Obama's Jobs Plan Has Few Avenues For Passage Or A Vote, Save The Super Committee

WASHINGTON -- The White House continued on Friday to insist that it wants the President's new jobs bill to be considered as a single piece of legislation when it is formally introduced next week. But with Republican lawmakers hinting that they would rather consider the components of the president's plan individually, it's not entirely clear whether congressional Democrats will be able to make the president's wishes come true.

The problem is that House Democrats don't have the numbers to force a vote on the American Jobs Act. They could attempt to bring a bill out of committee and to the floor without a report from that committee (a procedure known as a discharge petition) but that would require a majority vote. Since there are 192 Democrats in the House, that would mean they would need 26 Republicans to offer their support. Unless a number of GOP lawmakers succumb to the pressure that President Obama -- who is hitting the road to campaign for the jobs plan -- applies, this seems unlikely.

House Democrats could also try to pass the bill through a motion to recommit (MTR), which allows the minority party to offer an alternative piece of legislation to the one being considered. Speaker John Boehner (R-Ohio) couldn't stop that vote. But Democratic aides aren't sure that there is a piece of legislation similar enough to the president's job bill that would allow a MTR to be germane.

Despite the fact that spending bills must originate in the House, the Senate could theoretically go first on The American Jobs Act. The chamber would take a shell bill from the House, strip it of its content, and put the text of the president's proposal in its place. But that still runs into two obstacles: are there 60 votes needed to break a filibuster in the Senate and, even if it does pass, how do you guarantee a vote in the House?

There are, additionally, territorial considerations that could cause the president's job bill to be stripped apart or at least altered. Various committees have jurisdiction over separate elements of his plan -– including tax policy, labor policy, infrastructure, school refurbishing, and wireless internet –- and each will want to put its imprint on the finished product.

On Friday, House Minority Leader Nancy Pelosi (D-Calif.) wrote Boehner urging him to act quickly on the packing in a bipartisan way. She also relayed that she had instructed "each Democratic Ranking Member to urge his or her Committee chair to schedule immediate hearings and legislative action on legislation proposed by the President that lies within the jurisdiction of the Committee."

While the deck is, as one Democratic aide noted, "stacked against" a straight up-or-down vote for the American Jobs Act in either chamber, there is one potential path forward.

Senior administration officials, in a briefing before the president's speech on Thursday evening, left open the possibility that the super committee in charge of debt reduction could put the text of the American Jobs Act in its final set of recommendations. This would mean that the bill would not only emerge intact, but would also be granted immense procedural advantages (it couldn't be filibustered or amended). It also would mean that it wouldn't come to a vote until late December -- a problematic timeframe with respect to the main objective: injecting money into the economy as quickly as possible.

"Obviously it could be passed as a part of a larger grand bargain, but we don't want to limit our options to that," said a senior administration official. "It would be very positive for this economy for this to pass quickly, and for it to pass in a way that people could see we're willing to work together to do something bold on creating demand in the short term, and a context in which we're also creating a confidence in our long term fiscal situation."

In America we had a Great Depression. The rest of the world had a much shorter depression. There is a very good book "FDR's Folly" looks at how the financial crisis effected both America under FDR and how countries like Canada did under a different policy. The government then, couldn't spend it's way back into positive territory just as it can't now.
BTW, calling people names is an admission of defeat.

Now that President Obama has specified what’s in his proposed Job-Creation legislation, the pundits are left wondering, “Why did he do it this way, and what is his strategy for getting it past the inevitable Republican blockade?”
To the first question, one could not help but notice, that the theme of the speech was that, every single one of his proposals has had some form of Republican support in the past. They, therefore, can make absolutely no claim whatsoever to the American People that any aspect of these proposals are of a Radical Leftist bent. I am sure that, if he were God, he would not have designed this Jobs Stimulus this way, but in this political atmosphere he decided to employ the tactic of using the Best Parts of Past GOP legislative proposals against their very creators.
As to the second question, one must take careful note that, in his mind, the most important group that the President spoke to in that Joint Session was not his Democratic Colleagues, nor to his Republican Opposition, it was in fact, to the American People. They are going to be essential in enacting his Jobs Stimulus! If Congress tries in any way to Water Down Any aspect of his Act, he will use his Bully Pulpit to rally the American People to some form of Citizen Petitioning against such an Effort!

yes this reminds me of the illusionist , People are so eager to believe and he throws things out that are appealing to the public out so folks have hope .. Great sound bites.. yet the end game will be blame of anyone whom gets in the way.. Yet some of the components of the bills are bills presented jointly to reid in the senate , whom has sat on.. the charade continues..

We are supporting all of this Congress in grand style and all they are interested in is stopping any kind of legislation that Obama proposes. How about putting your country first and start doing some work. It really is disgraceful to be so disrespectful of the President regardless of what party he represents. You are wasting time hammering on SS, medicare and other social programs while you are ignoring the quagmire of Afghanistan. You won't consider any cuts in the Defense/War Budget that is killing us while you are fighting to end any funding for our own infrastructure. You are not fit to hold office.

've noticed that most posters here are critical of Mr Obama. But did you know that all the while you are bashing him he has protected you from a great evil? During the Bush years Gibson Guitar designed, crafted and manufactured guitars right here in the US under the very nose of the Bush administration. Bush turned a blind eye towards BIG GUITAR and the Fat Cat excesses it represents! In the two and a half years under Obama, that has changed. With the economy and international relations going so well, the Obama White House made the bold move to PROTECT WE THE PEOPLE from unreglated Wall Street trade in Banjo and Zither futures. Now that's hope and change!

He talks about jobs, but produces nothing, Perhaps the money that Obama's spent flying their
dog Bo with his handler in a seperate plane, Mr. Love the dog handler getting 102 thousand from the taxpayers to look after one dog, Perhaps that 102 thousand could have paid for a couple of other less stess jobs.

I used to think it was irresponsible for liberals to insist that bush was responsible for the economy when in reality the democratic congress wrote that policy.

However.... these days I'm willing to concede their point and allow that, yes indeed, the potus is responsible for our economy.

I assume you the policy you are referring to is TARP (aka the bailout, HR 1424) and not the Bush tax cuts (2001 and 2003), Medicare Part D and Iraq and Afghanistan? In which case you are correct. Though there is more to our problems than just the banks.

The "American Jobs Act" is all about politics and catering to the voting base that voted for Obama in 2008. The lion's share of the funding will go to put off layoffs of government employees at all levels, and to extend unemployment benefits through 2012, just like the original stimulus money. This proposal does little to stimulate the private economy other then give a $4000 bonus to a small business for hiring someone they do not need to hire. If the need or demand is not there, no company is going to hire an additional person just to get taxpayer money that will be offset by the salary and benefits the employer has to pay. There is very little significant bipartisan ideas in the Jobs Act so Obama knows this bill (if and when it gets to Congress) will not go through as proposed, but, he thinks then, he can blame the lack of improvement in the economy in the next year against the Republicans as he attempts to get re-elected. All politics..no real new ideas.

Mr. Obama is a smart man. Harvard educated, an attorney, top in his class. He knows what he is doing, however I have no idea. This program does little for jobs. It is not creative not does it break new ground. Honestly I see little in how this will create jobs. The republican plan is not much better though. Except for one republican who is making promises similar to what Obama promised back in the last election which was to fix the trade imbalance with China. That in my opinion will fix the job problem. Will it happen? It better or we are sunk.

I have never seen any record that Obama was top of his class. as far as I can recall everything about him has been sealed. So we really don't know much about him.

Dump the jobs plan. If Obama wanted to create jobs, he would create a good environment for the private sector to prosper. Instead he does everything he can to inhibit it.

Obama plays a poor game of political chess with the Republicans. Case in point, when the December 2010 deadline arrived to end the Bush tax cuts, Obama should have let the deadline expire when a better deal for the American people was not reached. Allowing the Bush tax cuts to expire would have sacraficed a Republican knight for a Democratic pawn. If he would have given this political choice more thought, he would have provided the U.S. treasury with an infusion of cash. These new monies he could have financed his job programs and create contracts for building the nation's infrastructure. When the debt crisis with the Republicans brought to bear the nation's credit worthiness, he should have mated the Republican king by insisting that any spending cuts and estate tax reductions be matched with enacting tax reductions for the middle class. The Democrats would have sacrificed a political bishop to the Republicans while the Republicans would have traded a political rook to the Democrats. Nevertheless, the working American middle class would have supported the President for providing tax relief for them instead of tax relief for the rich, and the unemployed would have job prospects. Now, when Obama has a plan to create jobs his major chess pieces are missing except for his pawns and king while the Republicans still hold pawns, a rook, bishop, and king to hold the President's pieces in check. Obama's political gamemanship has put his job creation plan at a disadvantage.

But he didn't. He wussed out. He gave in to the demands of the republicans and crushed a lot of progressive's hopes for recovery all for the sake of not looking so demanding and seeming to work with the republicans even though they were kicking screaming kids that have all the toys and want to take away another kids last toy.

Obama needs to SHOVE this through and get it going on jobs. Perhaps his timing in putting forth a jobs creation bill is more political than anything else. I mean, its pretty backwards that we started with Health care and now near the end of his 3rd year we will work on jobs???

Cmon' Obama, if you would have stimulated job growth early on in your presidency, then maybe us unemployed, which may would have been employed, may not have been so skeptical about Health Care or any other issue for that matter.
