Super Committee Deficit Cuts: Nancy Pelosi Offers Democratic Plan

Super Congress

First Posted: 10/13/11 03:52 PM ET Updated: 10/13/11 03:53 PM ET

WASHINGTON -- Democrats in the House offered up their ideas for the budget-slashing super committee Thursday, insisting again that the effort be "balanced" with revenue hikes.

Under the law that created the Joint Select Committee on Deficit Reduction, the various committees of the House and Senate are required to submit recommendations to the committee -- or the "Super Congress" -- by Friday.

For the out-of-power Democrats, releasing their ideas a day early amounted to a stunt since they are unlikely to be included in the official House suggestions prepared by the GOP.

But the insistence on revenues highlighted the extreme divide that remains between the two parties, and again suggested the likelihood that the 12-member super committee -- evenly divided between the chambers and parties -- will deadlock over the deficit reduction plan it must submit by Nov. 23.

"We want it to be big, we want it to be bold, we want it to be balanced, and in the balance side ... we need to have everyone pay their fair share," said Minority Leader Nancy Pelosi (D-Calif.).

Republicans have steadfastly insisted that raising taxes is out of the question.

The super committee must identify at least $1.2 trillion in deficit reduction over 10 years, and if Congress fails to act by Dec. 23, the Budget Control Act that created the committee requires automatic cuts, starting in 2013, including deep cuts to the military.

The Super Congress plan will not be subject to amendment or filibuster, giving the 12 members near-unprecedented power. Still, some have suggested that anything they do could just as easily be undone by a future Congress, since the cuts would not begin immediately.

The top Democrats on 16 House committees offered a long list of suggestions, often including closing various tax loopholes.

Among the most specific proposals came from Rep. Ed Markey (D-Mass.), the top Democrat on the Natural Resources Commitee, who suggested closing a slew of loopholes to raise more than $50 billion, including from the oil and gas industries.

Energy and Commerce Committee ranking member Rep. Henry Waxman (D-Calif.) suggested proposals to spend some $16 billion to create jobs in the short run, and to save some $150 billion over 10 years.

Rep. Barney Frank (D-Mass.), the Democrats' leader on the Finance Committee, offered up fees on "too big to fail" banks, and raising $42 billion by regulating and taxing Internet gambling, among other items.

All the letters can be found here.

You know you look at our average Trade Deficit over the last 5-10 years you tax that like it was made in America and we have a heck of of surplus!

Of course between the Clinton Democrats and the Republicans fixing our Trade Deficit cuts into their major Clients bottom line, Wall Street!

Time has long past when what's good for Wall Street is Good for Main Street! (If it ever really was!)

You guys haven't noticed? The big difference between Republicans and Clinton Democrats is Republicans make Big Promises to Wall Street but it's Clinton Democrats that deliver the goods to Wall Street.

Doubt me? President Obama a Certified Clinton Democrat just gave Wall Street the trade packs with Korea, Columbia, and Panama. President Bush Couldn't!

Republiars continue to protect their contributors from any higher taxes while destroying the poor and middle class along the way. They are nothing but rats and deserve to be exterminated from public office the next possible election.

Virtually all of the US debt stems from Reagan's dreadful economic policies: spend like crazy on the military and give massive tax cuts to the rich. Reagan cut taxes on the rich in half, then he trebled the national debt raising the national debt ceiling 17 times. Bush Sr. continued madly apace. Clinton demanded a modest tax increase on the rich and balanced the budget by eliminating aid for families with dependent children (AFDC) a human right enjoyed by people in every other developed democracy on earth. Bush, Jr. blew a gaping hole in the economy by lowering taxes on the rich back down to Reagan levels while spending even more on useless and counterproductive military boondoggles and misadventures like the Iraq War. Bush and Cheney opened up the floodgates and the economy blew out in September 2008. Obama is cleaning up the Reagan-Bush Era mess while Republicans still want to fight recession by laying off hundreds of thousands government employees and lowering spending on entitlements and every other means possible. It is now achingly apparent that all Republicans and all Tea Partiers all flunked Econ 101, or attended diploma mills that propagated Austrian economics and the Laffer Curve. Tax the rich like FDR and rebuild America's crumbling infrastructure like FDR - it's the only way out of this quagmire that makes any sense at all.

What a cast of clowns, I can't wait for 2012 so we can end this sick socialist circus.

If the govt raises taxes, all they will do is spend more. The only way to solve the problem is to spend less and take away the blank checks.
07:18 PM on 10/13/2011
Or, to stop coddling the rich and stop letting them steal from the poor and middle class

What you fail to realize is that all these government officials are rich.......name just one that is struggling to make end's meet!

All spending bills have to start in the House. Are the Republicans in the House going to start spending like all previous Republicans, or are you afraid thet the Democrats will retake the House in 2012?

The super-committee was designed to fail.
06:36 AM on 10/14/2011
Exactly, then they will blame the tea-party. These guy's main agenda is to turn poor against wealthy, blacks against whites, democrats against republicans and U.S. citizens against immigrants to create chaos and to divide our country. Let's stop hating each other and face the fact's, we must unite for 2012 and beyond! You know.....like the once great country we once were.

Democrats nor anyone from the left belongs anywhere near American policy.

Look at this: http://www.usatoday.com/money/perfi/taxes/story/2011-10-13/federal-tanning-tax-shortfall/50754314/1

Every single Dem idea is bound to fail, because they fundamentally misunderstand policy and behavior. Now they'll come up with another tax for people who sunbathe outside a tanning salon. That will DEFINITELY provide the lost revenues.

Democrats are clueless and belong nowhere near policy. Stay away, you only make things worse.

You are clueless. From the depression era to Reagan we didn't have these problems with the regulations. Then Reagan came in and started taking them regulations off and it's been down hill ever since. Repuckes have caused the most damage ever.
04:47 PM on 10/13/2011
We have a ton more regulations than we had before Reagan.150,000 pages of rules. Your probably breaking a law right now and you don't even know it. Some of these regulations haven't even been written yet but have been approved.

Hey, Do you have a brain. I think not. We have to have tax hikes because we need to build back our infurastructure and pay down our debt. Bush didn't fund those wars which he should've done. That was very stupid for him to do.
05:25 PM on 10/13/2011
no, they need to spend less. roads and bridges shouldn't need to repaired, thats what the gas taxes are supposed to do. Oh silly me, the dems spent that money on govt handouts to buy votes. DEMS HAVE NEVER SEEN A TAX THEY DONT LIKE

Republicans would rather pass the debt on to their children and grandchildren. They consider that a much better idea than having their own taxes raised now.

I see "bold" has become the new catch word of the day. Since folks in Congress are having so much trouble coming up with a "Bold" plan, I thought I'd give them a hand in thinking of ways to save money. I call it, the BOLD Plan -

Bring the troops home - let them live & spend money here, close extraneous bases.
Order a freeze on the Federal Reserve pending a full audit - save our tax dollars.
Level the tax playing field - make it equal across the boards & save on reduced IRS
Destroy the Patriot Act - save money & regain your civil rights at the same time.

Anyone else have a "BOLD" plan to suggest?
And anyone else besides me wonder why the automatic budget cuts would hit in 2013 and not 2012?
