Unemployment: Older Jobless Twice As Likely To Become 99ers

WASHINGTON -- Older workers are less likely to lose their jobs than younger workers, but once they do, they're more than twice as likely to be out of work for 99 weeks or longer.

Among jobless workers younger than 35, 8.1 percent had been out of work for 99 weeks. But 16.3 percent of jobless workers older than 45 have been out of work that long, according to a new report from Gerald Mayer, a labor analyst with the Congressional Research Service. Mayer used Census Bureau data from July 2010 to July 2011.

More than 2 million people have passed the 99 week mark, according to the U.S. Labor Department. Since 2009, 99 weeks has been the cutoff point for unemployment insurance in states with high unemployment rates (There are currently 21 states where unemployed workers are eligible for 99 weeks. Starting next year, the jobless will be eligible for just 26 weeks of benefits unless Congress acts to reauthorize the extended federal assistance.)

Conservatives have argued that the extended benefits have contributed significantly to the rise in long-term unemployment, a predicament now facing a record 6 million people. But the latest research shows that extended benefits don't turn the jobless into slackers.

Another startling finding from Mayer's report is that even though workers without college education were more likely to be unemployed, jobless workers with bachelor's degrees were no less likely to become 99ers than jobless workers with just high school diplomas. Ninety-niners were more likely to be married and to belong to a minority group.

Weekly claims for unemployment benefits have remained stubbornly high, contributing to worry among economists that the U.S. may be on the brink of another recession. Mayer concluded that there's no telling whether the number of 99ers will rise or fall.

"On the one hand, the number of monthly layoffs has fallen since the official end of the 2007-2009 recession," he wrote. "On the other hand, both the number of jobs and of job openings have increased. But, the numbers have not returned to their pre-recession levels. In addition, as employers hire new workers, those who have been unemployed the longest may be among the last to be hired."

HAVE I LOST MY MIND OR THOSE THAT FELL OFF THE UNIMPLOYMENT LIST DUE TO NO LONGER RECEIVING BENIFITS, NO LONGER COUNT IN THE JOBLESS FIGURES. IT AMAZESES ME THAT THOSE PEOPLE JUST DON'T COUNT ANY MORE, IF THEY COUNTED THOSE PEOPLE WE WOULD BE AROUND 25% UNIMPLOYMENT. I GUESS THE POLICY MAKERS IN WASHINGTON JUST FORGOT ABOUT THOSE PEOPLE WHO JUST MAY VOTE THEM OUT OF OFFICE. WHAT SCHOOL DID THE ELECTED OFFICALS GO TO COME UP WITH THESE BS NUMBERS. If you are still actively looking for work, you are counted as unemployed. You do not fall off the lists. There are only 6,900,000 people receiving benefits, and 14 million officially unemployed. You do not have to collect benefits to be considered unemployed; those are two different reports with two different inputs.

If you don't have a landline the survey people can't call as in NJ they want a landline.

If those things were in evidence, then I would agree, however, in many cases they are not. How do I know? -- Because these employers and HR people have never even met this person. They probably have used resume scanning software designed to estimate a person's age from their job history or graqduation dates. If you are over a certain age by their estimate--Viola!--Into the round file it goes.

The point is that many employers are ASSUMING that older workers will have higher health costs, regardless of any other factors. This is discrimination, pure and simple.

Just stick around long enough, and I'm sure that Monsanto or another corporate interest will be glad to sell you some if they can figure out a way to make it without gettng caught and can make a buck on it. Naturally, it will have a different name, but since they have the idea...

You know what I find funny about this? Here are the Cops taken the people who pay their salary and who work for us, out side the Wall St building and putting them in jail? When in real life, the ones they should be doing that to, are in side that building?

The system uses up the young and when they get old, tosses them aside. Age shouldn't be an important factor in hiring someone just because the medical insurance costs the company too much money. We should have universal health care. Take the pressure off the companies and let them hire the best person for the job.

The health insurance liability issue alone isn't the reason for older people having a hard time finding a job. We are actually at full employment right now given the demand for goods and services. If you take away the 14 million or so people thrown out of work over the recession, we are actually doing very well. Highest productivity on record for the American worker. Yipee. If you can get past the credit problems it's a good time to run a business. Washington knows all this but keeps their lips tghtly sealed. And there's zero (0) incentive for an employer to hire someone over 35. What job requires more than 10 years of quality experience? Obviously, this creates problems for older people with experience trying to find a job. If you are retired you can find part-time work at minimum wage. However, if you're still in the working world these employers won't touch you because they want assurance of a long-term hire.

-- That's almost funny. It's kind of like saying that if you take away the casualties of D-Day and the atomic bombs dropped on Japan that WWII wasn't so bad.

Actually the 14 million number is an extrapolation of the 9.1% rate, which undercounts the actual number of u/e workers. A more accurate metric is the so-called U-6 rate, which includes underemployed workers. That is about 16.2% as of August. I would say that even that is 1.5 to 2.5% low.

My alternate unemployment rate has us at 18.3% now. I include all people who want a job, which is more people than those that the BLS counts as "discouraged".

There are more than 14 million unemployed. Millions went on Disability SSI because they had a mild disability but could not find work. Millions of people fell off the unemployed counts while millions more could not find a first job.

Tried to see in this article where the picture was taken. Seems like there is never any real info - just a picture to grab the attention. Sorta like the picture of the "underwear runners" supposedly taken in Salt Lake City, but said to be from another country.
