Number Of Americans Living In Poverty Hits 52-Year High, 27.4 Percent Of Blacks Under The Poverty Line

274 Million Blacks Live Below Poverty Line America

The number of Americans living in poverty in 2010 hit a 52-year high, according to a report released by the U.S. Census Bureau today. As the poverty rate continues to climb, the median household income has tumbled, as has the number of people with health insurance coverage. The news is a sad indicator particularly for the state of black financial health, revealing that blacks have the highest rate of poverty and the lowest median income.

In the report, "Income, Poverty, and Health Insurance Coverage in the United States: 2010," a staggering picture emerges of a still-ailing American economy. The findings detailed in the report are from the first full calendar year since the official end of the 2007-2009 recession.

Between 2009 and 2010, the number of people living in poverty rose by 2.6 million, from 43.6 to 46.2 million people, according to the report. The numbers reflect a dire trend; it is the fourth consecutive annual increase, reaching the highest level in the 52 years that the Census Bureau has tracked the statistics.

The number of blacks living under the poverty line -- which is $11,139 for an individual in 2010 -- rose to 10.7 million, up 1.6 percent. In all, 27.4 percent of blacks were living in poverty.

Median household income in 2010 was $49,445, a dip of 2.3 percent from the previous year. The median income for black households in 2010 was $32,068, down 3.2 percent from $33,122. The median income for white households also dropped, to a lesser degree, from $52,717 to $51,846, a decline of 1.7 percent. (Median income for Asian and Hispanic households was not statistically different.)

The overall poverty rate last year was 15.1 percent, an uptick from 14.3 percent. It is the third consecutive year that the poverty rate has risen. The 2010 rate was the highest since 1993, the report noted, but was 7.3 percentage points lower than the poverty rate in 1959. Between 2007 and 2010 the poverty rate increased by 2.6 percentage points.

"It was a surprisingly large increase in the overall poverty rate," Arloc Sherman, senior researcher at the Center on Budget and Policy Priorities, told the New York Times. "We see record numbers and percentages of Americans in deep poverty."

There were 9.2 million families living in poverty in 2010, up 11.1 percent from the previous year. And the poverty rates increased for married couples and female-headed households alike. To get a clearer picture of just how troubling that number is, consider that the poverty line in 2010, for a family of four, was $22,314.

The number of people without health insurance coverage also rose, from 49 million in 2009 to 49.9 million in 2010. Though the number of individuals increased, the percentage without coverage (16.3 percent) was not statistically different from the rate in 2009, according to the Census Bureau.

The Census Bureau findings piggyback on an earlier study published by the Pew Research Center that showed the gap between the average black and average white households in 2009 grew to proportions unseen since the 1980s.

Median white household wealth was about $113,000. For black families it was about $5,700. And median Latino household wealth was $6,300.

Black unemployment hit 16.7% in August, its highest level since 1984, according to the Labor Department.

"This month's numbers continue to bear out that longstanding pattern that minorities have a much more challenging time getting jobs," Bill Rodgers, chief economist with the Heldrich Center for Workforce Development at Rutgers University told CNNmoney earlier this month.

"Behind today's grim statistics are real people who are finding it harder than ever to keep a roof over their heads, feed their families, get the health care they need and give their children a chance at a better life," Joan Entmacher, vice president for Family Economic Security at the National Women's Law Center, said to the Washington Post.

Economists expect the health care reform law passed by Congress last year to reverse the trend of people losing insurance coverage in 2014, when the law's major provisions kick in.

A temporary program created by the law to cover the uninsured has so far produced lackluster results, reaching only 21,000 people -- far below its expected enrollment. The administration has estimated that as many as 25 million uninsured Americans have pre-existing conditions such as heart disease and diabetes.

Alice O'Connor, a historian at the University of California, Santa Barbara, and author of "Poverty Knowledge: Social Science, Social Policy and the Poor in Twentieth Century U.S. History," told The Huffington Post that explanations for rising poverty often focus on the work ethic and personal choices of the poor. But many still fail to understand how social policies -- such as those that make collective bargaining difficult, or tax income from work and investments differently -- contribute to increased poverty.

The Great Recession, she said, for many has been something of an eye-opener.

"What we are looking at today is really the result of decades of eroded protections for workers and just a declining number of good jobs," she said, noting that public health insurance programs for poor children and adults and cash welfare assistance and other social safety net measures have been slashed.

CORRECTION: An earlier version of this piece misstated that 27.4 million African Americans were living under the poverty line in 2010. The percentage of African Americans living under the poverty line in 2010 was 27.4 percent.

These Obama years are sure going well for American, especially the AA community!

No matter what Obama does or doesn't do, Blacks will still come out to support him. Just like Blacks ignore the destruction that Democrats have wrought in every major city after decades of rule, Black America will still support one of their own. Keep voting color over competence. That has only brought you misery.

Face it. Obama has failed you. He has failed America. He only knows how to raise taxes. This is what you get when a guy who has no exective expereince is given the most powerful job in the world.

Huffpost adds a correction but leaves the erroneous headline on their homepage. 27 million blacks are NOT living below the poverty line. More fear mongering and media deception to make blacks seem like poor, pitiful beings. The truth is that 73 percent of blacks are NOT living below the poverty line, but we never talk about the good side.

Black people complaining about Obama not helping you, get off your behinds and make your own change. Whens the last time you helped mentor young lost kids in your community? Have you made any serious efforts to start your own business instead of begging another person for a job? Empower yourselves dmmit, seek knowledge, read how-to books and documentaries to become more enlightened about your plight and what is really going on in America. Quit playing checkers and start playing chess

THE BOTTOM LINE?
Who is at fault for not making sure our schools provide a quality education(mind, body, and soul) for our children to prepare them to live and work in the world?
Who is at fault for promoting and glorifying preaching on every black corner and building an empire from rapping and hip hop as the perfect business opportunities for us to "move on up" in the world as if that is ALL we have to contribute to society?
Who are the ones that once we've earned the degrees and make good money move out of our communities or refuse to give back to it to make it better because they no longer want to be associated with it or don't care anymore as long as it is no longer us?
Who are the ones that dont support our higher educational institutions or give financial support to them when we are able to so that our community can be filled with blacks that can help create businesses/jobs to be an asset to our community and society?
Who are the ones constantly supporting business and establishments that care nothing more about is than making money off us instead of us building them for oruselves?
The President? Congress? The TEA Party? THE BOTTOM LINE......We have given them too much power; the real power is right in front of us and in us...OURSELVES! LET"S USE IT!!!

Here we go again trying to find someone or something to blame the state of our community on instead of us taking a look at the bigger picture that starts with looking in the mirror of our OWN selves, OWN homes, OWN schools, OWN churches, and OWN jobs/businesses. Dont get me wromg. I am not blind to the fact that we have a problem and those that work hard to keep it that way are alive and well in this country. That should be no surprise to the AA community. The concern is that while everybody is talking about the issue, we as a community are not coming together to resolve our own problems and relying on everybody else to do it instead of ourselves. No matter how hard we preach it, how hard we express our dismay, or how hard we point the fingers, the bottom line starts with US. When we realize that and actually do something about it other than just having committee meetings, protests, etc*which have had some benefits), then WE can START turning this thing around for the embetterment of our communities.

I guess according to most posters, it's President Obama's fault. I sure hope these same posters vote for their state representatives, sentators, mayors and the like (Baltimore had dismal numbers for their Mayoral elections). Those are the people who ultimately make the decisions. President Obama can write a law, but congress passes the laws he signs to be enacted. If you only vote during the presidential elections, you're the reason we're in this mess. 2010 should have had a whole other outcome, but our poverty numbers remain high, as with other statistics, but our voting remains low, even voting during the presidential elections. Want a change, get in the game, either get into politics, or stop complaining when your wages are dropped to pennies on the dollar.

People do not understand the federal system and how it has very little impact on everyday life. The people in youre state legislature, governorship, city council, mayors, and so forth. This is where the real substance happens.
02:11 PM on 09/16/2011
Oh my goodness, I was just having this very conversation today. I don't understand why the vast majority of the public don't get it. But I guess it doesn't help that the political pundits fuel the fire as well. And what's most irritating are people like MSNBC's Joe Scarborough who know better yet want speak the truth because he still has the partisan politics in his blood. And he is not alone. People need to understand that their governor has more state power than the president will ever have and if your state's unemployment rate is high or low, your governor has more to say about this than anyone else. That is why we send our representatives to the state level and federal level so they can work in concert with one another. Now the two of us can't be the only ones who know this.

Thank you. We, the American public, sat by while all of our jobs were being sent overseas because we weren't working in the manufacturing plants. We were working in offices and thought we were untouchable. Then to top it off, we, the office workers bought into the bigger is better so we moved into homes that we knew we couldn't afford because we wanted to live like rock stars. Now we want the government and anyone else to take responsibility for what we did to ourselves. It's funny that some not all, but some people want the president who is head of our government to do something, yet we don't want the government in our lives. Someone please tell me how that works.

I've asked this question before and still waiting on an answer. If Governors Scott and Perry are taking credit for the jobs created in their states 70K and 250K respectively, are they taking credit for the unemployed as well? If not, why. They can't have it both ways.

To all those Obama supporters. Who keep supporting a man who refuses to acknowledge their plight for fear of upsetting whites, I mean if that's not selling out, then we need to change the definition. Just Sad.

I agree, bob, but some of us dont need to be reminded of that. I honestly all of us have recognized Obama doesnt give a dam about us, until November 2012. God help us if this man gets another 4 years. He's worthless now, can you imagine what he would be like given 4 more years.
