Iran: Full Supervision Of Nuclear Program In Return For Lifting Sanctions

Iran Nuclear Program

ALI AKBAR DAREINI   09/ 5/11 04:32 PM ET   AP

TEHRAN, Iran — Iran's nuclear chief on Monday proposed to allow the U.N. nuclear watchdog "full supervision" of its nuclear activities for five years provided that sanctions against Tehran are lifted, but the official did not give details of his offer.

The United Nations has imposed four rounds of Security Council sanctions over Tehran's refusal to halt uranium enrichment, a technology that can be used to produce nuclear fuel or materials for an atomic bomb.

Iran's nuclear program is already subject to routine IAEA inspections. IAEA cameras monitor Iran's nuclear activities. including its contentious uranium enrichment sites.

Vice President Fereidoun Abbasi told the semiofficial ISNA news agency, "We proposed that the agency keep Iran's nuclear program and activities under full supervision for five years provided that sanctions against Iran are lifted."

He didn't elaborate what he meant by "full supervision," or how far the International Atomic Energy Agency could go in trying to prevent Tehran's nuclear program from producing weapons. Iran has always insisted that its program is peaceful, but the IAEA has give successively stronger warnings over the years about potential military dimensions to Iran's nuclear program.

The U.S. and its allies accuse Iran of using its civilian nuclear program as a cover to develop nuclear weapons. Iran has denied the charges, saying its nuclear program is aimed at generating electricity and producing isotopes to treat medical patients.

Iran says it voluntarily implemented the Additional Protocol to the Nuclear Non-Proliferation Treaty as a confidence-building gesture, but its parliament passed legislation in 2007 forcing the government to end the cooperation after the country was referred to the U.N. Security Council for sanctions over its refusal to suspend uranium enrichment.

Tehran says it remains committed to its obligations under NPT but is not required to allow intrusive inspections. The IAEA has countered by saying that a government cannot unilaterally abandon the agreement.

Under the Additional Protocol, a member state is obliged to notify IAEA when it begins to design a new nuclear facility.

Abbasi also charged that Iran is facing increasing "sabotage" in its nuclear program from its enemies.

"We've witnessed increasing acts of sabotage in our nuclear program ... they (the West) are constantly trying to harm our nuclear facilities through (computer) viruses, sale of flawed equipment, etc.," ISNA quoted him as saying.

Last year, a powerful virus known as Stuxnet targeted Iran's nuclear facilities and other industrial sites.

Iran has acknowledged that Stuxnet affected a limited number of centrifuges – a key component in the production of nuclear fuel – at its main uranium enrichment facility in the central city of Natanz. But Tehran has said its scientists discovered and neutralized the malware before it could cause serious damage.

Sure, because they hid their actual nuke program. And we all know how much we can trust Ahmasickindahead and this corrupt theocracy.

Let me begin by stating that I do endorse the War on Terror that the United States has been actively involved in for a decade. However, who do the U.N. and United States think they are telling a nation that they cannot develop an alternative source of energy? Many will say, "what if they use the technology to develop nuclear weapons?" My response: Why shouldn't they? Every nation around them from the United States to China has a nuclear arsenal so why shouldn't Iran? What the U.N. and United States should be more focused on are sleeper cells purchasing nuclear weapons and using them on the free world. They have no business telling a developing nation that they cannot utilize a certain form of energy, whether it is to power their country or defend it. There should not be a problem especially if Iran is allowing constant monitoring of their program.

Good point, but dont you think Iran would sell nuclear weapons or material to groups such as Hamas?
08:12 PM on 09/06/2011
This shows that Iran has nothing to hide. Of course, the West lead by the US and at the urging of AIPAC and Israel will not agree because the West wants Iran's natural resources.
09:47 PM on 09/06/2011
No nothing.
What is this, the umpteenth time Iran has claimed full access to their nuclear sites without giving "details of " their offers, then conveniently stall the U.N. ad nauseum?
BOTTOM LINE, if Iran wanted to avoid the sanctions, had nothing to hide, these inspections could have been given open access years ago.
Why didn't they?
08:47 PM on 09/07/2011
There is little U.N. ad nauseum. It's all U.S. ad nauseum and since we haven't any trade or relations with Iran for 30 years, there isn't much of that either. We can't fight with them and their is not going to be a revolution. Their biggest problem right now is teen fighting with waterguns in parks. There is an offer on the table that we can talk about and figure out the details. It's time to deal with Iranian nuclear program like adults.

They want the same treatment that the US and Israel enjoys with regards to its nuclear program. Why is that so hard to understand?

Just lift the sanctions. They're hurting the people, not the government policy.
05:07 PM on 09/06/2011
It must be hurting the government if they are willing to make a 180 on their nuclear policy.
11:20 PM on 09/06/2011
Samctions haven't effected them. This is the same deal as 2004 that US rejected. Since, Iran was sanctioned in 2005, Iran dropped the voluntary additional protocols and only cooperates within the confines of NPT.

This is what is in the Koran, do not believe anything the Islamic regime in Iran promises, as long as they are lying to infidels it is sanctioned by God, according to them, below is the script.
The practice of concealing one's beliefs in dangerous circumstances originates in the Qur'an, which deems blameless those who disguise their beliefs in such cases.[8] The practice of taqiyya in difficult circumstances is considered legitimate by Muslims of various sects. Sunni and Shi'a commentators alike observe that verse 16:106 refers to the case of 'Ammar b. Yasir, who was forced to renounce his beliefs under physical duress and torture.[9]

Qur'an 3:28 enjoins Muslims not to take the company of non-Muslims unless as a means of safeguarding themselves. "Let not the believers take those who deny the truth for their allies in preference to the believers – since he who does this cuts himself off from God in everything – unless it be to protect yourself against them in this way…"[10] Regarding 3:28, Ibn Kathir, a prominent authority writes, "meaning, except those believers who in some areas or times fear for their safety from the disbelievers. In this case, such believers are allowed to show friendship to the disbelievers outwardly, but never inwardly." He quotes Muhammad's companion, Abu Ad-Darda', who said "we smile in the face of some people although our hearts curse them," and Al-Hasan who said "the Tuqyah is acceptable till the Day of Resurrection."[11

09:33 AM on 09/06/2011
Just INCREASE THE SANCTIONS! They are really feeling it. I would watch out for their tricks.
09:52 AM on 09/06/2011
Yes, it's only been 30 years. Surely if you push a little harder they'll fold.
09:56 AM on 09/06/2011
Good point. The USSR is still going strong...

Maybe if you keep changing the subject I'll eventually get back to the original issue, so carry on.
02:30 PM on 09/06/2011
LMAO. Sure buddy, lets increase the sanctions, what sanctions are those again, since we have no trade with Iran, nor have we had any for 30 years? Iran is just throwing us a bone knowing that we won't bite, so that they can say; See, we are reaching but they are not. It's called politics.

I've been hearing that "Iran is only 2 years away from having nuclear weapons" for 2 decades now, so frankly the people beating the drum about fearing Iran seem to be the bigger liars.

Like these pagan Iranians, these atheist commie Cubans abandoned their nuclear program in 1962 but a proud America wasn't about to be blackmailed into lifting that trade embargo for 70 more years, since they wouldn't stop being atheists 'n stuff. Until these heathen Iranians stop calling us infidels, America's sanctions will persist against Iran till 2082. America doesn't care if Iran lets 1,000 inspectors run wild with plutonium-sniffing dogs. I won't rest until we see Ahmadinijad's birth certificate. If we submit to blackmail by trading as usual, then we look weak in front of every country, and they'll make H-bombs shaped like smoking guns to put on floats in their May-Day parades. I found the microfilm in my pumpkin patch.

I think they have a right to have nukes only for defense like india, pakistan, israel etc. israel has over 200 nukes so they would never attack them
09:54 AM on 09/06/2011
And the only country to use nukes as offense (and has recently invaded countries on both sides of Iran) is telling the rest of the world that it's not good enough.
02:41 PM on 09/13/2011
You may not be here right now if we didnt use nukes. The Japaneese handed out guns to every citizen with one good eye to defend the mainland if the US invaded. The estimate is that 5 MILLION US soldiers would be killed in the invasion. God bless my grandparents generation. You would never see that with todays generation...my generation.

The treaty was not for peaceful use such as energy and medical research as Iran wants now, but it was for weaponry.

Do you understand English? Nuclear "power" and nuclear "weapons" are not the same thing. NPT in fact calls "Uranium Enrichment an inalienable right of the signatory."

A few years go, similar sanctions "persuaded" Libya's Gadhafi to abandon his nuclear program. Imagine that we would have listened then to the voices of "peace" and allowed Gadhafi to continue that program. What would a nuclear-armed Gadhafi regime have done, when confronted with the impending loss of power?

The sanctions against the mullahs should continue and intensify until they abandon their nuclear program. Full stop.
08:54 AM on 09/06/2011
I think the lesson from Libya to Iran is that it should do whatever it takes to start a nuclear weapons program asap!
09:16 AM on 09/06/2011
Nope! You have the logic totally wrong. If Gadhaffi was still suspeced of having any kinds of WMDs, the bullies that are the western powers will think long and hard before invading a sovereign nation to rob it if it's resources in the name of "protecting lives". A nuclear armed Iran, though not ideal, will provide a badly needed balance of power in that part of the world.

In case you haven't noticed, Iran lies a lot. And everything considered international/political is preapproved by the Ayatollah.

If Iran is offering the UN this carrot -- that is exactly what it is, a carrot -- they are hiding something. Based on history, they are trying to draw attention away from something else...a weapons program maybe? Maybe it's just another non-approved enrichment site, but they are trying to divert attention from something.

I tiger does not change its stripes.
