Darrell Issa Pressed To Add Bush Administration Program To Fast And Furious Investigation

WASHINGTON -- The long-simmering controversy surrounding the Department of Justice's Fast and Furious program took on a new level of import Tuesday amid the publication of two major stories.

The first, and more damaging for the Obama administration, was a CBS report accusing Attorney General Eric Holder of making contradictory statements during a May 3, 2011 Judiciary Committee hearing when he said he had first heard about the program -- which allowed illegal guns to be sent into Mexico so that investigators could trace where they were going –- only "over the last few weeks." Internal Justice Department documents showed that Holder had, in fact, received memos discussing Fast and Furious almost a year before that hearing.

There were nuances to the story. Weekly DOJ reports like the one cited in the CBS story are stuffed with general information about a host of Department programs, making it possible if not excusable that Holder glossed over it at the time. Still, Tracy Schmaler, a DOJ spokesman, noted that Holder had said both in March and May of 2011 that he became aware of the "questionable tactics employed in the Fast and Furious Program in early 2011 when ATF [Bureau of Alcohol, Tobacco, Firearms and Explosives] agents first raised them publicly."

‪“As the documents provided to Congress show, not a single one of these reports referenced the controversial tactics that allowed guns to cross the border, and in fact, in one example provided to Congress consisted of a single sentence referencing a Phoenix-based operation," Schmaler added. "None of the handful of entries in 2010 regarding the Fast and Furious suggested there was anything amiss with that investigation requiring leadership to take corrective action or commit to memory this particular operation prior to the disturbing claims raised by ATF agents in the early part of 2011."

The distinction between knowledge that Fast and Furious exists and knowledge about the controversial aspects of the program may be a useful one. But it did little to assuage critics of the Justice Department's handling of the program, some of whom have called for an independent investigation into the Attorney General's testimony. (Full disclosure: my wife works for the Department of Justice.)

The second story to emerge on Tuesday provided some relief for the administration. The Associated Press reported that a program similar to Fast and Furious had been implemented under the Bush administration.

Far less is known about that program, Operation Wide Receiver -- which also allowed guns to be transferred to suspected traffickers for the purposes of tracking their movement -- mainly because it remained a secret during the previous administration. But to the extent that it was similar to Fast and Furious, it helped defuse the current controversy.

The chief driver of the Fast and Furious investigations, House Oversight Committee Chairman Darrell Issa (R-Calif.), had pledged to look into the Bush administration when circumstances demanded it, noting, "many of the issues we’re working on began [with] President Bush or even before, and haven’t been solved."

And during a CNN interview on Tuesday evening, he was pressed for the first time to address the work done by Obama's predecessor on arms trafficking.

“[W]e will get to the bottom of whether or not this practice in a smaller way may have begun on the Bush watch," he said. "We’re not putting it past any administration and giving anyone a pass. The American people and the people of Mexico expect us to have a zero tolerance for letting drugs come into our country or weapons go into Mexico.”

The remark certainly indicated a willingness to broaden the scope of the Fast and Furious investigation. But in a statement sent to The Huffington Post Tuesday night, Issa's press secretary on the Oversight committee, Becca Glover Watkins, hinted strongly that her office viewed throwing the Bush administration into the mix as a political distraction.

“The committee has received paltry few documents from the Justice Department about Operation Wide Receiver but Justice officials still have not made clear to committee investigators what did and did not take place in this operation," she said. "This far into the investigation, throwing out the 'Bush Administration did it too' defense reeks of desperation. If true, it would indicate that Obama Justice officials have engaged in an active effort to deceive Congress about gun-walking they knew had taken place but had strenuously denied until only recently.”

Another blame Bush thing. Cool. From what I have read, Bush's program worked. All guns where tracked, and it operated as intended. No problem. Under Obama, they tried it again, and f*cked it up.
So, lets be clear about this matter. It's not the program that is in question, it is the operation of the program that is in question.

Good Point . Unfortunately President Bush started this program. As a Republican, I am amazed what Bush and Cheney started. I think Issa should ask Bush what was the meaning as bush was the one that started the program. Thanks for pointing out that this was another thing Bush Started. i would have never guessed, but maybe I should not be surprised. .

From the posts I read here by the predominantly Liberal commentors I am left to believe that any serious effort to hold Obama or Holder responsible for anything at all is immediately met with the old "Bush did it" mantra. The liberal media is walking the same old tightrope they always walk when it comes to criticizing anyone in the current Administration. They tiptoe up to the issue, dip in a toe and sound retreat. When will the Liberal media and you dim witted Socialists realize Bush is not in office anymore? If Obama and his appointees are not held responsible for their actions what does that say about where we are as a country? If Holder did not do anything wrong why is the Justice department stonewalling on requests for information? This has been a common tactic by this Administration. Stonewall and deny knowledge of anything until the short attention span of the bulk of "Americans" is deflected to some other story. Thank God we only have to put up with these incompetent fools for another 15 months. Holder will be gone much sooner. Off to some cushy job he is not qualified to hold, just like the one he has now.

Upon leaving office all Presidents are given a full pardon and immunity from prosecution for any and all actions and decisions they took while serving. It's that way for reasons of national security and of course to keep nuts like you from trying to discredit or inundate a past President with frivolous and usless lawsuits. That said, if you had any inkling of what you are talking about you would know the "similar" operation done under the Bush administration did not allow guns to go across the border and those that were bought had tracking devices in them and were confiscated and the gunrunners arrested when they tried to cross the border. If that operation had caused deaths as this "Fast and Furious" operation did there would have aready been an investigation. You should at least know something about what you are commenting on instead of making childish comments that show just how "uninformed" you are. Stick to playing video games and leave the discourse to the adults.

I find it both fascinating and depressing how partisan so many are. For example: Why are so many on the left and right willing to look the other way when someone on their "team" has broken the law? We have to get past the right/left/republicrat/demican/conservative/progressive paradigm to get to the truth. Until you accept that we have been consistently screwed by BOTH sides then we will never get the truth.

To me this sounds like the Feds did not loose the guns, they where arming someone. I know that as long as there is drugs, guns, violence and organized crime in Mexico, someone in America esp the Feds are raking in money. If they where to solve the issues today that we have with drugs such as legalizing pot or sealing the border... A large chunk of money would not be needed to fund these Federal operations and enforcement, if that's what you want to call it. I think its not much different than what we have see our Government pull in the Mid-east. War for money. Story of our lives. That also would explain why the big secret. Follow the money investigators! You WILL find the smoking gun. Just sayin.

Good point.....that would be typical, make a deal with one cartel to take out another, and every one gets along....less violence....we will not bother you, and you will not bother us. We did it in Iraq when we armed the Sunnis to eliminate our most violent opposition. The British of the 19th century were masters of that policy. It looks similar to Iran Contra. The plan was paid for in the 2009 budget....it got through Congress without a whimper. One needs to ask the previous Attorney General....the plan was hatched on his watch.

Leave it to Issa to try to turn this into a political food fight, then cry foul when he takes a piece of wilted lettuce on the lapel.

Fact is, Fast & Furious was a disaster. Someone dropped the ball. Trying to make Holder and the Obama administration look back, or even dragging the Bush administration into it, won't address the problem. Another waste of time, energy and money in Washington.

And if the people running about, their hair afire with outrage, had taken similar exception to the illegal excesses of the previous administra­tion, we might have something to discuss.

Eric Holder is either a completely incompetent Obama appointee who is not only derelict in his duty for not knowing about the really stupid Fast and Furious Operation that intentionally broke US law and let over 1500 guns be illegally given to Mexican drug cartels, but also, can’t even understand a very simple question like “when did you first hear of Operation Fast and Furious?”
Or
Eric Holder is a very corrupt Obama appointee who allowed 1500 guns to be illegally given to Mexican drug gangs and then intentionally perjured himself and lied to Congress about it while under oath, illegally refused to honor, or enforce lawful subpoenas issued by Congress, and continues to break the law and obstruct justice while covering up his role in Fast and Furious.
We can feel confident that the documents Congress subpoenaed from Holder and Clinton that Holder refused to give up and the Justice Department under Holder refused to enforce have all now been shredded.
Let’s not forget these Obama appointees were doing Obama and Clintons bidding. They intentionally allowed at least 1500 guns to fall into the hands of Mexican drug gangs so that these guns would be used in violent crimes and show up at crime scenes. Then they were going to use these rubbish statistics to scare the American people into supporting the gutting of the 2nd Amendment. These Progressives have no conscience whatsoever and will stop at nothing to achieve their goal of disarming American citizens.

You are correct, yet incorrect. You are correct that I did mention Clinton. She is Obama's Secretary of State, and Congress subpoenaed documents from her that she refused to give up. Obama's appointee Eric Holder who is the top law enforcement official in our land and is sworn to uphold the law refused to enforce or honor the lawful subpoena issued by the Congress. So yes, I did mention Clinton and Obama. What does Bush have to do with this? This operation was not even around under Bush. Are you going to deploy the old Obama tactic of BPB (Blame President Bush). Sounds like that is what you are trying to do.

That said, Congressional Hearings have turned into nothing more than attempts to mine missteps that can be used later (at best) and witch-hunts (at worst). These affairs should be the American people's vehicle for fact-finding, not the inquisitions they've turned into.

Bush's ATF stopped the guns at the border. For some reason Holder/Obama's let them cross the border where surveillance would immediately stop.
