UNITED NATIONS -- U.N. Secretary General Ban Ki-moon urged strong international action Thursday to boost safety and security of nuclear power plants against accidents and terrorist attack.

Ban told a high-level meeting at the General Assembly that the meltdown at the Fukushima Dai-ichi nuclear plant after the earthquake and tsunami that struck northeastern Japan in March was a wake-up call for the world.

Chief of the International Atomic Energy Agency, Yukiya Amano, said in a statement that public confidence in nuclear power could be restored only if governments, regulators, plant operators and the IAEA worked together and were highly transparent.

Members of the 151-nation IAEA, based in Vienna, adopted Thursday a post-Fukushima nuclear safety plan but several influential member nations have complained that it is too timid because compliance is voluntary.

Japanese authorities have faced stern public criticism for their response to the Fukushima meltdown, the worst, radiation-spreading nuclear crisis since Chernobyl 25 years ago.

Prime Minister Yoshihiko Noda said they were working to complete the "cold shutdown" of the plant by the end of the year. He vowed that Japan would disclose to international community all information related to the accident in a swift and accurate manner.

He conceded that Japan had overestimated its preparedness for tsunamis. He said the emergency electrical supply and pumps needed to cool the reactors at Fukushima should not have been located where they could be submerged by the incoming sea water.

Amano said in his statement from Vienna that IAEA projections still show that global use of nuclear power is projected to grow significantly in the coming decades because of growing energy demand and concerns about climate change.

"The resolve of many developing countries to introduce nuclear power to meet their increasing energy needs remains undiminished," he said.

Viktor Yanukovych, president of former Soviet republic Ukraine where Chernobyl is located, made a strong appeal to strengthen the IAEA's ability to respond and analyze such accidents.

He also urged countries to renounce the use of highly enriched uranium as Ukraine has done, saying it would reduce risks of nuclear proliferation for military and terrorist purposes.

It is time to transition to alternative energy. The cost of wind and solar are dropping while nuclear, coal and oil is rising.

Wind, solar, wave energy, geothermal and second generation biofuels made from algae, cellulose and waste are the future.

Nuclear energy is too dangerous and too costly.

Rooftop solar, offshore wind and waste bio char bio fuels combined, are 24/7, forever, clean, safe, ready to replace all fossil and nukes in 7-15 years, Carbon, land and fresh water negative and amazingly, already cheaper than nukes, new coal, and oil wars. (or soon to be cheaper, not to quibble)

If you want to create some lasting jobs, then take a page out of FDR's "New Deal" during the Great Depression. FDR established the TVA and the Rural Electrification Coop initiatives. Both of these program were the success stories of the New Deal. TVA created thousands upon thousands of jobs that are still in existance today. The Rural Electric Coops continue today and these jobs still continue. The lesson to be learned is that if Government is to spend our money on jobs programs, they should invest in programs that will attact private investors, that poduce a continuing product that will be purchased by the public. How about some drilling, oil refineries , power plants (nuclear, clean coal, natural gas)??? These programs will endure. Other government projects tend to end when the money is spent!

The one problem is with " product that will be purchased by the public". If the public does not have the money to buy the product then it doesn't make sense to an investor to invest his money into a business that wont pan out. The fact is the real job creators are the consumers who spend money on product and services which trickles up to the rich and when consumers buy they create a demand and with an increased demand, the businesses increase production to meet the increased demand. To increase production usually means hiring more people to do this, thus more jobs available.

The fact is there is money sitting on the sidelines waiting for the Government to eliminate the tax and regulation uncertainty". If we could just get some of the large investments in private business going, then there would be jobs for the unemployed (if the have skills) and money from their salaries would increased demand. Having seen the TVA and Coops of the late 1930's , the fact is that portion of FDR's NewDeal worked. The handouts and government jobs did not work!
