Black Unemployment Falls But Employment Picture Remains Bleak

The September jobs report paints an employment picture that is better than expected but still grim. Just over 100,000 people found work and the overall unemployment rate remained unchanged.

Across the country, 14 million people -- 9.1 percent of all workers -- looked for but were unable to find jobs in September. Black unemployment fell most sharply to 16.1 percent in September, from 16.7 percent in August. White unemployment remained at 8 percent in September, representing no change from August.

Since the recession began, black workers have experienced deeper and more sustained levels of employment than any other set of workers. But with nearly 3 million black Americans still unable to find work, there is little in the September jobs report to celebrate. Black Americans represent about 12 percent of the nation’s total population but 21 percent of the unemployed.

"By now, we should all understand the stagnant economic condition in which our country finds itself," said Rep. Emanuel Cleaver (D-Mo.), chairman of the Congressional Black Caucus, in a statement released Friday that also urged Congress to pass President Obama's jobs bill. "The economy will only continue to worsen if we do not act quickly to address it."

The caucus is a bipartisan group of black Congress members, who have collectively introduced more than 50 job creation bills since January. The caucus also hosted a multi-city job fair tour this summer.

It is also unlikely that many women were among of the black workers who found employment. Only about 4,000 of the 103,000 jobs created in September went to women, according to a National Women's Law Center analysis released Friday. Since the recovery began in 2009, women's job gains in the private sector have been offset by large job cuts at federal, state and local government agencies, the report found.

"It's time for policymakers to stop cutting jobs and start creating them for women and men," said Joan Entmacher, Vice President for Family Economic Security at the National Women's Law Center, in a statement.

The September report indicates that while government agencies are cutting jobs, there are also few private companies that are hiring. Employers see little evidence of increased consumer demand for their products and services, said Ken Goldstein, an economist at the Conference Board, a nonprofit economic research agency based in New York.

In August, consumer confidence, a critical indicator of future spending, dropped to a historic low, then improved minimally in September. The reason: People have been living under an economic cloud for four years, Goldstein said.

"Consumers don't care what the egghead economists say. It feels like a recession, and by their definition, that's right," said Goldstein.

The National Bureau of Economic Research, a federal economic research and tracking agency and official arbiter of the economy's status, pronounced the country's most recent recession over in June 2009.

"I think that for the average consumer, if it's Friday night, she doesn't feel like cooking and he says, 'Let's go out for pizza,' and they have the money to do it, then that's not a recession," said Goldstein. "But if she doesn't feel like cooking and he says, 'We don't have the money,' so she says, 'Okay, it's mac-and-cheese tonight,' then that's a recession. It's really that simple. It's not about the ability to go out and buy diamonds."

This story was changed to reflect unemployment rates, rather than employment gains, for demographic groups.

Bias or not, unemployment is stratified by educational achievement. We have to import scientists, engineers, physicians, and nurses. Want a job? Go to school and study in one of the above fields, otherwise study what you like and wait in the unemployment line.

During Obama's first two years in office he had a Democrat controlled House and Senate.

During that time, black unemployment SKYROCKETED.

The Dems passed his "Jobs Stimulus" because he promised it would ensure unemployment would not go beyond 8%.

It is now been AT OR ABOVE 9% FOR 26 OF THE LAST 28 MONTHS.

The...longest...stretch...since...the...Great...Depression


Obama and Biden have both admitted this is "their economy."

Not it is time for Blacks to realize that, as well.

I am interested in how talent assessment firms like People Answers that use psychological assessments to determine "behavioral DNA" contribute to blacks and other folks of colors not getting jobs. These tests can be empirically sound and even legally acceptable but definitely culturally loaded. You can see that visually just from their websites. Has anyone had experiences with these talent assessment firms?

Don't tell me anyone actually believes this INCREDIBLE BULL$HIT ! ! ! It's yet another attempt to deny the existence of institutionalized racism. As well as the part it plays in SocioEconomic Segregation that EXCLUDES people of color from the structure of society. This is the reason why the majority of Blacks live in the poverty stricken inner-cities, even though Blacks only make up 12% of the population.

To the person who said he simply won because of his race, you are incredibly ignorant. Being black is anything but an asset in America. He won because his campaign inspired people. People liked his policy positions on Iraq, tax reform, health care etc. Do you think McCain would be better and why? If it was racial bias, why was he the first? Why have all of his predecessors been white men?

If people are unhappy (taxes, jobs, etc.) they vote for change. Obama was the change in 2008. The majority of people don't care about race or candidates party. Voters were disappointed with Bush policies and saw more of the same in McCain. Mix in youth who were looking for new ideals in any candidate. You put all that together and that makes for a winning campaign.

The issue now is has he delivered on the promises? Come 2012, lots of people will decide their expectations have gone unrealized and will vote in a different candidate who again promises change, hope, reform, etc. Chances are they won't be able to deliver any better than Obama.

I agree with you also that the masses were inspired. People have human problems and that is why they were inspired. Many whites, technically racist whites, stated that wouldn't vote for Obama even though they liked his ideas! SURPRISE, SURPRISE!

Exactly. Usually the reason you vote for someone is because you like their ideas, and that's the reason why I voted for him too over Clinton and I was essentially leaning towards Clinton earlier in the primaries, but then later voted for Obama.

Please don not lump all black americans in the same group! You do not know me personally, or my fianancial situation! I encourage blacks to get an education. With an education, you have more choices in life. Learn a skill also. My children are in college and one is a college graduate. I graduated from grad school and majored in nursing where I always have a job no matter what. so nothing has gotten worse for me but for those blacks who are have not attended college or at trade school? GO NOW!

most likely not to enroll in college or takes the necessary steps to better themselves.
Always thinking we as black americans are intitle to. Would you hire someone who
