House Republicans Settle On Solyndra Language To Pass Continuing Resolution

WASHINGTON -- After an embarrassing failed vote on Wednesday, House Republican leaders have settled on plan B for passing a resolution to keep the government funded: tack on more spending cuts while taking a political shot at the president.

Senior House Republican aides said GOP leaders are adding a $100 million offset into the $1.043 trillion continuing resolution and bringing it to a vote on Thursday night. The resolution would keep the government funded from Oct. 1 through Nov. 18. Congress has to pass some kind of government funding bill by Sept. 30 to avert a shutdown.

A $100 million cut in a $1 trillion package is hardly noteworthy. But the kicker is where Republicans want to cut it from: a government program that provided a $535 million loan to Solyndra, the solar energy company once hailed by the Obama administration as a model green company, but now under an FBI investigation after filing for bankruptcy last week. Republican leaders chose $100 million for their offset because it matches the amount of losses to the government from the Solyndra loan.

House Speaker John Boehner (R-Ohio) is hoping the move will sway at least some of the 48 Republicans who opposed the resolution when it came to a vote on Wednesday. But many of them voted against the bill because they wanted more cuts in it, and $100 million is likely not what they were expecting as a consolation. Boehner needs at least 23 defectors to support the bill this time for it to pass.

A senior Democratic aide speculated the political move by Republican leaders wouldn't lead to any new GOP support.

"Same vote as yesterday," predicted the aide.

The strategy to attach the offset to the bill is a major snub to Democrats, nearly all of whom opposed the resolution on Wednesday because of another offset: $1.5 billion in emergency disaster aid paid for with cuts to a clean car loan program.

House Minority Leader Nancy Pelosi (D-Calif.) on Thursday reiterated that Democrats will remain opposed to any resolution that includes offsets for disaster relief. Democrats are unhappy both at the prospect of paying for emergency aid, which is not usually paid for, and at the idea of gutting the clean car fund.

“We should not go down a different path now than we have done on natural disaster assistance,” Pelosi told reporters. “That’s why we fought so hard against what the Republicans put forth.”

Instead, she said, the “reasonable” way forward would be for Republican leaders to strip out offsets, keep the total disaster aid level at $3.65 billion and call it a day with the Senate. The upper chamber has already passed a standalone $6.9 billion disaster aid bill without offsets; Pelosi suggested the Senate would be amenable to the House level of aid if it didn’t contain offsets.

“It would be my hope that there’d be some split the difference,” said the California Democrat. “The Republicans would come out and say, ‘We’re not going to go as high as you wanted … to the Senate level, but we’ll go to $3.6 billion and we will have no offset.’ That, I think, would be a reasonable place to be.”

Earlier Thursday, before Republican leaders had settled on their strategy, conservatives who voted “no” on Wednesday said their support still hinged on GOP leaders making more cuts.

"They've got to make some changes," said Rep. Jeff Flake (R-Ariz.), who led a push last week for putting further cuts to the bill.

Rep. Bill Huizenga (R-Mich.) said he was working his way toward a "yes" vote.

"I could get there probably with some minor tweaks," he said. "The message is again this is something that is necessary to make sure we are taking care of people as they are hitting some of these disasters, but at the same time we’ve got to put in fiscal discipline."

Obama has stayed out of the fight for now. But White House Press Secretary Jay Carney signaled Thursday that administration officials were happy to see the House GOP bill go down on Wednesday.

“We were pleased to see the House reject attempts to put politics ahead of attempts to help those who have been so severely affected by the numerous severe disasters that have upset the country,” Carney said aboard Air Force One, according to pool reports. “We look forward to Congress coming together to ensure that the needs of those affected by disasters are taken care of.”

The House is expected to debate and vote on the resolution late Thursday night. If it passes, the Senate is not expected to take it up until Friday.

"Democrats are unhappy both at the prospect of paying for emergency aid, which is not usually paid for," Politicians are not used to having to pay for anything and Nancy Pelosi's “reasonable” way forward is just plain full speed ahead and damn the consequences spending. A true politician.

I gather in another FluffPo article that the $100million cut is just removing the $100m MORE in bad investment funds previously earmarked for the administration's latest embarrassment, Solyndra.

I think Americans are smart enough to understand that business's fail all the time! Should we look closely at some of the Bail out loans Bush/republicans helped pass through we will find a few.Keep in mind also just a while back these guys sat in front of our Goverment Commitee composed of BOTH parties an gave a progress report! It was also those POLITICIANS from both parties who did not see a red flag on this business, an proceeded with further investigation! Also keep in mind this application came in for loan under the Bush adm. an was finalized under the Obama adm. So seems to me All Parties an Both Adm. could take blame, but it was just the economy an a failed business guys is all!

Ignore "The Black Dog" ... you make ABSOLUTE sense. They are already months behind and they get bogged down on ONE issue and NEVER CATCH UP and then they Want Vacation With PAY? For what? If they worked in corporate America they would get fired for sure. MY PLAN ... as if anyone cares, would be to withhold their pay, like we do here in California, thanks to a voter initiative passed last election, if they do not pass budgets on time. But I would not give them back-pay for poor performance. Once they lose a paycheck it's GONE! In California the Comptroller withheld their checks and they got the budget "impasse" cleared in DAYS! Solyndra tried to make a go of it and failed. It happens from time to time with businesses that are just starting up but Republicans are so desperate to have something to call a scandal, so they try to act like this is one.

I need to find out why they went bankrupt but I know, having recently put solar panels over my house, that a LOT of money must be invested first bfore the first panels come off the assembly line. Had they showed sheets of viable orders the govt should have protected our investment by doing a quick analysis, sat down with management, and given them MORE money, as indicated by the analysis. We NEED a HUGE solar panel manufacturer here in America. England, Germany, and Japan have the market sown up and there is NO reason that the United States can be up there. The Chinese panels and inverters are JUNK ... burning up due to POOR quality. The World NEEDS a good quality American panel that is mfg'd by more than one company. But the Republicans want us to stay in the Stone Ages as long as it makes Obama "look" bad but all it does it make everyone despise the Republicans. Say good-bye to those old Democrat Votes that put the Rpublicans in office!

This is old news...Where is the story of the Solyndra executives who appeared before a Congressional Committee yesterday and all took the 5th Amendment, rather than answer any questions as to why, after receiving 550 million taxpayer dollars from the Obama Regime, they filed for bankruptcy this month? Not only that, but to add to the insult to taxpayers, the Obama Regime reworked the loan application so that instead of the Taxpayers being paid back first, in case of a bankruptcy, the investors get their money first. This is unheard of in Government loans, and it was all done by the Obama Regime. Since another company, Lightsquared, is also connected to the White House in questionable circumstances, a special prosecutor should be named to look into these matters. This corruption could make Nixon's Watergate look like child's play...

I must admit that a LOT of stuff started by Bush, such as the bailout idea, were tossed in Obama's lap. Remember when Bush shook Obama's hand as Bush left the White House and told Obama "Good luck"? Well, that was a warning of what was to come. The $10 trillion that was spent in the Bush administration (including war costs that were omitted by Bush since the war was, and is, undeclared) put this country into a financial nose-dive with NO WAY to pull out. Everyone has been demanding that Obama DO SOMETHING about jobs and to honor his promises but now that Obama is presenting his Master Plan for Jobs, do you think the Republicans will block his efforts out of SPITE and to make Obama look poorly? If the Republicans DO that it will be the sign that we the people need to take back the trust we placed in the GOP in 2010. A lot of people blame JFK for the Bay of Pigs in Cuba and yet it was Eisenhower who directed if from the beginning and then tossed it off to JFK like Bush did to Obama.

I CHALLENGE ANY DEMOCRAT to reasonably tell me HOW in a depression...and look at the numbers , just because this administration refuses to acknowledge it we ARE in a depression by every measureable standard, HOW can we pay off MORE debt?? THEN Pelosi whines because they want accountability on HOW it will be paid. This discrace actually is stupid enough to say it has never been paid before. WTF She needs to go. Of course it's been paid, only by printing more,shuffling from other funds or whatever. Shame on the Repubs for being RESPONSIBLE and wanting to KNOW the money is actually THERE. I used to be an active voting democrat but in their evolution to become completely irrational about financial responsibility and accountability in government they lost me. And my family that has ALWAYS been staunch democrats are slowly starting to become independents or Republicans as well. The dems better start considering that. Since the Obama Regime reworked the loan application to have the taxpayers "2nd in Line" to receive payouts from the bankruptcy, unheard of actually, you can bet the bigshots got theirs first and probably returned some of it into the Obama Campaign account.

The loan application was done under Bush BEFORE Obama took office, an finished up AFTER this comp. was interviewed by the Gov.(BOTH republicans/Dem) finally under the Obama adm. They are still trying to find the billions to trillions of dollars that disappeared from the IMF Bank in the basement of the Trade Center buildings. At least they SHOULD be lookng for it but I fear they KNOW who has the gold and tht is where it will stay.
In the Iraq incidents they found several generals and their underlings who sent packages of cash back to themselves in the United STates but I never heard anything after they were arrested. Did they let them go? Found not guilty. Given 20 years in federal prison? I dunno. Does ANYONE know what happened to them? For that matter does anyone know where the gold went when we went off the gold standard in 1925, that was later "covered up" by the Great Depression?
IF you or I took 1/100th of that amount of gold from the govt they would launch 1,000's to hunt us down but when they suspect "one of their own" they oft seem to ignore it. How do we KEEP the pressure on them to solve these "mysteries" and bring the offenders to justice?

There WERE those who thought Bush and Cheney ran off with lots of cash and then Bush bought a big ole Ranch in South America, not sure if Cheney is stupid enough to be so transparent. I know ... and agree that those sneaky Republicans will go to no end to embroil the President in these events, no matter how convoluted they have to make it. Boehner is another example as he TRIES to make Obama look bad, and yet in doing so, shows what spineless cheats and sneaks are these Republicans of today. They weren't this DIRTY back when my Dad was a staunch right wing REpublican. AT one time the Pubbies were actually following the Constitution to the letter ... now they can't even spell Constitution without a spell-checker.

Since most of the disasters happened in Republican districts I say pass the bill; Except offset it with their Representatives pay. That way, the dummy that keeps voting against him/her self gets help and my tax dollars won't be to a do nothing Congress member.
