that's off base? Consider this...after much public praise for the "democratic" uprising in Egypt by Obama, Clinton, Holder , et al...now that the smoke has cleared and Egypt looks towards holding democratic elections, the ONLY goup with ANY chance of winning a majority turns out to be the Muslim brotherhood. In addition, since the toppling of the Mubarak government, it has been open season on Israel through suddenly pourous borders.
I would venture that all of our "friends" throughout the world are going to be extremely cautious in any future dealings with us. Especially given the total lack of any substantive Obama foreign policy. Perhaps Obama thinks foreign policy is GEICO of Indonesia!!!

Sometimes, we just have to choose the lesser of several evils. If Belhaj was the leader of a terrorist group that was closely allied with al Quida, he's got only himself to blame for his treatment. He should probably be grateful that he was not executed. It's sounding like Gadhafi may be being replaced by someone no better than he was.

That's a big ''IF'' - what about the many, many prisoners who were rounded up in an excess of terrorist fears, simply because someone decided they were terrorists - they looked like they were dangerous, or had a name mistaken as a terrorist name? Or just because they were there, and the person doing the rounding-up wanted to bring in lots of bodies? Or even, on the basis of a statement, without anyone checking out that statement to see if it was true and supported by facts?

What about young people being forced into becoming soldiers being treated as if at ten or twelve years old, they were able to form a logical or reasoned decision - but are still being charged and incarcerated and tortured as if they were adults?

People who live in fear frequently make poor judges of reality.

Want us to stop the misuse of our military et al? Change the political system of campaign funding. Thats where the rubber meets the road. Instead, change to a 'City Manager' concept. If not that; then to where it is illegal to accept donations above $100. That should cut out most of the big 'Bribery Indebtedness'.

So she didnn't decline to comment. She endorsed the idea of colluding with Gaddafi in the torturing of prisoners

She only declined to comment on specific allegations; that doesn't mean she's endorsing collusion with Gaddafi. The CIA, by it's nature, is clandestine.

Yup, Big Brother at it's finest!!! How many men are sitting in jails right now who merely said that they disapprove or approve of what is being done in their former country, then comes the FBI's paid informant (convicted felons) who entrap them and have them thrown into jail! Wow, now that is justice, right?

Kind of reminds you of Hitler, Stalin, etc.!!! Oh, but that is justification for huge budgets for the CIA and FBI! Cause trouble in other countries, then the saviors come in and list the freedom fighters, whom they originally supported, as terrorists and help the "new" administration take over! Of coourse, if you notice, most of these coountries all have oil! Then the banking industry moves in with all of their cronies and wallah! business as usual.

I wonder if BO realized when he was voted into office what he would have to support? He is now being used and has no choice in the matter!!! Who knows what will happen to him and his family if he refuses to cooperate??? Until recently, I thought that he and his cronies from Illinois knew what was going on; I really don't think that any of them were smart enough to know the mess in which they would be involved!!! You are absolutely correct. It all has to do with the beast system . . it IS in effect. Ask yourself why there is a camera on every single corner, in every lobby, why there are mobile police stations that can see, using those cameras as well as satellites and drones in the skies that fly where people can't see.

Come on people, this country has talked about how fair and loving it is for along time. They condemn other countries for how they treat individuals all of the time. This country has used other countries service for interrogation for some time. We condemn them while dropping off anther person for questioning.

I may be the town fool, but I seem to be one of the few people who thinks Gadhafi is long gone from Libya. Why would he hang around waiting to be executed? Especially when the longer he waits, the tighter the noose gets.

I don't see him as another Saddam Hussein who thought he could hide out indefinitely in the country he once ruled, but was then occupied by hundreds of thousands of opposing forces.Very few despots act like that.

Bin Laden was able to hide out in another country for almost 10yrs before he was discovered. And the price on Gadhafi's head won't be nearly as high as it was for Bin Laden. There'll be very little interest in Gadhafi outside of Libya. And the oil revenues the new Libyan government will be raking in will cause even their interest in Gadhafi to quickly wane.

I may be the only one who believes it, but I think Gadhafi pitched his tent somewhere else a long time ago. And while everybody thinks he's still in Libya, the trail to where he really went gets colder and colder. It's the only thing that makes sense to me.

Same with Bin Laden! You think for one minute that he could have lived in a poor area with a 25 million $ price on his head for 10 years? NOT! He either died in 2001 from the massive bombings of the caves, died from kidney failure (which he supposedly had) or was long gone from that area! By the way, his so called "compound" is typical of larger homes all over Pakistan! They enclose the property with walls to keep out beggars, intruders, wild animals, etc.!!!

What more proof is needed that these so called Rebels are Al Quaida just as Gadaffi said in the very beginning ? We are now suporting our enemy all for a few barrells of oil because Gadafi wouldn't play ball with the rest of the OPEC nations that have been bleeding us dry .

I don't trust our government, we have supported so many murdering dictators in the past that noting suprises me, its one of the reasons that we are so hated by people around the world, we've also done some terible things to our own people right here in our own country (like the Teskegee expiriments) that's why I can't understand why some many liberals want to give more power and athority to the government, please people, liberal or consevative, black or white, think twice before turning over more athority to the government, the idea that-"its for our own good" and that the governments just trying to help, is putting us in danger of becoming a police state, protect your rights and freedoms don't give them away.

I'm a news junkie and I remember very well how the Obama administration was going after the gun dealers for selling guns to Mexican drug runners, it was an atempt to villenise the gun dealers and no doubt turn the public agaist them for the purpous of inacting more gun restrictions, at the same time the government was telling gun dealers that they had to sell these gun to the drug dealers which the gun dealers didn't want to do, but the government need them to comply in order to set them up, it may have worked if not for the fact that one for their own people got killed in the process, and that set up an investigation that exposed this whole debockle, now the cover up by the government heads and a complicit media who want this to go away so as not to emberase their beloved liberal president, it all makes me ill.

Although we have lost some liberties over the years, we are still the country that people want to immigrate to. The key words are "serves our needs". What other reason would there be to involve ourselves with other countries? Other nations come to us for support, so "leader of the free world" isn't just a "smug veneer", it is a fact whether we want the title or not.
