WASHINGTON -- Congress flooded its supercommittee with a jumble of advice Thursday about taming the government's out-of-control debt, with top agriculture lawmakers readying a bipartisan plan to pare food and farm aid while others urged an aggressive hunt for savings coupled with warnings against cutting cherished programs.

Most of the suggestions came from Democrats on 16 Republican-run House committees who sent letters to the special debt-cutting panel. Generally, their advice was to create jobs, raise revenue and avoid damaging cuts to public works, health care and other programs they said are crucial to an economic recovery.

House Democrats are "firmly committed to a deficit reduction plan that is big, bold and balanced," House Minority Leader Nancy Pelosi, D-Calif., said in her own letter to the supercommittee. She said significant revenues must be part of the recipe and added, "Creating jobs is the most effective way to reduce the deficit."

In an atypical show of unity, Democrats and Republicans who lead the House and Senate Agriculture committees planned to propose $23 billion in 10-year savings, said Sen. Pat Roberts of Kansas, the Senate Agriculture panel's top Republican.

The savings likely would come in part from trimming food stamps and other nutrition programs by $4 billion, said another lawmaker who spoke on condition of anonymity to reveal still private details. In addition, direct subsidies to farmers, which are paid regardless of crop prices or production, would be eliminated.

With Congress due to consider a five-year farm bill next year, the proposal is aimed at heading off potentially deeper reductions.

Generally, Republicans have said the supercommittee should focus more directly on shrinking the debt than on creating jobs. But with the relentlessly high unemployment rate a top national concern, Senate Minority Leader Mitch McConnell, R-Ky., acknowledged this week that the panel will likely consider some ideas for creating jobs.

Senate Republicans have written a bill they say would create jobs by reworking the tax code, cutting federal regulations and easing restrictions on offshore oil exploration.

The letters were striking for the consistency with which many defended programs that each committee oversees. Democrats from the House Foreign Affairs Committee argued that foreign aid, which accounts for about 1 percent of the federal budget, already has borne a disproportionate share of cuts. Democrats on the Homeland Security Committee said they support deficit reduction that "does not put our nation at greater risk for a terrorist attack," while Transportation Committee Democrats wrote, "Infrastructure investment is a critical tool to reduce the deficit" because it creates jobs.

Republicans and Democrats on the House Armed Services Committee sent separate letters to the supercommittee but agreed that the military should be pared no deeper than cuts that have already been enacted.

"Additional reductions in the base budget of the Department of Defense will compound deep reductions Congress has already imposed and critically compromise national security," the top members of Armed Services panel wrote.

Arizona Sen. John McCain, the leading Republican on the Senate Armed Services panel, also trumpeted that theme, vowing to fight any defense cuts that this year's debt ceiling law would automatically trigger if Congress fails to approve major savings.

The fact that House Democrats wrote their own letters – as opposed to joint letters co-signed by committee Republicans – underscores the deep partisan chasm over how the $14 trillion federal debt should be tamed. Congressional Democrats and President Barack Obama want some tax increases included in any debt-reduction package, particularly on the wealthy, an idea that the GOP rejects.

The letters also spotlighted the tenacity with which many lawmakers defend programs they have jurisdiction over, even in the face of a debt problem that both parties agree is a significant threat to the nation's long-term fiscal and economic health.

The 12-member supercommittee – evenly divided between Democratic and GOP lawmakers – has until Nov. 23 to approve at least $1.2 trillion in savings over the coming decade. Congress then will have until Dec. 23 to approve the package. If it fails, $1.2 trillion in cuts to defense and many domestic programs would phase in beginning in 2013.

The same law that created the supercommittee gave Congress' regular committees until Friday to submit their advice.

Some of the letters that Democrats submitted on Thursday suggested specific savings.

These included proposals to raise fees on large banks and crack down on workers who incorrectly classify themselves as independent contractors, foregoing some taxes. Other plans included reclaiming unspent money from old water projects, boosting fees for mineral production leases and making small business programs more efficient.

Democrats on the House Appropriations Committee, which controls more than $1 trillion in annual agency spending, proposed no specific cuts but emphasized the damage that would be done by across-the-board cuts that would occur if the supercommittee doesn't produce a package of savings that Congress approves.

The supercommittee must produce a fair, effective package of savings "and do no harm to the faltering economic recovery in the short run," wrote Rep. Norm Dicks of Washington, top Democrat on the Appropriations panel. "If you fail, dire consequences await our nation."

Democrats on the House Ways and Means Committee, which oversees taxes and large health care programs, wrote that the supercommittee must "spur job creation and economic health today." They urged higher taxes on the wealthy while providing tax incentives for companies that create jobs, and protection for Social Security, unemployment benefits and health care coverage.

Rep. Henry Waxman of California, top Democrat on the House Energy and Commerce Committee, proposed $16 billion in new spending that he said would create 560,000 jobs and save $150 billion over the next decade – one of the few letters to cite specific figures. His suggestions included auctioning space on the nation's airwaves, creating rebates and tax incentives for energy efficiency and forcing drug companies to charge lower prices to many Medicaid recipients.

Democrats from the House Administration Committee, which oversees Congress' own operations, said an unspecified part of lawmakers' own $5 billion annual budget could be saved with more efficient use of energy and technology and its in-house printing.

Yet another reminder of how worthless this "spend us into bankruptcy" government is....

Seriously: The debt is out of control. The US economy is going to cause a worldwide economic collapse. The people in this body of government NEED to get the spending under control. If they do NOT do this, we are ALL going to feel severe pains not felt since the Great Depression. Things are already headed that way.

At some point the govenrment has to reconsider its pork barrel projects, the military industrial complex, social security, medicare, medicaid...all of it. Debt MUST be reduced...this isn't an option.

Sending out warnings like this...especially at a time when this government has matched the spending the previous one under George Bush in half the time...is NOT a good signal.

Please get your house in order. There are people on the streets who are THERE because of the affairs this branch of government, and the people who serve in it.

they are trying to treat the american people as thier personal piggy bank---the banks rip you off and stick the monet in their pockets as a campaign fund they want us broke and starving and dying...this war isnt about terrorism its about killing off the elderly and lower class people or making them work like slaves just to eat-----It may not seem like it now but watch their actions closely and you will see the script and plans are already laid out the rest is just a show......

Warren Buffet's company Berkshire Hathaway hasn't paid taxes since 2002, reportedly owing more than $ 1 billion. Apparently there is a "deal" in the works to pay a reduced amount.

Sounds like congress really stepped in it this time. Everybody running around trying to look good, but the election is a year away and people will forget by then who did what, except that not one single republican voted for the president's jobs bill, that's going to be easy to remember, short and sweet.

Buffetts calls to raise taxes on the wealthy sounds great but is hollow. He reported 64 million gross income and a little less than 40 million taxable income after loopholes and deductions. Hey Buffett, there is absolutely no requirement that you take any deduction on your return......so, why dont you just pay taxes on your gross 64 million?

he is just pointing out how stupid the tax laws are. he is also saying that most of the loopholes and credit are not available to other and that is why it is not fair. i believe if most americans got the same credit and loopholes, their wouldn't be much cry about the fairness.
what he did is legal but it needs to change.

It ABSOLUTELY NEEDS TO CHANGE.........but, if he feels that he is willing to pay more and should pay more DO IT...he is not obligated to use the loopholes. Perhaps if Buffett took a few less deductions and paid a little more (and then released the numbers of what he did pay and what he could have paid) a few others of the maga-rich that feel the same would do the same (very few probably). Sure it would only be an extra 4 - 5 million but how much good would that do our disabled vets? Perhaps it could be used to buy some school supplies for truly underprivilidged children? The american public raises millions for Tsunami and earthquake victims regularly and every one of those fundraisers started with someone or a small group of people putting in what they could and building on it. It's time for Buffett to put his money where his mouth is and not use the excuse of it's leagal or I'm not going to be the only one......

in this time of economy crisis, we shouldn't even have a super committee on spending cuts. spending cuts means jobs, and loss of jobs means less demand. demand is the very thing we need to grow this economy. once this economy is growing, then we can begin to reduce expenditure. we need a major tax reform, because the treasury is losing billions of dollar to tax cheat by corporation. google manage to avoid paying billions in tax revenue. and that is just one company. that money could be used to create more jobs, hence increasing the revenue while decreasing govt expenditure for things like healthcare, unemployment etc. after 10 years of war, it is time we end those wars and focus on rebuilding this country. we need a super committee that only focuses on job creation. our debt right now is not affecting our ability to borrow as show by the low interest on bonds. what we need to be doing is refinancing out old loans with lower interest.

backed against the wall, the tbagr repubs will finally realize that balancing a budget requires looking at revenues and not solely expenditures

if a family wants to balance their budget, then mon or dad go out and get a second job (ie increase revenue)...such a simply concept that it is amazing that the tbagrs can not figure it out

If a family wants to balance their budget actually they look at savings to be had in expenditures on things THEY CAN DO WITHOUT OR WASTE and then look to fill the void with a second job.

Yes, the People have stated unequivocally that they wanted to rein in spending...but they ALSO have stated UNEQUIVOCALLY that they want to TAX THE RICH ....and they APPROVE of the PRESIENT's JOBS PLAN....and UNEQUIVOCALLY they want Congress to work together to create JOBS and move this country forward...thus the reason that Congress Approval Rating is so low...

...so why pick and chose what you want to hear the people stating...why not chose ALL of THE ABOVE?

The decline in our economy, especially over the past decade, cannot be fixed with the flip of a switch. Everyone is wanting a miracle fix and you can't fix a decade of decay in every pillar of our economy with one plan. Once again there is no compromise and the repercussions for failure are not severe enough to make a logical cooperative resolution mandatory.

The only solution is to make the biggest change in Congress ever recorded in our history. Volunteer to support and vote for the new candidate committed to the majority of Americans and our countries successful recovery. If we send a message to Congress that we are the 99%, we are mad as hell, and we are not going to take it anymore. WE THE PEOPLE have the power of vote to make a change.

OWS needs to shout our the message we will vote you out then maybe we will see some cooperative, constructive and intelligent action.

i agreed, we the people have a lot of work to do. it is time we use our votes very seriously and stop letting the rich buy those votes. we need to vote in a congress that is willing to work for the people and the country. a congress that is willing to compromise and be fair to every one. we need to work hard in the next year, unless this country would continue to slide back. and it would be push faster and harder by the republicans looking to send us back to the 1700. vote now, register to vote, help someone register to vote, help someone go to the polls.

Whoa... I hte to tell you, that's why we have these protesters, & NO I'm sure not referring to the " P Party ". VOTING changes nothing. In the last 50 years nothing has changed the HOMELESS, POVERTY, and now look at job losses. These politicians ONLY care about their pocketbook. They except a nice $$$ kick back $$$, for helping major businesses & Corp. That's NOT helping this country, but it does wonders for their bank account. They are suppose to be stopping HOMELESS, & POVERTY, NOT CREATING IT!!!!

That's cute, but there is a large pot of money in the Defense Department, and those conservatives in Congress refuse to reduce defense spending. This week Romney stated that as President he would increase spending in the Defense Department. Unless all spending is looked at, and the tax code reformed, it's just more of the same, like shuffling a stack of cards.
