White House: Republican Claim That America Cannot Compete With China Is 'Defeatism'

WASHINGTON -- The Obama administration is seizing on remarks by a top Republican who argued that the United States cannot compete with China in the solar energy business, saying it shows "defeatism" about America's future and workers.

Rep. Cliff Stearns (R-Fla.), the chairman of the Energy and Commerce subcommittee leading probes of the government's botched investment in solar firm Solyndra, made the comments Monday.

He was arguing that the government never should have guaranteed a $535 million loan to the solar manufacturer that declared bankruptcy last month because China will do better with that and other new energy technologies.

"We can't compete with China to make solar panels and wind turbines," Stearns said in an NPR story.

Tuesday afternoon, the White House is taking issue with that sentiment.

"This comment reflects exactly the sort of counterproductive defeatism that Energy Secretary Steven Chu warned against this weekend when he spoke to a group of America’s most promising young solar innovators," wrote White House Communications Director Dan Pfeiffer in a blog post, referring to a speech delivered Saturday.

"The United States faces a choice today," Chu said while celebrating winners of the 2011 solar decathalon. "Will we sit on the sidelines and fall behind or will we play to win the clean energy race? Some say this is a race America can’t win. They’re ready to wave the white flag and declare defeat. ... Others say this is a race America shouldn’t even be in. They say we can’t afford to invest in clean energy. I say we can’t afford not to."

Citing estimates that solar sources will eventually produce 20 percent of the world's energy, Pfeiffer argues that the United States can't use one company's failure to justify giving up on an industry that's likely to be worth trillions of dollars annually and already employs some 100,000 Americans.

"The answer to this challenge is not to wave the white flag and give up on American workers," Pfeiffer wrote. "America has never declared defeat after a single setback –- and we shouldn’t start now. ... It’s time to do what we’ve always done in the face of a tough competitor: roll up our sleeves and recapture the lead."

Stearns' office did not immediately respond to requests for comment from The Huffington Post.

His claim that America can’t compete with China on solar comes despite promising developments in the U.S. solar industry. Yet renewable energies, such as solar, receive just one-tenth of the funding that nuclear energy did in its early days. Pfeiffer noted that China has offered its solar manufacturers $30 billion in financing.

As far as Solyndra failure, the California solar company represents only around 3 percent of the Energy Department's loan guarantees targeting the solar industry, and just 1.3 percent of the $39 billion in loans authorized under the program.

Stearns' opposition is puzzling to some in the administration because he originally supported the program when Congress created it in 2007 and in May voted in support of subsides for tax breaks for oil companies.

In an interview with ABC's "Good Morning America" on Monday, President Obama echoed the secretary’s comments, telling George Stephanopoulos that it’s not possible for the federal government to back winners every time, and investing in new technology comes with a certain level of risk. Last week the Obama administration ploughed ahead on investing in solar technology, approving two new solar loan guarantees for a total of more than $1 billion for projects in Arizona and Nevada.

Administration officials aren’t alone in defending America’s continued investment in solar. Many industry experts, including R. James Woolsey, former 2008 presidential campaign adviser to Sen. John McCain (R-Ariz.), have said Solyndra’s collapse should not stigmatize the federal government’s investment in clean energy.

In an interview with HuffPost’s Sam Stein, Woolsey said that Solyndra should not be used to vilify investment in clean energy programs.

"People ought to resist [demonizing alternative energy] because it's really stupid to blame solar in general for some people not managing a corporation well," said Woolsey, now chairman of the Foundation for Defense of Democracies. "Solar ... keeps getting cheaper and more efficient all the time, and steadily. And I think the folks you see going after solar as a result of all of this, some of them probably have quite a substantial interest in maybe coal or whatever. I think that anybody who follows solar closely realizes how the changes are coming."

First of all, the Fed shouldn't be squandering our money on things like this. If a private company wants to compete with slave labor then be my guest; however the government should not gamble on it.

The more I read about Republicants blabbering about this loan to Solyndra, the more pathetic I feel they are. They cared nothing about the wrecking of the economy from twelve years ago when we had a surplus. They remained silent while liar Bushrag took us to war because of his lies and thousands of Americans died for nothing and billions were spent so these Republicants and their corporate welfare queens would keep each other happy. Now, we are led to believe that they are the party of fiscal realism by all their crowing about Obama's deficit. Yeah, right. The only reason this tea party turkey group formed is they can't stand a black in the White House. Simple as that. They long for the return of the days of Jim Crow and the likes of George Wallace and the Confederacy. And anyone who does not believe that is either stupid or did not read about the posters with Obama in the cross hairs at these racist tea party rallies. This Republicant party and the tea party are for minorities at the back of the bus, not for balanced budgets.

Your comment is so obtuse as to hardly deserve a response. I just must remind the readers that George Wallace was a Democrat. The Confederacy was Democrat. Jim Crow was Democrat. And today's Democrats only became advocates of civil rights when they realized large numbers of blacks were voting. It's Republicans and the Tea Party who promote civil rights for the right reason: BECAUSE IT'S THE RIGHT THING TO DO!

While the term Republican or Democrat can (and does) swing in the breeze of political expediency, what really counts is Conservative or Liberal. Conservatives have only one agenda, to do a quick about face and head directly back into the past where they were comfortable. Liberals look to the future and always say, "we can do better if we just try hard enough." It was Liberals who founded this country, and Liberals who created all the advances in our society, civil rights, justice for ALL, and the support programs for the elderly and weak. The biggest problem with Conservatives is that they don't seem to understand that Nobody ever gets to succeed in living backwards. Even the Amish progress (if slowly). So being Conservative is fine, but standing in the way of the future is NOT. So either do it or get off the pot.

I said it before and I'll say it again. We do not like his policies. If he was pink and purple or lime green or sky blue we wouldn't care. The policies not the color are what we are against.

And being for obama just because he is black is just as racist as being against him for being black. Again the color of his skin is irrelevant.

No! People ALWAYS want it cheaper. That's the secret of the free market. We'll never be able to compete straight up with the slave labor of a communist dictatorship. That's why we need tariffs, just to level the playing field.

When Reagan was president he engaged in an arms race with Russia investing in stuff they called Star
Wars technology that never was feasable and did'nt materialize but we won that war.I believe we are now in this kind of war with communist China on the economic front.The Teaparty is now the party that has already surrendered and declared us the losers.Small minds with small thoughts.If we are their largest market for goods they produce then why are'nt we making those goods in the US.

Actually some of the Star Wars stuff did materialize and when Iran gets their hands on their Nuclear Missiles you will see what a good investment that was, TBH. Because of Union wages we could not afford to buy what they produce with their slave labor. Then again when unemployment is 90% what difference will it make anyway.

The one issue no one is talking about with Solyndra is that Republicans are willing to investigate a $500 million government loan loss to a private company made by a Democratic president, yet fail to even have a meaningful investigation into banks that failed under a Republican president.

Once again we see a post from someone willing to buy into the Evil Corporate Republican Conspiracy Theory rather than look at economic realities. How are we expected to compete against China when we have a government (regardless of the party in power) that won't admit that China manipulates its currency as part of its trade war with the US? They seemingly believe that the fact that China: pays slave wages to skilled labor; has no environmental regulation; fuels its booming industry by building new high sulfur burning power plants every week; and seduces fools with low cost shoddy goods isn’t a problem for us.

He opines that we once went to the moon at the urging of JFK. He doesn’t mention that we now have no way to get to the International Space Station because the current administration thinks that the goal of NASA is to make Arabs feel good about their contributions to math and science. The shuttles are grounded and there is no new vehicle ready to go. The American spirit isn't gone but it must be in a chronic vegetative state as we continue to put party before deeds and lower our expectations. Wake up America.

so there too many us companies that have moved their operations oversea and that why there not too many jobs in the states still people in the state are buying their product in the states it time for somebody to name all the us companies that have moved their operations overseas and stop supporting them until they bring their operation back to the states so people can have a decent job again.

Once again, we witness first-hand the isolationist and non-innovative spirit of the GOP. The solar industry has a great deal to offer us, if only we can strip ourselves from the dependency we have on oil. Of course, the GOP sees things differently due to their lobbyists who fund their campaigns ensuring they receive their continual tax breaks. But the current GOP mind-set does not align with the current reality taking place in our Country. The GOP would continue to have us believe that there is such a thing as "clean coal," when studies indicate otherwise. Even some Democrats have bought into this mind-set due to the amount of funding provided them for re-election.

When will we go back to the basics in our Country? How many remember the many missions to the moon? Or, how many remember the first time we actually walked on the moon? Why did this event occur? It took a President, (John F. Kennedy) to see the future and believe in that rugged innovative spirit which always prevails when tapped into; The American spirit. No matter which side of the aisle one finds his or herself regarding climate change, he or she cannot deny that we can only continue dumping carbons into our atmosphere for so much longer before experiencing a cataclysmic event.

Here's a "basic" for you, stop buying Chinese products and ask your friends neighbors and relatives to do the same. Stop pretending that one party is the champion of American values and that the other is the villain. Start thinking like an American rather than a party apologist. We The People have allowed our politicians to get away with mediocre performance as we pretend that one party is good and one party is bad. The Elephants and the Jackasses laugh all the way back to Washington.

In the 70's and 80's I worked for an importing company which had to pay high duty on merchandise from China. It sold for a higher price and the dollar was much stronger at that time than the Chinese Yen {Yuan}. Then a trade agreement was reached with China and we started bringing in everything and our dollar wasn't as strong. Impose the duty tax and make it more expensive to buy from them and some of the money will come back home!

I truely hate to say this, but when they can make a solar rod for $1.50 that costs us $6 to produce, indeed, how can we compete? They can ship it and sell it with a profit for half of our production costs. Wish I had an answer. It's not defeatism, it's reality. Still think it may have been bad form for him to say it ....but then, do we not want the truth?

What a farce, the politicians are the ones who sold us down the river to China, along with American's who shop at WALMART. Sad thing it is true, the Chinese have a energy policy goal, and will reach it by hook or crook,, while we are moaning about this and that becoming a has been.
Funny thing is why do we send Foreign aid to China, or somewhere like Iran, like it is really going to make a difference in how they deal with us, or do our politicians think it will make them realize we are such good guys they should stop stealing our IPR'S hacking our computers, planning to take us down.... no surely our leaders are smarter than that.....maybe they should read the "Art of War."

In 1969, 25% of employees belonged to unions and the unemployment was 3.5%. Now, only 11% of the workforce is unionized and the unemployment is far higher. China, not unions, are the main problem. China was communist and we wanted nothing to do with them in 1969. How many of you still wish China was communist and the U.S. was once again, wanting nothing to do with China?
