WASHINGTON — They know they're not crazy about Mitt Romney. But if the cultural conservatives gathered at a Values Voters Summit this weekend split among Rick Perry and other contenders they do like, it could wind up benefiting the front-running White House hopeful who troubles rather than excites them.

That scenario, playing out on the campaign trail, is on display at the gathering of conservatives who care deeply about abortion, gay marriage and other social issues.

Drawing distinctions from Romney, Texas Gov. Perry told the crowd on Friday, "For some candidates, pro-life is an election-year slogan to follow the prevailing political winds."

Likewise, former Pennsylvania Sen. Rick Santorum declared, "You know that I have never put social issues and values voters on the back burner. I have been out there fighting and leading the charge."

And Rep. Michele Bachmann urged the crowd to choose a true conservative. "This is the year when we conservatives don't have to settle. Now is not the time to choose a moderate or a compromise candidate," she said. "You won't find YouTube clips of me speaking in support of Roe vs. Wade. You won't find me hemming and hawing when I am asked to define marriage as between one man and one woman."

Later, the crowd reacted more strongly to former pizza company CEO Herman Cain's speech than to any of the other candidates. Attendees stood up repeatedly to cheer.

"You can pursue liberty all you want to as long as you don't tread on somebody else's life, and that includes the life of the unborn," he said. Cain also said he was now being criticized because national polls have showed him joining the top tier of candidates.

His reception, Santorum's pitch and the other conservative candidates' appearances underscored the problem for Perry, Romney's chief challenger on the right. The Texan is not the only GOP candidate who can make a plausible case to evangelical Christian conservatives.

Other candidates – Santorum, Cain, Bachmann and former House Speaker Newt Gingrich among them – could peel support away in early voting states like Iowa and South Carolina, where conservative feeling is strong. And that could allow Romney to do better in those primary contests, even if he can't muster a majority of Republican support.

Perry is hardly immune from criticism from his fellow conservative candidates.

Santorum has already assailed him for making comments that suggest that the principle of states' rights makes it acceptable for different states to allow gay marriage.

Santorum and Bachmann have also criticized Perry's decision to sign an order requiring sixth-grade girls to receive vaccinations for a common sexually transmitted disease.

For the conservative voters at the conference, Romney has a problematic history. He supported abortion rights earlier in his political career and has struggled to explain why he now opposes abortion. He once vowed to be a strong advocate for gays and lesbians – stronger than Sen. Ted Kennedy, D-Mass., whom he was then running against. Now, he's signed a pledge from the National Organization for Marriage to work to pass a constitutional amendment to define marriage as between one man and one woman. Romney is also a Mormon, a faith that has sparked suspicion among some evangelical conservatives.

"Personally, I know Romney isn't one of my choices. We saw him four years ago and decided against him," said Dan Goddu, a software engineer from Nashua, N.H., who attended the Values Voters Summit.

Romney, the former Massachusetts governor, will make his pitch at the conference on Saturday.

On Friday, the crowd understood Perry's allusions to Romney's shifted position on abortion, along with his insistence on his own steadfastness.

"To me, it's about the absolute principle that every human being is entitled to life. All human life - all human life - is made in the image of our creator," the Texas governor said.

Perry starts with an advantage over Romney with cultural conservatives. An August Associated Press-GfK poll showed 34 percent of social conservatives really like Perry, while just 20 percent feel that way about Romney.

Perry has often discussed his born-again evangelical Christianity in public. This summer, he hosted more than 20,000 people for a prayer rally in a Houston football stadium. And he has already begun to focus on outreach to religious leaders who can help bring in evangelical Christian voters, a key part of the Republican base in any primary election.

One of those leaders – Robert Jeffress, the senior pastor at First Baptist Church in Dallas – introduced Perry at the summit and pointed to differences between the governor and his Republican rivals.

"Do we want a candidate who is a conservative out of convenience or who is a conservative of conviction? Do we want a candidate who is a good, moral person, or one who is a born again follower of Jesus Christ?" Jeffress asked.

Jeffress caused a furor after his introduction when he told reporters that Romney is not a Christian because he is a Mormon. Jeffress told reporters that Mormonism "has always been considered a cult by the mainstream of Christianity."

Perry's campaign disavowed Jeffress' comments. "The governor does not believe Mormonism is a cult," spokesman Mark Miner said in a statement.

Perry has plenty of competition for religious conservatives.

Santorum's political reputation is almost entirely based on his social conservative advocacy. He helped lead a Senate effort to ban partial-birth abortion and has aggressively opposed gay marriage. He's at least as blunt as Perry in going after Romney.

"Mitt Romney's past and his seemingly lack of strong convictions with respect to the life issue are a concern. We've seen this: When people don't have a good strong track record on these issues, when they're put into a position of authority they tend to shy away from it," Santorum told reporters ahead of his speech here.

But Santorum also attacked Cain's socially conservative record, complaining that Cain hasn't signed anti-abortion and anti-gay marriage pledges like many others in the field.

Cain spokesman J.D. Gordon said the candidate stands for "principles, not pledges" and is "strongly pro-life, pro-marriage and pro-family."

Former House Speaker Newt Gingrich also addressed the crowd.

With Romney's Republican foes on the right fighting for the same conservative activists - and sometimes going after each other - the former Massachusetts governor stands to benefit, even as his backers acknowledge he's not this group's favorite candidate.

"There is a recognition that not every one of these activists is ready to support Gov. Romney right now," said Kevin Madden, Romney's spokesman in 2008 who now serves as an outside adviser to the campaign. "The activists that support him and those that don't will both hold him accountable. What's most important is that Romney not only understands that but he also embraces it."

The five candidates with the best hopes of winning conservatives' support were addressing the Values Voters conference on Friday. Romney and libertarian Rep. Ron Paul of Texas, who also hasn't drawn strong support from social conservatives in the past, will speak Saturday. Former Utah Gov. Jon Huntsman isn't attending.

This article implies that the chops of many candidates are bitting on the corny Perry. He deserves to be chew on, because of all his corny remarks.

It won't fly. Romney is the biggest phony in the history of the GOP and if I were obama, I'd want to run ads on the loads of video footage of his flip flops.

I am a Conservative and will only vote for a Conservative. There is no "settling" in this election. It is Cain or Perry, or I stay home. Lets hope the establishment gets the message, because Palin will be after Romney to stop him.

Social Conservatives..you will be told to SETTLE, and told Re-tread Romney isn't as bland of a flip flopper that you KNOW he is. Then you'll be told it's Romneys TURN, and you have to FALL IN LINE, like you did behind RINOs George H Bush, Bob Dole, and Juan McCain. Nothing Freedom Works Dick Armey can say will matter to Auntie Karl Rove's Billionaire slush fund donors...the fix is in, and you DON'T MATTER. Vote or Don't vote they don't care. You are being laughed at as much as Ron Paul's libertarian conservatives. Maybe if your Values Voters choices weren't the Pizza guy who knows nothing about foriegn affairs and blames the unemployed for not having a job..or Ricardo-AMNESTY-Perry who hunts at N*****Head, or 1% polling Susie Submissive the GOP wouldn't laugh at you more than they laugh at Log Cabin Republicans.

If they were smart, they would have run John Kasich - he is better and more put together than Stephen Harper of Canada. Uncle Mitch needs to be in there too, however, and he cannot be Kasich's VP, being he is Governor of the next door state. Uncle Ricky from Texas is also making a right move in buffering some of the anti-Latino stuff going on, but I am not certain Elmer is sincere. This is the worst presidency since Lincoln and Roosevelt; if the late great Governor GEORGE ROMNEY were running, I would be out there with rings on my fingers and bells on my toes, but this is his spoiled New England Preppie type kid Mitt - all Mitt is to me is a way to relieve us of Obama.

No. "Rationalizing" would mean I was a partisan Republican. I'm not rooting for either 'side'. I'm pointing out the very pragmatic reality that the GOP have no interest in winning in 2012, just as they didnt have in 2008. The economy is doomed, and whoever is in the WH will take the blame, regardless of applicability. The GOP, as a party, have FAR more to gain by keeping Obama in the WH so they can blame him for systemic problems dating back decades, with roots in the policies supported by both parties.

To clarify... the longer that the "cultural conservatives" remain divided, the better it is for Romney only while he is seeking the nomination.

But the longer that the "cultural conservatives" remain divided, the more likely they are to dig in their heals, and then to be disappointed, disaffected, or downright embittered when Romney wins the nomination next summer. And that does NOT benefit him at all.

I know there are folks within his campaign who think Romney will have all the time in the world to woo and win over the "cultural conservatives," but in fact he will not. He will need to spend all that time trying to woo and win over America's moderate and independent voters, who are completely put off by the kind of postures and platforms the "cultural conservatives" demand in exchange for their votes and cash.

if you vote for a man (mitt) who honestly believes;

a) jesus came to america and was a polygamist
b) dinosaur bones come from outer space
c) a man learns of his wife's celestial name and can resurrect her after her death by saying it.
d) spending money on sundays is sinful.
e) that the joseph smith story is a true and factual account (i can't detail that in its entirety here as it is quite long and quite incredible...south park did a wonderful job though and it's on youtube)

then you should be institutionalized.

What are you talking about? I believe a person has the right to follow any religion he wants. It's part of the constitution. I say let's look at what a person has done.

here, here! by all means people should follow any religion they feel like. i don't disagree with that whatsoever. and most religions have certain specific and in many cases bizarre doctrines that which to accept as true, comes down to a matter of faith.

at the same time, mormons like scientologists, take bizarre suppositions to the nth degree.

but how in the hell to you interpret my south park reference as evidence that i, "believe everything south park says..."? so we're clear, i don't. however the episode titled, "all about the mormons" contains a 100% accurate account of what mormons believe about joseph smith and his, "unusual" experiences. obviously you haven't seen the episode. as noted above, it's on youtube if you'd care to have a look.

The DNC, in allowing the liberal and progressives to hi-jack their party, has given the conservatives the greatest gift possible. The rest of the USA won't have to deal with the hemmoroids of the left now for anther 20 years after witnessing the 3 branches of Gov't wreck the country, since DNC had power/control. If you think you have a right to tell people what they can and cannot do with their own bodies and also think you can tell people whether or not they can marry, would you be ok with it if somebody spied on you 24/7 and told you everything you're doing in bed is wrong?
