Manssor Arbabsiar, Charged In D.C. Assassination Plot, To Plead Not Guilty

NEW YORK -- An American citizen charged with plotting to assassinate the Saudi ambassador to the United States intends to plead not guilty at a formal hearing later this month, his court-appointed attorney said Tuesday afternoon.

Manssor Arbabsiar, 56, a naturalized U.S. citizen who also holds an Iranian passport, attempted to orchestrate a bombing that would kill the Saudi ambassador while he was in Washington, D.C., alleges a federal criminal complaint unsealed Tuesday.

Arbabsiar was arrested on Sept. 29 at John F. Kennedy International Airport and since then has been assisting law enforcement with unraveling the plot, federal officials said. According to the criminal complaint, while in custody Arbabsiar placed telephone calls to co-conspirators in Iran that further confirmed the involvement of an Iranian military officer, Gholam Shakuri, who was also charged in the plot.

Shakuri, currently at large and believed to be in Iran, is a member of the Qods Force, a special operations unit of the Iranian Revolutionary Guard, according to the complaint. The Qods Force conducts "sensitive covert operations abroad," the Department of Justice said in a statement, including terrorist attacks, assassinations and kidnappings. The group is also believed to sponsor attacks against U.S. forces in Iraq.

"The criminal complaint unsealed today exposes a deadly plot directed by factions of the Iranian government," U.S. Attorney General Eric Holder said at a press conference in Washington.

Saudi officials condemned the plot, saying it was a "despicable violation of international norms, standards and conventions and is not in accord with the principles of humanity."

Iran, meanwhile, dismissed the allegations as a fabrication. "Iran strongly denies the untrue and baseless allegations over a plan to assassinate the Saudi ambassador to Washington," Foreign Ministry spokesman Ramin Mehmanparast told an Iranian news agency, Reuters reported.

Arbabsiar, looking disheveled in jeans and an untucked dress shirt, was arraigned in federal district court in lower Manhattan on Tuesday afternoon. He has not yet been indicted on the charges outlined in the complaint, but waived his right to contest his detention until a hearing later this month.

Arbabsiar did not speak at the hearing, except to pledge that his declarations on a form requesting the assistance of a court-appointed attorney due to financial hardship were true. After the hearing, his attorney told reporters that he intended to plead not guilty to the charges against him, which include conspiracy to murder a foriegn official and conspiracy to commit an act of international terrorism.

"He's not been indicted," said Sabrina P. Schroff, his court-appointed attorney. "If he's indicted, he will plead not guilty."

According to audio recordings cited in the criminal complaint, Arbabsiar met earlier this year with a confidential DEA informant posing as the member of a "violent international drug trafficking cartel," and arranged to hire several cartel members to carry out the attack for $1.5 million. The plot would include the bombing of a crowded restaurant if the Saudi ambassador could not be assassinated by other means, the complaint alleges.

Arbabsiar allegedly transferred $100,000 to the confidential informant as a down payment for the attack.

Arbabsiar told the informant that his uncle was a "big general" in the Iranian army, the complaint said. "This is politics," he allegedly said. "It's not like, eh, personal."

Arbabsiar was arrested in Nueces County, Texas, four times between 1993 and 2001, according to the county's sheriff's department. Three arrests were on traffic offenses; a fourth was for theft by check, a charge that was dismissed.

Gholam Shakuri, who is supposed to be the cousin or uncle of Arbabsiar and a high-level Quds official, turns out to be a member of the MEK Iranian dissident group. See the NYT article about this subject at:

Therefore, the suspicion is that the MEK and the FBI collaborated to embarrass Iran. So far, they seem to have succeeded since the American people believe any anti-Iran claim that is pronounced by the US government or the media.

The poor quality and idiotic responses in the posts about this event, once again, show how profoundly ignorant Americans are about Sunni vs. Shia divisions within the Muslim world. Iran, 90% Shia, has always hated Saudi Arabia, 90% Sunni. Additionally, Iran detests the closeness of the relationship between the Saudis and the US. Of course, these realities create a perfect opportunity for Iran, or some wacked out Shia fanatics, to stir up trouble. To suggest that Obama or the US government have initiated this plot is simply idiotic, and illustrates how politically charged uneducated people have become in this country. We should be thankful that our government discovered this plot.

And if you must mention Obama, he has a pretty good track record regarding terrorists so far. Some polititions will rattle their swords over this, but that is what they do - just like most of the jerks here.

A plausible alternative hypothesis could be that the US and Israel concocted this event as a pretext to bomb Iran. I haven't seen any proof that this is anything more than yet another Neocon ploy to try to involve the US military in another war in support of our "dear ally" Israel.

You want proof? Proof of what? Put some energy into studying the historica hatred between Shiia and Sunni Muslims amd you will find your trail to motivation of behavior. Neocons are actually the most ignorant about this history. Bush, for example, had to be educated about the Sunni/Shia friction and differences between then. He had NO idea about the inner turmoil that would ensue after we invaded Iraq, due to these factions. Do your homework about Islam MTTM, and much will, hopefully become clear to you. You will drop many of your infatuations about US ploys, plots and conspiracies with Israel.

Too obvious, they don't even have the decency to show us enough respect to at least try and make up a good lie. I'm in Finland watching a news broadcast named RT, ( also on the Internet at RT.com). I think it’s a Russian broadcasted news program in the format of CNN, except much more intelligent than anything on US TV since the airwaves were stolen. They report on things we can learn about in the US but only by not following the usual suspects, CNN, MSNBC and the freak of the week FOX whatever. Today one of their reporters did a story on Holder's claim against Iran by asking the grown up question. Why would Iran attack the US by assassinating an ambassador? It makes no sense at all, because they wouldn't. This is Israel and the Saudis marching around their three headed dog on a leash, The US Congress, the White House and Senate. Here is a statement from Iran. "Earlier, Iran’s Ambassador to the UN, Mohammad Khazaee, sent an official complaint to Secretary General Ban Ki-moon over the allegations. He stressed that Iran has no involvement with terrorism and, on the contrary, has itself been the victim of terrorist attacks, including the killing of several nuclear scientists over the last two years."
