Herman Cain's 9-9-9 Tax Plan Divides GOP Power Outsiders

Businessman Herman Cain's name recognition is surging, and he currently vies for first place in the Republican presidential race, but his signature 9-9-9 tax reform plan divides local Republican activists in the early caucus and primary states.

The latest Power Outsiders survey conducted by The Huffington Post and Patch finds more support for (44 percent) than opposition to (36 percent) Cain's 9-9-9 plan among the influential local Republicans we surveyed. But just as important, one in five (20 percent) were uncertain, and relatively few had strong feelings about it either way (13 percent were strongly in favor, 11 percent strongly opposed).

The weekly HuffPost-Patch GOP Power Outsiders poll reaches out to political activists, party officials and officeholders in the early primary and caucus states to listen in on the critical "invisible primary" among party insiders that typically drives the outcome of nomination campaigns. While our Republican respondents are outsiders from the perspective of Washington, D.C., they are insiders within their local communities. This week, we heard from 166 Power Outsiders, including 42 in Iowa, 50 in New Hampshire, 60 in South Carolina and, for the first time, 14 in Florida.

Our previous survey found that these influential Republicans are impressed with Cain's story of success and his strong advocacy of conservative issues. Nine out of 10 (92 percent) said that Cain takes stands on issues they agree with (and 54 percent felt strongly about it).

Yet when we asked about Cain's most well-known policy position, the Power Outsiders were not nearly as enthusiastic. Again, while a 44-to-36 percent plurality supported his signature 9-9-9 plan, only 13 percent were strongly supportive.

The plan drew more opposition in New Hampshire. Our New Hampshire respondents opposed the 9-9-9 plan by a 35-to-46 percent margin, with 17 percent strongly opposed and only 4 percent strongly in favor. In their comments, several specifically said that New Hampshire's famously anti-tax voters "will never allow a sales tax."

While intrigued by the simplicity of 9-9-9, respondents in all four early primary and caucus states had doubts about the details. We asked the Power Outsiders to share their impression of the plan in just one word, and "interesting," "simplistic" and "simple" led the list, garnering 22 percent of the total mentions.

In describing the plan, only slightly more used positive words (42 percent) than negative words (36 percent). The most frequently mentioned positive terms were "simple," "catchy," "bold" and "understandable."

The most frequently used negative words were "simplistic," "unrealistic," "questionable," "naive" and "gimmick."

These activist Republicans may be having trouble deciding what to make of Cain's plan, as indicated by the subtle difference between "simple" and "simplistic." We found, for example, that 10 of the 13 respondents who described the plan as "simple" supported it (with the other three unsure), but among those who used the word "simplistic," seven of 10 are opposed (with just two in favor and one unsure).

The same strain is apparent in more detailed comments. Even among those strongly in favor of the plan, many shared the fear that "Congress will never pass it." And even among those opposed to the plan, many gave Cain credit for a "catchy phrase" and for the effort "to simplify the tax code."

The 9-9-9 plan has been a critical part of Cain's ascent, but as influential local Republicans chew over the specifics, Cain may discover, in the words of Rep. Michele Bachmann's debate attack, "the devil is in the details."

Our first poll of GOP Power Outsiders from the middle of August showed that Michele Bachmann and Rick Perry were seen as having gained the most from the previous week's events, including Bachmann's win of the Ames Straw Poll and Perry's entrance into the race. HuffPost's Mark Blumenthal reports:

Thirty-three percent of those responding to the new HuffPost-Patch Outsiders Poll said the Minnesota congressman, spurred by her surprise victory in the Ames Straw Poll last Saturday, had done the most to benefit her campaign last week. The Texas governor, who announced his candidacy last Saturday in South Carolina and who has been touring Iowa since then, finished second with 30 percent.

The American voter had better take a good hard look at the mumbo jumbo, analyze it and comprehend it before they find themselves in a tax situation highly remenicent of the Mortage Bubble. The devil is in the details and unless you read the fine print for yourself and check for microdots...you are likely to find yourself in the same position of those who bought more house than they could afford, on an interest only loan and found that over night their 800$ mortgage had tripled to 2400 and their job wasn't giving out a raise they counted on.

When Cain comes back with verbal support from Republican congressional leaders that they support the principles of his tax plan, then we can take him seriously. Until then, we all know that the Republicans have no intention of ever passing the 9-9-9 plan, and its simply empty rhetoric from Cain. As Bachmann said, if you turn over the 9-9-9 plan to examine it more closely, the devil is in the details.

THEY decide who will run for political office and we are stuck with choosing from their candidates.

..Strange times we are in,when something like this pizza special advertisement 999 becomes the center of debate and question......it's so ridiculous it deserves to be dismissed...a non-starter.But then again,I can see how it can serve to occupy the minds of the Republicans....there isn't really anything else of substance going on over there...

9-9-9 consists of kicking the poor, the elderly, and the rest of us struggling to make ends meet - while we're down.  A total 18% sales tax (in some states,) would also put the last nail in the coffin of our economy.

And exactly how long till 9-9-9 becomes 11-11-11, and then on to 15-15-15 and so on and so on. I truly believe the only way the country turns around is to control illeagal immigration. Billions of US money leaves this country every year being 'sent back home'. The strain they have put on school systems, healthcare, welfare, is astounding and yet, no one wants to step up and be the person who stops it.We are out fighting wars of others that will simply never end while we are being invaded on our own borders. Meanwhile banks are allowed to rape people of their own money with "FEES" and after being saved by our tax money ,are charging you to use your money through debit cards ! Insane. Mortgae lenders are allowed to make 3 times their money back on home loans while they give you 1 1/2% on a CD. Then loan the money out again and charge you 6,8, or 10% to get a car loan. So now, we have some jack 'rabbit' that wants to stand up and blame us for not being rich. I think ive heard enough of Cain already..

Of course it's a gimmick...his entire act is a gimmick. I don't care what his credentials seem to be...his rags to riches story does not mean that he is remotely qualified to be President.

It is a myth that the government should be run like a corporation...the government is the government...a corporation is a corporation...there are different rules...different operating styles...

Herman Cain knows a little about Domestic policy to be dangerous...afterall, he was Chairman/Director of the Federal Reserve in Tennesse (or one of those states)...but he knows 0% about foreign policy...his extent of foreign policy knowlege tells him that it is okay to build a fence and eletocute anybody that tries to climb it to the other side. He doesn't know even simple things like what a neoconservative is...what else does this man NOT know that will surely get us in trouble with our foreign allies and enemies????

Herman Cain is TOO DANGEROUS to be the POTUS!!!!

Because the "Power Brokers" are DIVIDED over giving the rich the biggest tax break in history, giving the poor and middle class a huge tax increase, and eliminating Social Security and Medicare.

They are DIVIDED over that. Can't decide.
