SHANKSVILLE, Pa. — The 40 passengers and crew who fought back against their hijackers aboard Flight 93 on Sept. 11, 2001, performed one of the most courageous acts in U.S. history, former President George W. Bush said Saturday at a ceremony dedicating the first phase of a memorial at the nation's newest national park.

The two-hour ceremony also kicked off a bipartisan effort conceived backstage to raise about $10 million to finish the memorial's first phase and maintain it in the future.

The hijackers likely intended to crash the plane into the U.S. Capitol in Washington, D.C., where the House and Senate were both in session, said Jon Jarvis, director of the National Park Service. But the plane "never made it because of the determination and valor of the passengers and crew of Flight 93, that plane crashed in this field, less than 20 minutes by air" from the target, Jarvis said.

Bush said the storming of the cockpit "ranks among the most courageous acts in American history."

Former President Bill Clinton likened the actions of those aboard Flight 93 to the defenders of the Alamo in Texas or the Spartans at the Battle of Thermopylae some 2,500 years ago who knew they were going to die. But Flight 93 was "something different" because those past heroes were "soldiers. They knew what they had to do."

The passengers and crew were, by contrast, "ordinary people given no time at all to decide, and they did the right thing. And 2,500 years from now, I hope and pray to God that people will still remember this," Clinton said.

"They gave the entire country an incalculable gift: They saved the Capitol from attack," Clinton said, along with an untold number of lives and denied al-Qaida the symbolic victory of "smashing the center of American government."

Clinton, a Democrat, pledged to work with House Speaker John Boehner, R-Ohio, on a bipartisan effort to fund the remainder of the memorial, a promise that caused Calvin Wilson, brother-in-law of co-pilot LeRoy Homer, to burst into tears after the ceremony.

"I can't put that into words. But to ... have the people whose lives were saved recognize that, that was extremely important," Wilson said, as sobs choked off his words.

U.S. Sen. Bob Casey, D-Pa. said it's possible the bipartisan support could result in special legislation to fund the memorial, though Neil Mulholland, president and chief executive officer of the National Parks Foundation, said it's more likely the effort will result in an influx of money from corporations and other private sources to finish the memorial and then, hopefully, create an endowment to sustain it.

"Today we got a huge lift," Mulholland said of the agreement he said was struck backstage by Clinton, Bush, Boehner, Vice President Joe Biden and Interior Secretary Ken Salazar.

The National Park Foundation, the park service's fundraising arm, also announced a $2 million matching grant to spur donations.

The remarks by Bush and Clinton, in particular, drew standing ovations and loud cheers from the ceremony, which drew about 5,000 people: 4,000 invited guests including the crash victims' families, and about 1,000 other people who sat or stood on the surrounding grounds.

Biden, on hand to unveil the Wall of Names at the memorial – a set of 40 marble slabs, each inscribed with the name of a passenger or crew member who died – said those victims quickly realized they were involved in more than a hijacking, but rather the opening battle of a new war. Biden said the "citizen patriots" echoed the sentiments of Revolutionary War Capt. John Parker who said in April 1775 that if war is what they want, "then let it begin here."

Bush also seized on the citizen patriot theme, referring to the group's decision to hold a vote to decide to try to overpower the hijackers.

"The moment America's democracy was under attack our citizens defied their captors by holding a vote," he said. "The choice they made would cost them their lives."

The Rev. Daniel Coughlin, who was the U.S. House chaplain at the time of the attacks, gave the invocation and called the sacrifices made by the passengers and crew "willing seed for freedom's harvest."

Coughlin's invocation was followed by a long moment of silence as the U.S. flag was brought in, then a singing of "The Star-Spangled Banner." The names of the victims were also read as bells tolled, and Grammy Award-winning musician Sarah McLachlan performed the song, "I Will Remember You."

Ahead of the dedication, crowds getting there were slowed by weather-related traffic jams as heavy overnight rains turned temporary parking facilities into mud bogs, and tight security rules but remained undeterred.

Among them was Butch Stevens, 69, of Carlyle, Ill., who stopped on his way back from a visit to Washington, D.C.

Stevens said he had no connection to anyone aboard the flight, except, as he said, as an American.

"This kind of makes you realize where you live," Stevens said.

Gordon Felt, president of the Families of Flight 93, whose brother Edward participated in the revolt by passengers and crew, afterward called the memorial, "a huge accomplishment. It's one that brings so much comfort to the families knowing, finally, that the sacred ground, the site where the flight came down and our loved ones rest in perpetuity, is finally protected and under the stewardship and care of the National Park Service."

It was trulu a bad day in 2001.I say home sunday and spent the better part of the day until after 9pm watching the concert that was put on in New York in 2001 on VH1 uninterrupted.There were many sad parts that brought back memories of that day and there was many good memorys as to how so many extremely impptrtant musicians gave their time on a moments notice to perform for it in an effort to get the money donations flowing in and to try to bring everyone to gether.They did a wonderful job without a doubt.One thing i didn't know was that Paul McCartney who orignized the whole thing was sitting in his jet waiting to take off that day and was looking out his window and actually witnessed the jets crashing into the trade centers and them falling down which he quicky canceled all travel plans and remained in New York and aside from helping familys etc that had lost loved ones financially started bringing all of the many performers together for the concert.He manged to bring the WHo back together and got the Fueding Roger Daultry and Pete Townsend to quit fueding Of course the main performer who as always manages to bring the house down was the last one Paul himslef.

The courage of the crew and passengers on flight 93 shows what people can do when they don't let petty arguments divide them, when they put aside their bigotries and differences and work together. They are the heroes we are always looking for, they are the ones that lay down their own lives to save the lives of others. I've noticed that no matter what the situation is, the danger and the chance of losing their own lives, theres always someone who will step up and do what needs to be done. On 9/11, I thank heavens there was a plane full of them. Bless them and remember them!

One thing that all of America needs to remember as we continue to discriminate against gay and lesbian people in our nation is that one of the four leaders in the resistance that took down the terrorists in this plane was a gay man, a real American and an American Hero.

He was an American first, a true hero! Like they say "there are no Atheists in fox holes", and I think sexual orientation has very little to do with it when you're depending on your fellow man for help and protection!

I loved what President Clinton said. Just wish he could run again so our country can get back the respect it had back then. Along with the abundance of Money that Our Country Had. He Honored flight 93 with Honor and Respect. Thank You President Clinton.

And who was it that got on tv and apolized to the American people for even having 911 happened......I believe a guy by the name of Richard Clarke.....(Hope i got that right)....He stated i apolize for the govt and all of letting it happen....Now you would never, and we never ever heard Mr Bush or Cheney apolize for it......I put nothing past the people in washington.....Some will sacrifice anything....(Yes, people and death also), to get there agenda or more money in there pockets.....THAT IS A FACT......

Again, someone is putting blame where it does not belong. The one who needs to be blamed is Mr. Clinton. President Bush had just taken office in 1/01. How much responsibility could he possibly have for what happened when he had been President for 9 months???

Clinton......lol....Did clinton have enough time after the bombing in the towers lower level?.....At that time, did they even have enough info that Osama was the culpit..?...Tough to go to war with such little time left in office..(And right off hand that seem to be the case in clintons case, maybe im wrong).....The FACT IS FOR SURE ONE THING......BUSH never got anyone responsible for the attacks on the towers....PERIIOD.......AND HAD ALMOST 9 YRS TO DO IT.....lol.....And Bush destroyed this econ and such more than clinton ever did....2 unpaid for wars...Tax cuts...Trillion dollar prescription plan..And Bush took the office WITH A SURPLUS......And other facts i dont care to address...It would take me all night writing.....Maybe you ought to do some better research on ex what all happened under MR BUSH....

And another thing......Were all not even sure if we even know all there is or was to know about 911....I could care less what the media says...And even if Os bin laden was reponsible, and Mr Bush seem to think so, than comes out months later and says.....And i will quote MR BUSH."Im really not worried about Bin Laden....And he certainly wasnt......Strange?....There was several things strange about 911....Seems almost certain that someone had known about it ahead of time....I will let you ponder that without saying more......You figure it out....

It's still today so hard for me to see these images -- horror, death, pain and loss. But the people on this plane -- where does that type of courage come from? They were on a plane, going about their lives but decided no one could make a difference but them -- they WERE the calvary. They said "Not so -- not on our watch". AMAZING! God Bless each one of them, their families, friends, and colleagues. What they did that day will always renew and sustain my belief in the basic good in people. I thank God for each one of them and for their sacrifice!

For any source that you might find that is saying outlandish things, it is simple enough to do a search to see if there are corresponding stories that back them up with well documented truth. Use your God given gifts of critical thinking. With any coincidence, it is important to be vigilant to see if there is more to the story.

Today, I want to remember those who burned alive, choked to death on smoke, jumped to their deaths, crashed to the ground in a commercial airliner, and died broken, battered, and shattered, and those who voluntarily gave their lives by stepping into the jaws of hell to save others.

I want to remember those that still suffer, who can not take a normal breath of lifegiving air, who struggle with every single breath night and day to get enough oxygen, who are getting eaten alive with cancer, and whose simple movements bring pain and especially those we have forgotten who are out of money, out of healthcare, and out of a place to live and are slowly dying on the streets of America, the wealthiest country planet earth has ever known.

I want to thank the heroes, mourn the victims, and aplogize to the survivors we no longer care for or acknowledge. I want to apologize to them all for the failures of those to whom much was given to keep us safe.

In the 9/11 attacks, 2,996 people were killed. In the past 10 years, during the "Global War on Terror" 919,967 innocent civilians have been killed, in Iraq, which had nothing to do with the attacks, and Afghanistan, where Al-Qaeda is long gone. More than 307 people have died for each 9/11 victim, and 8.4 million people are now refugees.

Mr. Obama read from Psalm 46: “God is our refuge and strength.” Mr. Bush read a letter from Abraham Lincoln to Lydia Bixby, a widow in Massachusetts who was believed to have lost five sons in the Civil War.

Unlike Mr. Obama, Mr. Bush drew a brief cheer from the crowd before his reading. Applause also followed Mr. Bush as he left the stage.

The tableau was striking: the president who spent years hunting Bin Laden next to the one who finally got him. The president defined by his response to Sept. 11 standing alongside the one who has tried to take America beyond the lingering, complicated legacy of that day.
